MILWAUKEE -- Milwaukee Police District 2 officers were heartbroken to find a dog abandoned for several days in a cold pickup truck.Scripps station WTMJ in Milwaukee crews were there just in time to see the rescue as police broke into the truck at 17th and National Avenue.Parking tickets on the windshield show it had been there since Saturday. As of Tuesday morning, the car still remains at that location.There was no food or water inside, but the seats were soiled with feces.Despite all of this, the dog seemed to be in good spirits.Offices took it to the Milwaukee Area Domestic Animal Control Commission, better known as MADACC.Doctor Libby Gutting checked him out. She tells us you should call police if you see a dog alone in a vehicle for more than an hour."An animal could suffer from hypothermia or even pass away from that so we definitely don't want to leave animals outside in any sort of condition especially for a car that's not running," said Dr. Gutting, Medical Director of MADACC.Dr. Gutting said the pitbull is in great shape.If his owner does not come in to claim him in five days, he could go up for adoption."Our concern is that this person has an issue with the way they need to care for their pet which means they need help," said Dr. Gutting.The captain with Milwaukee Police District 2 told WTMJ the owner, in this case, could face an animal cruelty charge.  1419

MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. Milwaukee Mayor Tom Barrett described it as a feud. But the issues clearly went deeper than a disagreement between the two as every member of the commission agreed Morales needed to go.Assistant Chief Michael Brunson is now Acting Chief Brunson effective immediately. More studies seem to indicate there is some connection between a person’s severity of COVID-19 symptoms and their blood type. However, experts agree more research is needed and these studies do not allow people with certain blood types to disregard pandemic safety precautions.The two latest studies, one from Denmark and one from Canada, both appear to show that people with blood type O may be slightly less vulnerable to COVID-19 and have a reduced chance of getting severely ill.In the Danish study, researchers looked at more than 7,400 people who tested positive for COVID-19. Of those, 38.4 percent had blood type O, while other research indicates that blood type makes up about 41.7 percent of the population.In the Canadian study, they looked at the length of hospital stays for 95 people critically ill with the coronavirus. They found the portion of patients who needed mechanical ventilation was higher in those with blood type A or AB when compared with a group of patients with blood type O or B.Researchers also found the blood type A or AB group had longer stays in the intensive care unit, a median of 13.5 days, compared to the other group with blood type O or B who had a median of 9 days."I don't think this supersedes other risk factors of severity like age and co-morbities and so forth,” Dr. Mypinder Sekhon, who is a clinical assistant professor in the Division of Critical Care Medicine and Department of Medicine at the University of British Columbia told CNN."If one is blood group A, you don't need to start panicking. And if you're blood group O, you're not free to go to the pubs and bars."Researchers say this information could be used in some way in regard to treatment of COVID-19.
