NEW YORK — In a blistering rebuke of President Donald Trump, Gov. Andrew Cuomo called the sitting president the worst "in history" from a New York vantage point after a report emerged that the president signed a memo ordering the federal government to begin the process of defunding New York City and other cities where protests have broken out and crime has increased.Federal agencies were told by the administration to send reports to the White House Office of Management and Budget to details funds that can be redirected away from New York City; Washington, D.C.; Seattle and Portland, the New York Post reported."President Trump has actively sought to punish NYC since day one," Cuomo said in a tweet. "He let COVID ambush New York. He refuses to provide funds that states and cities MUST receive to recover. He is not a king. He cannot 'defund' NYC. It's an illegal stunt."New York City gets more than billion annually from the federal government, according to a 2017 report from city's comptroller.Cuomo, in a Wednesday night conference call, said it was personal for Trump."New York City rejected him — always," Cuomo said. At the time, Mayor de Blasio warned the cut would affect budgets for law enforcement and other first responders. Now, with the city reeling from the impacts of the coronavirus pandemic, that impact could be even worse.It's a threat that dates back to 2016. NEWPORT, Wales — A 5-year-old girl in Newport, Wales, died just hours after a doctor refused to see her because she was late to her appointment, according to the BBC.The girl's mother, Shanice Clark, has been searching for answers since her daughter, Ellie-May, died from bronchial asthma in 2015, according to the New York Post. Thanks to a coroner’s inquest into her daughter's death, she was finally given some answers on Monday.The coroner ruled that Grange Clinic “missed” the opportunity to “provide potentially live-saving treatment” to her child, Sky News reports.The 5-year-old girl was reportedly not seen by a doctor, despite having an emergency appointment,  because it operated a "10-minute rule."Clark said she and her daughter arrived only five minutes late because they didn't have a car. She said she warned them she might be late when she called the clinic. According to the coroner, this was the first time the rule had been enforced in regards to an emergency appointment. Reports also state that Clark was reportedly told to come back in the morning without the doctor even looking at her daughter’s medical records, which would have shown that the child has a history of asthma.“From the evidence before me, it is not possible for me to determine with certainty whether an earlier intervention would have altered the outcome for Ellie, but nonetheless Ellie should have been seen by a [doctor] that day, and she was let down by the failures in the system,” the coroner wrote.According to the New York Post, Grange Clinic released a statement, saying: “Dr. Rowe knows that nothing can be said to Ellie-May’s family to make a difference, but she would like to say how truly sorry she is.”The coroner plans to write a letter to the health board and the clinic in hopes of addressing the tragedy and preventing similar situations in the future. North Korea outlined steps Saturday to dismantle its nuclear testing site -- and confirmed that international journalists, including from the United States and the United Kingdom, would be invited to watch this month as its tunnels are blown up.The announcement, by the Ministry of Foreign Affairs as reported by state news agency KCNA, came a day after Pyongyang pledged no longer to carry out unannounced missile tests or other activities that put flights at risk, according to a United Nations aviation agency.North Korean leader Kim Jong Un previously had announced the conclusion of North Korea's nuclear testing program and the intended shuttering of the Punggye-ri complex. He said on April 20 that his nation already had "completed its mission" to test its weapons capability.The statement Saturday gave greater details of the "technical measures" North Korea would take to dismantle the test site and "ensure transparency of discontinuance of the nuclear test."International journalists will be invited to conduct "on-the-spot coverage in order to show in a transparent manner" how the nuclear site is being put out of use, with a dismantlement "ceremony" scheduled for as early as May 23, depending on weather, the news agency said.Since space is limited, only journalists from China, Russia, South Korea, the United States and the United Kingdom will be allowed access, according to KCNA.First, explosives will be used to collapse the tunnels, KCNA said. Then, entries to the site will be blocked and all observation facilities, research institutes and guard structures will be removed. Guards and researchers will be withdrawn, and the area surrounding the test site will be closed.Located in mountainous terrain in the northeast of the country, Punggye-ri is less than 100 miles (160 kilometers) from China.South Korea's presidential office said last month that Kim planned to shut down his nuclear test site in May, following landmark talks between Kim and South Korea's President Moon Jae-in. Kim refuted claims by Chinese scientists that parts of the site had been so badly damaged by previous explosions, particularly its sixth and last test in September, that it may now be unusable, Moon's office added.The latest developments come a day after US Secretary of State Mike Pompeo told reporters that he'd had "warm" and "good" conversations with Kim. Neil Simon was 91.According to Bill Evans, Simon's longtime friend and the Shubert Organization director of media relations, says the playwright died early Sunday of complications from pneumonia in a Manhattan hospital.Simon was the American theater's most successful and prolific playwright in the second half of the 20th century. He won three regular Tonys, plus one for special achievement, as well as a Pulitzer and the Mark Twain prize for humor.Simon's successes included "The Sunshine Boys," ''Plaza Suite" and "Sweet Charity." Many of his plays were adapted into movies and one, "The Odd Couple," became a popular TV series. 750
