SAN DIEGO (KGTV) -- Photos captured along the shores of San Diego show the return of a bioluminescent glow cause by a phenomenon known as the red tide. Pictures posted on social media show the eerie neon glow. According to several San Diego photographers who captured the phenomenon, the bioluminescence was captured along the shores of La Jolla and Torrey Pines State Beach Wednesday night. The glow is created by an algae bloom called the red tide. The algae bloom is filled with phytoplankton called "dinoflagellates.” The organisms react with bioluminescence when jostled by the moving water. "Where the wave crashes onto the shore, as it rolls over that’s where the turbulence is highest," said Clarissa Anderson at The Scripps Instutition of Oceanography. "That’s why those are really bright stripes of light. We don’t know the exact smoking gun yet. SAN DIEGO (KGTV) -- Police are asking for the public’s help identifying the driver they say struck and killed a pedestrian in Mission Hills Thursday before fleeing the scene.According to police, the 57-year-old man was struck by the vehicle while crossing the street on the 1300 block of West Washington Avenue just after midnight. SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. SAN DIEGO (KGTV) - On Monday evening, a city official put inspection tags the doors of the Barrio Logan warehouse where a platform collapsed this weekend, injuring 21 minors and a few adults. It happened Saturday night at Vault PK parkour gym on Main Street. A city spokesperson told us there are "definite code violations" and permit issues, but no further details were released. SAN DIEGO (KGTV) - Psychiatrist Clark Smith, MD, shed light on the San Diego County Medical Examiner’s findings in Trevor Heitmann’s autopsy that revealed the 18-year old suffered from mania.Heitmann caused the fiery 805 crash on August 23 that ended not only his own life but the lives of Aileen, 43, and Aryana Pizarro, 12.The Medical Examiner’s report showed Heitmann died of blunt force injuries. Toxicology reports indicated there were no signs of drugs or alcohol in Heitmann’s system. So what led an otherwise healthy 18-year-old man to drive the wrong way at 100 mph? The Medical Examiner believed there was a long build-up to the crash. The reports stated, five days before the crash, Heitmann began showing signs of mania."The manic mood swing could be so powerful, that people lose contact with reality,” Dr. Smith said.Dr. Smith reviewed the autopsy reports with 10News. Although Heitmann had no history of depression or mental illness, Dr. Smith believed he might have been bipolar with manic tendencies. "The mood swing can change like that from being king of the world, on top of everything, to crashing, and being horribly depressed and suicidal,” Dr. Smith said. “My guess is he was feeling badly because of the setbacks that he had, losing his business and source of income. And that would be a time when he would be reactive and become more depressed.”Heitmann was a popular YouTube gamer with a successful business selling game pieces online. That was how he said he bought his high-end sports car. But earlier this year, his business was suddenly banned and shut down. The Medical Examiner said his parents noticed his mood changes and tried to get him help. They physically blocked his McLaren from leaving the driveway, and called authorities to report his behavior. But Dr. Smith believes at that point, Heitmann’s symptoms had progressed too far. “Most people who are suicidal, just take their own life, but some people are also homicidal,” Dr. Smith said. “And in this case, it's a murder-suicide. I think he had lethal intention. He didn't know who he was going to kill. But he knew he was going to kill someone."Dr. Smith said this was a true tragedy that was preventable. “This was treatable, and it’s just a heartbreak that he didn’t get treatment,” Dr. Smith said. He added bipolar manic depression is nothing to be ashamed of.
