If you thought the presidential candidates had plenty of time to convince voters, think again. The swing state of North Carolina is set to start mailing out absentee ballots on Friday, September 4. That means voters will be able to return their ballots as early as next week. RECORD NUMBERS VOTING EARLYNorth Carolina is seeing a record number of absentee ballots because of the pandemic. In 2016. around 200,000 absentee ballots were counted. Already in 2020, the state has received around 600,000 requests. "It’s been kinda tough but we are trying to get through it," Kristen Scott, the elections director in Halifax, North Carolina, said. Scott only has a staff of three. In 2016, her staff received 200 absentee ballot requests. This year they have already received 2,000 and it's only early September. "I do go ahead and tell voters once you get your ballot, it's best to complete it and send it back in," Scott said. NORTH CAROLINA TEST CASEWhat happens next in North Carolina will be an example for other states around the country. Will voters return their ballot right away? Will they wait until the first debate? Additionally, will voters be able to follow all of the directions?For instance, in North Carolina, all absentee ballots must have a valid witness signature. During a pandemic will voters be able to find a witness? If it's not there, the ballot will be rejected. "In the primary, we saw about 15 percent of absentee ballots rejected," Allison Griggs with the Southern Coalition for Social Justice, said. Griggs fears the election could depend on whether voters follow directions or not. In North Carolina, election officials are allowed to contact voters if they find an error with their ballot prior to the polls closing. Griggs advises all Americans to be on the lookout for phone calls from election officials just in case. IMPERIAL BEACH, Calif. (KGTV) — Two men were charged with assaulting two border patrol agents in separate incidents in the Imperial Beach area this week.Both incidents occurred Thursday night, according to the U.S. Attorney of Southern District of California.In the first incident, Imperial Beach Border Patrol says an agent encountered a five individuals at about 9:30 p.m., one of them identified as Frazy Jiron, a Honduran national. The agent ordered the group not to move, but Jiron stood up, according to officials.RELATED: Convicted murderer caught crossing border with migrants near San Ysidro Port of EntryWhen the agent tried to handcuff Jiron, the Honduran national appeared to say something to the others, causing them to also stand and begin to flee, according to border officials. Jiron elbowed the agent in the chest, the agent said, and a struggle ensued, causing both men to fall down a hill.Jiron was later arrested and admitted to being in the U.S. illegally.In the second incident, another border agent in Imperial Beach encountered a man at about 10:45 p.m., identified as Franklin Ariel Rochac-Garcia, border officials said. Rochac-Garcia was reportedly running toward the agent and refused the agent's requests to stop. Rochac-Garcia reportedly tried to punch the agent as he approached, but missed and the agent brought Rochac-Garcia to the ground.RELATED: Mexico's new president could change border policyRochac-Garcia got back up and began running south toward the border, officials say. He attempted to jump over the border fence but the border agent was able to detain him before he made it over.Rochac-Garcia, an El Salvadoran national, was arrested and admitted to being in the U.S. illegally, according to border officials.Both men are being charged with assault on a federal officer and illegal entry. 1840

(KGTV)— South Bay beaches are closed again, after millions of gallons of contaminated sewage water spilled from Tijuana, BC into Imperial Beach communities.It may look beautiful from afar, but up close, Giovanny Ceja says the waves were a little off Thursday afternoon. “We usually go to other beaches, and they look really clear, but that one was dirty and brown,” Ceja said.  Ceja and his little sister spent the day at Imperial Beach, near the south end of Seacoast Drive, boogie boarding and building sand castles. To get there, he walked right past many warning signs. Large yellow signs read: “KEEP OUT. SEWAGE CONTAMINATED WATER.”“It’s a completely unacceptable,” Imperial Beach City Councilwoman Paloma Aguirre says.According to the International Boundary Water Commission, a Tijuana water collector ruptured Wednesday night. That spilled 3.5 million gallons of sewage water into the Tijuana River, which gushed into South Imperial Beach. “It’s incredibly frustrating because this is the summer. This is our time to have open beaches in Imperial Beach,” Aguirre said. “It’s because of the incredible negligence that the state of Baja California authorities have shown and the lack of accountability and leadership from our federal agencies.”So far this year, there have been 50 beach closure days in Imperial Beach. Aguirre says as polluted water gushes into IB, quality of life gushes out. “At the end of the day Imperial Beach is at the end of the pipe,” Aguirre said. “We are the ones that are paying with economic losses, with illnesses to our kids, to our families, and to our environment.”As for little Giovanny, who did not notice the warning signs, now he is getting worried. “When I was boogie boarding the water wet in my mouth,” Ceja said. “I’ll shower. But if you look hard enough - something else is trying to take over.Limebike is a tech company that deals in two wheels.It's been a busy week for Colin McMahon, a manager at Limebike."On Friday we started rolling them out through all the weekend and now we are up to 200 bikes through operations," McMahon said.Limebike's mobile app is launching in Imperial Beach, its eighth city."A lot of curiosity so almost every time we brought a bike out of the truck people were asking what is this bike how does it work," McMahon said.Riders download the app, enter their credit card number and scan the back of the bike they want to ride.Even 4th grader, Jacquin Hallaway, can figure it out."I think it's fun that you can like rent a bike," Hallaway said.Unfortunately, not everyone has been behaving with the bikes.Someone in Seattle stuck one on a power pole but don't count out San Diego's shenanigans."There was one that was thrown off the pier. Fortunately, it was in shallow water so we were able to retrieve it," McMahon said.Limebike says roughly 10 bikes are out of commission and each one costs several hundred dollars.If the bike weighing 50 pounds doesn't stop you from walking off with it, the alarm that triggers after 20-30 feet will.Joseph Patterson, a Limebike retriever, said the app has become the talk of the town."I come out and I make sure all the Limebikes get back we don't have them blocking the sidewalk," Patterson said. "It's caught a lot of traction lately, everyone is starting to like them it's the talk of the town here."Limebike says they're doing their best to make sure they're not in the way but it's also how they build the brand."It's part of the allure, you see the bikes on the street," McMahon said. 1840
