SAN DIEGO (KGTV) - High school football is back but, officials say the sport’s popularity is on a relatively downward track.The National Federation of State High School Associations will release it’s sport participation figures in August and football’s figures are expected to be slightly less than they were the year before.“There’s no doubt numbers have declined in football in San Diego,” said California Interscholastic Federation San Diego Commissioner Jerry Schniepp. “last year when we looked at overall participation I think we were down about 2% and it may be a little more than that now.”Jerry Schniepp is San Diego’s prep sports chief and he says parents are concerned about their kids' safety."Parents have to make a tough call now whether or not to let their son or daughter play football,” said Schniepp, “you can’t take the risk out of a sport like football it’s always going to be there."The CIF says 5 schools in the last 3 years have had to fold their non-varsity teams due to dwindling participation.Schniepp says the concern over concussions and CTE are certainly founded, but the gear in the sport has never been safer.“It’s the sport that sets the tone for a school year for most schools it helps build a positive culture, it helps fund a lot of those programs so I don’t think football is going away” said Schniepp, “but I think it’s changed.” 1389

SAN DIEGO (KGTV) -- Details are beginning to emerge about the woman who was shot and killed inside a Church’s Chicken in the South Bay Wednesday night. Maribel Merino-Iba?ez, 28, was killed while working her shift at the Otay Mesa West restaurant. “I believe in God and I believe that one day justice will come his way and that won’t bring my daughter back, but I know that there will be justice for her,” said Emma Karla Merino, the victim’s mother. "I just want justice, because nobody can bring my sister back. Her body is gone, but she is here in my heart and she’s never going away,” said Gabriela Merino, the victim’s sister. Someone who knew Merino-Iba?ez told 10News she had worked at the Church’s Chicken for nine years and was a shift manager. A vigil is set to take place at the restaurant Friday at 6 p.m. Another victim was identified as Mario Rojas. He was taken to Scripps Mercy Hospital where he underwent surgery and is now in stable condition. According to police, the suspect is a man in his 30s who got into an argument with employees after trying to use counterfeit money. SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) - Flooding from a fire service line threatened Wednesday to buckle a portion of a North Park street, blocks from the sites of several significant pipe breaks.The rupture was reported about 4:30 a.m. at the intersection of Polk Avenue and Kansas Street. The road buckled about 12 inches and water spilled onto half the roadway.Within an hour, the water department reached the scene to evaluate the situation. A city spokesperson tells 10News the break was on a fire service line, the pipe connecting a fire hydrant to a water main. They also said no one is without water, and that the break would be repaired the same day. SAN DIEGO (KGTV) - Dramatic dash camera video shows the moment two cars sped along San Diego’s State Route 94, leading one of the drivers to lose control and crash. The race happened Thursday just after 8 a.m. near the College Grove avenue exit of westbound SR-94. Video shows two sedans, an Audi and a BMW, drive up fast behind the witness' vehicle and pass him, before the BMW crashes into an unsuspecting driver.“Just a complete surprise,” said a witness who shared his video with 10News and requested to remain anonymous. The witness was taking his mother to the doctor when the sedans approached him from behind. “I just see them come out of nowhere and spin out, and runs into the back of the car,” said the witness. “In real time, I didn’t even see the other car.” “My first thought was, he was running from the cops,” the witness told 10News. The witness said the BMW driver involved in the crash stopped to check on the innocent victim, then went back across the road. No one was injured in the crash, according to the California Highway Patrol. The CHP is investigating what officers say is possibly a racing crash. No arrests have been made. “Ain’t no real reason to go that fast with that many people on the road,” the witness said. “He completely totaled the back of that guy’s car and there could have been a kid back there.” 1348
