California ranked in the middle of the list overall, taking the 21st spot. According to the report, California ranks 16th in the nation for infant healthcare, 9th for baby-friendliness and 19th for family-friendliness. California also has the third lowest infant-mortality rate in the country. However, when it comes to the cost of having a baby, California places last in the nation. SAN DIEGO (KGTV) — As the U.S. prepares for the possibility of a coronavirus vaccine, San Diego County public health officials detailed what groups will see the vaccine first.San Diego County Public Health Officer Dr. Wilma Wooten said the state anticipates receiving 327,000 doses in mid-December, with about 28,000 doses heading to San Diego County.According to the CDC's Advisory Committee on Immunization Practices, the phases for vaccine distribution will follow:Phase 1A: Healthcare personnel, nursing home residents, nursing home employeesPhase 1B: People with underlying medical conditionsPhase 2: Teachers, school staff, child care workers, food supply chain workers; Critical workers in industries essential to the function of society; People in and staff working at correctional facilities; All older adults not in Phase 1Phase 3: Children and young adults 30 and younger, critical workers not in Phase 1 or 2Phase 4: Everyone else living in the U.S.Wooten added that the county's first round of vaccines will have to go toward Phase 1A, and that there are well over 28,000 people in the first phase alone."It's not just doctors and nurses, it's other healthcare personnel that might take food to individuals in their room that would have COVID-19 or maintenance or janitors," Wooten said of the Phase 1A group on Wednesday. "So those are at the top of the list, acute healthcare facilities. Again, it is going to be very challenging. We are working out the numbers and working out the process now. But the good news is that the first shipment isn't going to be our last shipment."Wooten said that the second round of vaccine distribution will likely be within three weeks after the first round. SAN DIEGO (KGTV) — Coaster service through San Diego County will be unavailable for two weekends this month.To give crews time to complete infrastructure improvements along the rail corridor, North County Transit District announced Coaster service from Oct. 19-20 and 26-27 would be shut down.On Fridays before the closures, southbound Amtrak R2R trains A792 and A796 will make their trips to Santa Fe Depot, but Amtrak train A590 will stop at Oceanside Transit Center.During the service shut down, Amtrak Pacific Surfliner and Metrolink will not provide service to Oceanside Transit Center. Trips on connecting buses will need an Amtrak reservation. Amtrak bus services will also need an Amtrak reservation. Rail 2 Rail passes are not eligible.Bus service connecting Coaster stations will not be available, but some passengers may have BREEZE Route 101 or MTS connections available.While no passenger rail service will operate on the corridor during these times, other vehicles and equipment will be in use. Pedestrians and drivers should still look out for equipment in the area.Service will resume on the Mondays after the closures but may experience delays up to 15 minutes. 1186

SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183
