BEIJING, June 3 (Xinhua) -- Senior Chinese leader Zhou Yongkang Friday urged increased supervision of police investigations and the reform of the penal system.Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks while attending a plenary meeting of the Political and Legal Affairs Commission of the CPC Central Committee in Beijing.Representatives of the Supreme People's Procuratorate reported to the meeting on their work to strengthen supervision on the use of investigative measures such as search, detention and freezing the suspect's asset by law-enforcement officers.Officials from the Supreme People's Court (SPC) also reported the progress made in a pilot program which intends to help courts at local levels to be more transparent and fair while meting out penalties.Zhou said these were vital to the building of a just and clean law-enforcement system and must be carefully implemented."Investigative and procuratorate authorities must attach equal importance to punishing crimes and safeguarding human rights, and to procedural justice and substantive justice, and must strictly abide by the law in enforcing investigative measures such as search, detention and seizing the suspect's asset," he said.He said the SPC's pilot program in roughly 120 local courts had promoted the fairness and transparency in handing out penalties, which had significantly reduced the rates of appeal, lodging a protest against a ruling and petition in criminal cases.Law enforcement agencies must push ahead the pilot program as one of their priorities, while in the meantime working to fully engage the public in the supervision of the handling of criminal cases, he said.Zhou, who also heads the Political and Legal Affairs Commission of the CPC Central Committee, called for more transparent law enforcement to ensure the public's right to know and supervise. He also said places for interrogation, custody, trial and detention must be under 24-hour audio and video recording.

BEIJING, June 13 (Xinhua) -- Experts from the Chinese mainland and Taiwan Sunday started their third round of talks in Beijing to pave the way for a long-awaited pact to boost cross-Strait economic ties.During the talks, the two sides will discuss the main content of the Economic Cooperation Framework Agreement (ECFA), and goods and services trade in the "early harvest program."The ECFA is intended to normalize mainland-Taiwan economic ties and bring the two economies closer. The first round of talks took place in January in Beijing, and the second two months later in Taipei.Fan Liqing, spokeswoman of the State Council's Taiwan Affairs Office, told a press conference Saturday that negotiations had made pronounced progress and were approaching completion.Yang Yi, another spokesman of the same organization, was reported as saying in March that the two sides should work together to complete the pact in June.Chiang Pin-kung, chairman of Taiwan's Straits Exchange Foundation (SEF), said on April 2 the SEF also hoped to see the signing of the ECFA by the end of June.

BEIJING, Aug. 15 (Xinhua) -- Overseas Chinese have held memorial meetings and other mourning activities recently to remember the victims of a massive mudslide in northwest China that killed at least 1,248 people.During a mourning ceremony on Sunday at a Chinese-language school in Christchurch, New Zealand, overseas Chinese nationals and students observed three minutes' silence for the victims and placed candles in the shape of a heart.Participants then made donations to the mudslide-hit areas, saying they were deeply concerned about those affected by the disaster. On the same day, some overseas Chinese and employees of Chinese companies and institutions in Serbia suspended entertainment activities voluntarily to express their condolences for the victims. In Jordan, people from various walks of life and overseas Chinese residing in the country have offered their sympathy and condolences.Overseas Chinese in Cambodia have called the Chinese embassy to express condolences, saying they are ready to donate for the reconstruction of the mudslide-hit region. The death toll from the Aug. 8 massive mudslide in Zhouqu county, northwest China's Gansu province, has risen to 1,248, with 496 still missing, local disaster relief headquarters said.China is observing a day of national mourning on Sunday, with national flags flying at half mast and all public entertainment activities suspended.

CHENGDU, July 18 (Xinhua) -- At least 23 people have been killed and 30 are still missing as of Sunday evening after the worst rainstorm of the year lashed southwest China's Sichuan Province late Friday, the provincial civil affairs department said.More than 586,000 people were forced to evacuate their homes as torrential rains pounded 62 counties and cities in the province and triggered mountain torrents, landslides and house collapses, cutting off roads, electricity and communications in some regions.Half of the worst-hit Quxian County remains flooded, with water levels of up to 10 meters deep. The county is cut off from the outside world, with roads and railways flooded by waters, according to a spokesman with the department."We can only see the roofs of most riverside houses in Qujiang Town and Jubei Town," said Deng Yuhua, secretary of the county's Party committee.Further, rains are still pelting eastern parts of the province, which will probably aggravate the situation, said the spokesman.Flooding is forecasted to peak in Guang'an City, at the lower reaches of Qujiang River, on Monday. The provincial government has dispatched work teams and allocated emergency funds of 5 million yuan (about 730,000 U.S. dollars) to support flood relief operations.Parts of China experience heavy rains every summer, but this year's rains have been particularly devastating.Since the beginning of July, torrential rains and severe flooding has left 146 people dead and 40 missing and forced the evacuation of more than 1.3 million people as of 4 p.m. Friday in 10 provinces, mostly along the Yangtze River, according to the Ministry of Civil Affairs.
