SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. SAN DIEGO (KGTV) -- Neighbors in Scripps Ranch are on edge after a series of break-ins over the course of a week at the beginning of March.Residents in the area reported five break-ins or attempted break-ins to the Scripps Ranch Civic Association's Neighborhood Watch from March 9 to March 16.During one of the burglaries on the 11800 block of Charmaine Way, suspects shattered a sliding glass door and were able to take jewelry and electronics.RELATED: Burglar squeezes past security system, raids homeDuring another break-in, it appears the suspect was unable to get into the home, according to the neighborhood watch. SAN DIEGO (KGTV) -- Police are asking for the public’s help identifying several suspects they say robbed a man before threatening him with a gun.The robbery happened on August 11 around 5:24 p.m. near the Forever 21 at Fashion Valley Mall.Police say the two suspects approached a 27-year-old and asked to use his iPhone before grabbing it and running away.When the victim ran after both men, the second suspect pulled a gun out of his waistband and told the victim he “did not want any of this.”RELATED: 0,000 stolen cello returned to ownerFearing he would be shot, the victim stopped chasing the suspects, who were last seen running toward Friars Road. SAN DIEGO (KGTV) - Police are investigating a hit-and-run crash in City Heights, that has turned into a stolen vehicle case.It started when a red SUV crashed into a Black SUV on the corner of Euclid and Polk Avenues around 4:30 p.m. Friday.A man and woman fled the scene. Police say the man was carrying a black backpack. Paramedics were called to the scene, but no one was hurt in the crash, according to police. According to the DMV, when they ran the plates of the stolen car, it didn’t match the vehicle they had on file. 553

SAN DIEGO (KGTV) - One of La Jolla's most scenic spots is also the scene of a 20 year battle that has left the community divided.The Coastal Commission voted unanimously Thursday night to approve a measure to renew a 10-year permit to close the Children's Pool to human access during Harbor Seal Pupping season.The Children's Pool was built in 1931 to give kids a safe place to enjoy the beach.In the late 1990's, harbor seals moved in on the area creating conflict.Surveillance cameras captured visitors getting dangerously close to the seals causing the city to take action.In 2014, they decided to close the Children's Pool from December 15th through May 15th. This is typically the time period when mother seals use the beach to birth their calves.The California Coastal Commission agreed to try out this plan for five years.Dr. Jane Reldan, President of the Seal Conservancy, said the beach closure was an "elegant compromise." Reldan added that the closure happens during a time of year when it's cold and people don't want to go swimming anyways.Opponents say there's plenty of coastline for the seals to use and that it's time the Children's pool was given back to the kids. 1190
