A bipartisan group of senators has failed to reach an agreement on stabilizing Obamacare in 2018.Tennessee Sen. Lamar Alexander, who chaired a set of health committee hearings with Democratic Sen. Patty Murray of Washington, said Tuesday that the effort to craft a "limited, bipartisan plan" to take to Senate leaders by the end of September had come to a standstill."During the last month, we have worked hard and in good faith, but have not found the necessary consensus among Republicans and Democrats to put a bill in the Senate leaders' hands that could be enacted," Alexander said in a statement.Murray said she regretted Alexander's decision, noting the group had identified "significant common ground" and that she had agreed to give states additional flexibility over how they implement Obamacare.The halt comes as Republicans have revived an effort to repeal Obamacare before the end of the month, when their authority to pass a bill with a simple majority ends. A 47-year-old former model involved in a custody dispute plunged to her death from a Manhattan hotel Friday, according to three law enforcement sources.New York police found the bodies of Stephanie Nicolai and her 7-year-old son, Vincent, on a second-floor balcony of the Gotham Hotel, where the two were guests, police said.The bodies were discovered about 8:15 a.m. Friday after a 911 call about an unconscious woman and child at the 25-story boutique hotel on East 46th Street, according to police.Police believe Nicolai's death was a suicide, the law enforcement sources said. Detectives are examining video from the area and speaking with people who knew her in their quest for a motive.The pair were staying in the hotel's penthouse, according to CNN affiliate WABC.The order in which they fell to their deaths is unclear, according to one source with knowledge of the ongoing investigation.A leading theory of investigators is the possibility of a murder-suicide but the medical examiner will make a final determination, the source said.Detectives are also looking into the custody dispute between Nicolai and her estranged husband, according to the source.New York divorce lawyer Raoul Felder said he represented Nicolai in the custody dispute until about four months ago and that he had grown concerned about her."I've known her 20 years," he told CNN. Congressman Duncan Hunter resigned after pleading guilty to a felony count of campaign fraud in December. "For two years now, we've had a member of Congress who didn't serve on any committees, and that's really where you help your district," said John Dadian, a political analyst who lives in Hunter's district. Newsom and the state’s Department of Public Health said guidelines for reopening theme parks, concerts, sporting events, and other mass gatherings could be issued this week.Some expect an announcement to be made as soon as Friday.Earlier this week, Disney announced 28,000 employees would be laid off at Disneyland and Disney World parks. Company officials placed part of the blame on Newsom for failing to issue reopening guidelines for theme parks sooner.When asked if he was giving in to pressure from Disney and other theme parks to reopen prematurely, Newsom said, “We are not putting the health and safety of people visiting the state or recreating the state at the parks at risk.”Michelle Steel, chairwoman of the Orange County Board of Supervisors, criticized the state for “dragging its feet” on issuing reopening guidelines for theme parks, specifically Disneyland in Anaheim and Knott's Berry Farm in Buena Park.“We need these parks to reopen not for our children and tourists but our businesses and communities that rely on them,” Steel said. “I am disappointed at the lack of progress California has made in this and every other area while other governments have made safe reopenings of their theme parks.
