SAN DIEGO (KGTV) - San Diego Police released details Wednesday about the development of an officer-involved shooting that killed a man in El Cerrito. The aunt of 52-year-old Dennis Carolino called 911 the night of Aug. 24 to report he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues, officers said. She also told police Carolino had previous contact with them and had never been combative. Police requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard. “As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement. RELATED: Man dies following officer-involved shooting in El CerritoThree seconds passed from the time Carolino left the outbuilding to the time he was shot, according to SDPD. Police provided aid to Carolino until paramedics arrived. He did not survive. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. Body camera footage of the incident will be released within 45 days of the incident under Assembly Bill 748, said police. Officers noted that PERT clinicians ride with police officers to provide additional resources for people with mental issues, however they do not have contact with those involved until the situation has been stabilized. The investigation will be turned over to the San Diego County District Attorney’s office with monitoring by the San Diego Police Internal Affairs unit, FBI, and US Attorney’s office, police said. 2209

According to the owners, the 18-year-old parrot named Lily flew out of their home on Rhode Island Street on January 7. According to a Lily’s owners, the bird can fly but isn’t used to it. The parrot has a blue chest and head and the rest of her body is green. The search is becoming more and more dire, according to Lily’s owners. "It really feels very impossible,” said Mary Beth Cruden. On top of Lily not having food and water, nights have been cold across the county. "Really devastated about it. I loved the bird, the bird loved me,” William Smith told 10News. Lily’s empty cage now sits at the end of the driveway. Bird experts say if she smells something familiar she may come home. The family is hoping someone spots their beloved pet. "I would expect her to come walking up that street on her little two feet, she's practically a human being,” Smith said. Smith says if you spot Lily on the ground, hold your fingers close to her chest and she should hop on. Then hold on tight. The pair is offering a 0 reward to anyone who returns Lily. 1203

SAN DIEGO (KGTV) - Some residents picking up trash in a City Heights neighborhood were met by a disturbing sight and an ominous warning near a homeless encampment.Blocks from an elementary school on Fairmont Avenue, Matt Armstrong and a friend collected more than seven bags of trash in a culvert near the small encampment Wednesday. The next day, he and his friend were at it again, when they saw it. In front of a tent and hanging from a limb was a noose and a handmade sign inches away."It says, 'Trespassers will hang by the heads,'" said Armstrong.Armstrong, a black belt, wasn't intimidated, but the warning is one he takes seriously."Something like this sends a message that they will hurt you. There are no rules. It's disconcerting," said Armstrong.The safety issue becoming more prominent the last few years as more and more local residents have reported to 10News about encounters with aggressive transients. Unwilling to back down, Armstrong ventured back into the brush, where several homeless told him the transient who hung the noose wasn't there."They told me it was a joke, but it's not funny to me. People should not feel unsafe in their own neighborhood," said Armstrong.Armstrong also filed a complaint about the noose with the city. We reached out to city officials but have yet to hear back. 1346
