(KGTV) — Oceanside Police are investigating the discovery of a body near Capistrano Park Saturday.Police received a call about a body in a river bed near the park at about 1:30 p.m.The body was discovered, but was severely decomposed, police said.It's not known if the victim died of natural causes or if this is a homicide case, police added. 369

Officials broke ground on a new national memorial in Washington, D.C. Thursday to honor the millions of Americans who served in World War I, 100 years after the United States got involved in the conflict.The memorial will be built in Pershing Park, a small plaza about a block away from the White House.More than 100,000 Americans died in the war and more than 200,000 others were injured. Now, nearly 100 later, there are no living survivors from World War I."It's a national tragedy that the millions of veterans of the Great War have not been memorialized in our capitol,” said Terry Hamby, commissioner of the United States World War I Centennial Commission."There was so much sacrifice in World War I, it's time for America to build a memorial to the forgotten war." Hamby’s grandfather fought in the war. His uncle died in it.“It means a lot to me, personally, because when you have a memorial and you can go stand in front of it, the emotion burst forth,” Hamby said.In Washington, D.C., other American wars are honored with a national memorial, including World War II, as well as the wars in Korea and Vietnam.The Centennial Commission was established by Congress in 2013 and authorized to create a new national-level memorial in the nation's capital, to honor the men and women who served.Denise Rohan, National Commander of the American Legion, expressed support for the memorial and the veterans it will honor.“Their legacy is one of freedom and heroism. Some paid the ultimate price. The American Legion supports this overdue memorial because the world must forever remember the story of those men and women who liberated a continent. (KGTV) - A state-wide program to help community college students transfer to 4-year schools has found increased success at Mira Costa College.The Puente Program helps educationally disadvantaged students navigate the complicated process of applying to 4-year schools, while also bringing them up to speed with other students who start their college careers at universities."They would transfer, but they were not ready," says Mira Costa Puente Counseling Coordinator Sinar Lomeli. "They didn't have the reading or writing comprehension skills. So they couldn't compete with students who were already there."The Puente Program began in 1981 at Chabot College in Hayward. It's now in 64 community colleges around the state. The students take two semesters of English reading and writing classes, and also get mentoring and counseling to guide them towards a 4-year degree."When I got to school, I was like a dog chasing a car," says Mira Costa Sophomore Manny Ramirez. "Getting into the Puente program gave me a sense of belonging. I could say I belong at college, and I can do whatever I set my mind to."Mira Costa's Puente Program is celebrating its 30th anniversary in 2019. This year they're expanding to let current Puente students volunteer at elementary schools around Oceanside and Vista. That helps them get public service hours they can put on a college application. It also helps inspire the next generation to see college as a possibility."It gives us hope that we're leaving behind something for them to build on," says Ramirez.Results of the Puente Program have been well documented. Between 2013 and 2016, Puente student enrollment at UC schools has increased by 59%. OLATHE, Kan. — Court documents released Monday say a Johnson County, Kansas mom was nearly successful in killing at least two of her children last month.Therese Roever faces three counts of attempted capital murder for allegedly drugging her three children on February 19.It wasn’t until her ex-husband arrived to pick up the kids that anyone knew something was wrong.Court documents indicate the ex-husband tried to get into the house for more than an hour but Roever did not open the door or answer the phone.When Roever finally let the ex-husband inside, he found his ex-wife “drugged and groggy.”First responders arrived to find the couple’s 7-year-old daughter on a bed not responding. Their 5-year-old initially got up from the bed but then stumbled to the ground. A third child, 7, was found in the bathroom crying.While the kids were en-route to the hospital, paramedics used Narcan – a drug commonly used to reduce the symptoms of opioid overdose – on two of the kids.Doctors told investigators that had police not arrived when they did, two of the children would have died.Roever remains in the Johnson County Jail on a million bond. She’s scheduled to be back in court for a preliminary hearing on April 20. 1259
