SAN DIEGO (KGTV) — A San Diego-area man and his grandmother filed a federal lawsuit against two San Diego County Sheriff's Deputies.The lawsuit alleges deputies responded to the wrong address and pulled a then-17-year-old out of his apartment. "I've never experienced something like that," said Cesar Jaramillo.Jaramillo says last October he was watching TV on the couch when he heard a knock at the door. He says deputies asked if someone from the residence called 911.According to his lawsuit, "Cesar informed defendants the call was not from his residence. When defendants asked Cesar if there was a young black female in the apartment, Cesar said 'No,' and informed defendants that they were at the wrong apartment building. Cesar knew who defendants were referencing and knew they lived in the other building. Cesar informed the deputies over half-a-dozen times that defendants were at the wrong building."Jaramillo tells 10News he complied with everything the deputies asked but felt like they didn't believe him."That's when I started closing the wide door, that's when he just reached in and grabbed my hand," Jaramillo said.The lawsuit claims, "Without warrant or probable cause, both defendants unreasonably lured Cesar to unlock and open the door, then entered into Plaintiff's residence and forcibly pulled Cesar by the forearms into submission, leaving instant bruises on both arms."Jaramillo's grandmother was in the back of the house at the time and said she woke up to the commotion."I saw my grandson laying on the ground, in handcuffs and I went crazy, and I said, what is happening," said Teodora Villalobos.According to the lawsuit, "Due to unreasonable seizure and force used on her grandson Cesar, as well as defendants' indifferent attitude, Teodora began having heart complications on scene."Jaramillo's lawsuit alleges negligence, battery, and unreasonable search and seizure, among other things.10News reached out to the San Diego County Sheriff's Department for comment, but a spokesperson they can't comment on pending litigation. 2066

SAN DIEGO (KGTV) -- A winter storm warning was issued for San Diego County’s mountains as a cold storm hit the region Monday..The warning is in place from 8 a.m. Monday through 4 a.m. Tuesday, according to the National Weather Service.“The agency says heavy snow and strong winds are expected. Plan on difficult travel conditions, including during the evening commute on Monday. Tree branches could fall as well,” forecasters said.Total snow accumulations of two to six inches are expected with localized amounts of 12 to 18 inches. The heaviest snow is expected to impact areas above 5,500 feet, however, some snow is expected down to 4,500 feet.Accompanying the snow are heavy winds of 20 to 40 miles per hour.RELATED: Check today's forecast in your area“If you must travel, keep an extra flashlight, food and water in your vehicle in case of an emergency,” the National Weather Service advised.A high surf advisory also takes the place of a beach hazards statement as the storm approaches. The advisory is in effect from 6 a.m. Sunday through 10 a.m. Wednesday for San Diego County coastal areas.Surf begins to build Sunday, peaking Monday afternoon through Tuesday, the agency says. Waves and surf of three to six feet are expected Sunday, increasing to four to seven feet with sets to eight feet by Monday.Accompanying the high surf is a slight chance of isolated thunderstorms and lighting at the beaches Monday, the National Weather Service said.Coastal areas could also see nearly an inch of rain as the storm passes. 1533

SAN DIEGO (KGTV) — A San Diego student has been named among those killed when an international flight bound for Ukraine crashed in Iran.Sara Saadat was a student at Alliant International University in Scripps Ranch. She was a passenger on Ukraine International Airlines Flight PS752, according to the school.In a statement to 10News, Saadat was visiting family in Iran and was heading back to San Diego to begin the spring 2020 semester. She was enrolled in the university's clinical psychology program."We extend our deepest sympathies to family and friends of Alliant Student Sara Saadat. Sara was a passenger on Ukraine International Airlines Flight PS752 that crashed in Iran. It appears that Sara was visiting family in Iran and was on her way back to San Diego to begin our spring 2020 term in our PsyD in Clinical Psychology program," the school's statement read. "We know that the entire Alliant community is affected when tragedy strikes any one of us, and we are here to provide support during these trying times."RELATED: Iran says it "unintentionally" struck down Ukrainian jetlinerSaadat's sister, Saba, and mother were also among the 176 passengers on board that were killed. "The Alliant community is still processing the news and many of us are still in shock but overall it's grief and sympathy for the family and friends of [Saadat]," said Amber Eckert, vice president of student affairs. "[Saadat] was a student in our doctorate program in clinical psychology. It's a cohort based program that means [Saadat] will stay with the same group of students ... Very tight knit group of students, they develop life long friendships."The campus is providing on-site support from counselors from the school's student assistance program.Reyaan Shuaib, a close friend of Saadat's, told 10News she was "the sweetest person I'd ever known.""She had an amazing way to speak to people, to listen to people," said Shuaib, noting her natural talent for wanting to be a psychologist."She was the first person who got me to really open up. I’ve never been so close to someone that I was with her," Shuaib revealed.She said the University of Alberta, where Saadat had graduated from, is also offering counseling for those who are grieving.RELATED: Video suggests a missile struck plane in Iran bound for UkraineThe flight bound for Ukraine crashed minutes after taking off from Tehran, Iran, this week. CNN reported among those killed on the flight were 82 Iranians, 63 Canadians, 11 Ukrainians, 10 Swedes, four Afghans, three Germans and three British nationals.The crash came hours after Iran launched a ballistic missile attack on Iraqi bases housing U.S. military. This may well have been unintentional,” Trudeau told the media.Secretary of State Mike Pompeo said Friday the U.S. believes Iran shot down the plane, adding that the U.S. will take "appropriate action" in response to the crash.President Donald Trump told reporters Thursday that he has "suspicions" about the crash as well."I have my suspicions," Trump told reporters. SAN DIEGO (KGTV) -- A stunning photo of a female surfer riding the waves was taken at sunset in Cardiff, and the photographer who took the image is hoping to find her.Los Angeles-based photographer Robin Kerr is inspired by nature. She has been taking nature and wildlife photos since she was a child.“My dad lent me his camera on our family vacation to Montana in 1989, ever since then I’ve had the bug,” said Kerr.Kerr said she had visited some amazing places to take photos, but her trip to San Diego in 2018 is one of her favorites.“I took a trip down to the San Diego Zoo Safari Park to see all of the wildlife there," said Kerr. “It had rained on and off all day. I was thinking it might be a really great sunset, something dramatic with the clouds.”Kerr made her way to Cardiff just before it got too dark to snap pictures of the beach. At that moment, she took a stunning photo of a female surfer gliding on the water, in front of a golden sunset.“You can tell she’s just experiencing so much joy in the photo, doing what she loves," Kerr told ABC 10News.Kerr said while taking photos of other objects on the beach, she missed meeting the surfer. She posted the picture, and another zoomed-in image of the woman on her social media accounts, hoping to find her. She had no luck. Nearly two years later, she is resuming her search.“I came across that picture again; I thought man it would be so great to actually find her," Kerr said.Kerr said she has not been able to retake a photo like this.
