Six days after Hurricane Michael roared ashore, wreaking havoc on the Florida Panhandle, a bit of good news has emerged in hard-hit Mexico Beach.On Monday, authorities announced both that residents can begin returning home this week and that the estimate for the number of people unaccounted for has been lowered from at least 30 to three.Mexico Beach took the hardest punch from Michael when the storm made landfall six days ago.Besides the widespread destruction, town police say two people were killed there, including one body found Monday.After standing by for days as authorities worked to secure the area and complete search and rescue, Mexico Beach residents learned Monday that they can return home on Wednesday.About 280 of the town's 1,200 residents had said they planned to ride out the storm, but the town's mayor said many fled at the last minute when Michael quickly gained strength.Authorities initially said they could not account for 30 to 35 people but police Monday lowered that number to three missing. 1031

SPRING VALLEY, Calif. (KGTV) — A 76-year-old woman was arrested on suspicion of intentionally sparking a fire that damaged a portion of an East County strip mall.San Diego Sheriff's deputies were called to a Spring Valley strip mall in the 500 block of Grand Ave. on Tuesday at about 8 p.m. over reports of a possible structure fire.When deputies and fire crews arrived, a woman was found nearby and determined to be a suspect. The woman, identified as Leona Head, is a transient in the Spring Valley area, deputies say.Deputies say Head admitted to starting the fire by trying to extinguish a lit cigar with a bottle of liquid labeled "Clorox." The liquid appeared to be a flammable substance and spread the fire to an electrical box adjacent to a strip mall.The fire spread to the roof of the strip mall before crews with San Miguel and Bonita Sunnyside fire departments were able to put out the fire.The fire damaged the exterior of the building and the electrical box. No injuries were reported.Deputies say Head admitted to setting two other fires ruled as accidental. She was booked into Las Colinas Detention Facility for arson. 1143

Setting up a showdown with California, the Trump administration on Thursday announced a plan to revoke a signature Obama-era environmental regulation.The administration wants to freeze a rule mandating that automakers work to make cars substantially more fuel efficient. It called its plan a "50-state fuel economy and tailpipe carbon dioxide emissions standard for passenger cars and light trucks."The administration also proposed a withdrawal of California's Clean Air Act preemption waiver. California and about a dozen states that follow its rules account for about a third of all the passenger vehicles sold in the United States.California Governor Jerry Brown called the proposal "reckless.""For Trump to now destroy a law first enacted at the request of Ronald Reagan five decades ago is a betrayal and an assault on the health of Americans everywhere," said Brown, in a statement. "California will fight this stupidity in every conceivable way possible."Thirteen states, plus Washington, DC, have adopted California's standards. Colorado announced plans to become the fourteenth.The attorneys general of 20 states, including California, pledged to sue the administration. They called the plan illegal, saying it would force motorists to pay more for gas and create more air pollution.The Corporate Average Fuel Economy standards require automakers' cars to average about 50 miles per gallon by 2025. The standards, enacted in 2012, get stricter every year leading up to 2025. The Trump administration's proposal would cut off the average CAFE increases in 2020, when automakers will have to produce cars that get an average of 43.7 miles per gallon."It's still a very aggressive program. We have been steadily increasing the standards... for almost a decade," said EPA Assistant Administrator Bill Wehrum on a call with reporters Thursday.The EPA and Department of Transportation cited safety as one reason for the changes. They claimed the reduced standards would make new cars more affordable. That would allow more people to buy cars with enhanced safety features, the government said. Some San Diego voters are making a surprising - and alarming - discovery in their mailboxes.They are receiving duplicate mail-in ballots for the November midterm. "Obviously with such a contested election and everything in the news right now, was this actually something bigger?" said April Segal, a Hillcrest resident who received two ballots.Nearly 70 percent of voters in the county say they will vote via the postal service this November. People from Hillcrest to Tierrasanta to Escondido have reported receiving the extra ballots. San Diego Registrar of Voters Michael Vu said there are protections in place to make sure everyone gets one only one vote. He said duplicates are not uncommon and this year is a bit worse than others because of issues with the new voter registration system at the DMV. "Our office and the statewide system runs duplicate checks to determine matches or potential matches," Vu said. "When a duplicate record is identified, the record is merged, with the most recent registration becoming the official record."Vu said no matter which ballot a person submits, it will ultimately be counted. He said anyone who knowingly submits two ballots would be referred to the district attorney for an investigation of voter fraud. Segal said she recently got married, changed her name and registered to vote. A few months later, when applying for a Real-ID at the DMV, she checked the 'yes' box when it asked if she would like to register to vote. That likely led to the duplicate ballot. "I knew I already was registered, but I thought I should just err on yes so that nothing got messed up by saying no," she said. Segal said she would continue to vote by mail, despite the mix-up.  1758
