NEW YORK CITY — An illegal party on a New York City cruise ship was shut down early Sunday morning, city sheriff's deputies said.The Liberty Belle, which is operated by Empire Cruises, was spotted on Saturday departing from Pier 36 in Manhattan with dozens of people aboard, according to officials and photos of the boat.The person who posted the photo on Twitter said it appeared no one was wearing masks or social distancing.Manhattan Borough President Gale Brewer said her office would contact city and state agencies regarding the incident.The Sheriff's Office later said its deputies intercepted the owners and captain of the ship and arrested them for operating an illegal party in violation of social distancing provisions in the city and state emergency executive orders as well as other charges.A request for comment from Empire Cruises was not immediately returned.The company stopped operations in March because of the COVID-19 outbreak and a city emergency executive order, according to its website.This story was originally published by Lauren Cook on WPIX in New York City. 1095

New charges were filed late Friday against former Trump campaign chairman Paul Manafort in the special counsel investigation.Prosecutors allege that Manafort, with the assistance of longtime business partner Rick Gates, "secretly retained a group of former senior European politicians to take positions favorable to Ukraine, including by lobbying in the United States."The new indictment came less than two hours after Gates pleaded guilty to two criminal charges in federal court and pledged to cooperate with special counsel Robert Mueller's investigation of Russia and the 2016 presidential election.Prosecutors say Manafort orchestrated a group of former European politicians, called the "Hapsburg group," to pose as independent voices. Yet they covertly pushed positions favorable to Ukraine as paid lobbyists. Manafort used offshore accounts to pay the former politicians 2 million euros.Manafort also allegedly used million from an offshore account to fund a report on the trial of a political opponent jailed by his clients. A lawyer involved in the report -- Alex van der Zwaan -- pleaded guilty to lying to investigators earlier this week.The new charges, which sweep up some information Gates has conceded to investigators and other information in charges filed Thursday in Virginia federal court, include money laundering, foreign lobbying violations and making false statements.Manafort has pleaded not guilty and maintains his innocence.Gates admitted in a guilty plea Friday that he and Manafort had sent letters to the Justice Department in November 2016 and last February that falsely asserted they hadn't lobbied on behalf of Ukraine in the United States. Andrew Cuomo announced new guidance for bars and restaurants statewide Thursday.The governor says bars and restaurants in the state are now only allowed to serve alcohol to those who order food. He also announced that all service at bar tops must only be for those seated six feet apart or separated by physical barriers.Cuomo cited a lack of compliance on social distancing and the wearing of face coverings in bars and restaurants across the state."As we continue our science-based phased reopening, the number of hospitalizations and our rate of positive tests remain steady and low," Cuomo said. "But we need to remember our success fighting this virus is a function of our own actions. Mask wearing, social distancing and hand washing — basic as they may seem — are critical to controlling the spread of this virus. Especially now that we are seeing spikes in cases throughout the country, this is not the time to let up — especially on compliance enforcement. New video appears to show workers for Caltrans handing out campaign materials defending the state's recent gas tax increase while on the job. The video, shot Tuesday, was released by the Yes on 6 campaign, which is pushing to repeal the recent 12-cent-per-gallon hike on the November ballot. The video shows Yes on 6 campaign manager Matt Stockton in the drivers seat of a car. He is apparently stopped at a Caltrans contractor's site along the 78 near Ramona. The video shows a man in a hard hat approaching the window, handing Stockton what appears to be a No on 6 campaign flier defending the gas-tax increase.Stockton in the video asks the man if he is with Caltrans, and the man answers that yes, his crew is working with Caltrans. Other images released by the campaign appear to show the workers were with Pico Rivera-based Manhole Adjusting Inc., and that a Caltrans supervisor was on site. "The misuse, the abuse of taxpayer funds being used in a political campaign, it is shameful, it is outrageous, and it needs to stop right now," said Carl DeMaio, who is chair of the Yes on 6 campaign. Caltrans, a state agency, said in a statement that it is looking into the matter, and has contacted its contractors to say it does not condone political advocacy on project sites. The No on 6 campaign, fighting to keep the gas tax increase, says it was unaware of the incident and that it denounces any inappropriate use of public resources or venues for campaign purposes."The No on 6 campaign very carefully follows all rules prohibiting the use of public resources for campaigning and often reinforces those rules to anyone involved with the campaign," the campaign said in a statement. Calls to the on-site Caltrans supervisor and Manhole Adjusting Inc were not immediately returned."If this is happening on more than one occasion, it's egregious," said Seth Kaplowitz, a finance lecturer at San Diego State University.
