SAN FRANCISCO (AP) — California voters approved a measure Tuesday requiring all eggs sold in the state come from cage-free hens by 2022.Proposition 12 led with 59 percent of the vote with nearly 4 million ballots counted.Supporters say the measure is a step toward more humane farming practices, while opponents say it doesn't go far enough.The measure sets new minimum requirements on the sizes of pens that farmers use to house breeding pigs and calves raised for veal, and it bans sales in California of products from hens, calves and pigs raised in other states that do not meet California's standards.Dubbed the Prevention of Cruelty to Farm Animals Act, Proposition 12 builds on an earlier ballot measure, Proposition 2, that passed in 2008 and banned keeping hens, calves and pigs in tiny cages so cramped they couldn't stand up, lie down or turn around.That measure took effect in 2015 but lacked specific size requirements and did not apply to out-of-state farmers whose products were sold in California.Proposition 12 specifies how much floor space farmers need to give each animal.The measure was sponsored and financed by the Humane Society of the United States, which also backed Proposition 2 and says the upgrade will strengthen the earlier measure and restore California as a leader in the ethical treatment of farm animals.A decade ago, Proposition 2 was the furthest-reaching law for farm animals in the country. Since then a dozen states have banned or restricted confinement for at least one farm animal. Massachusetts passed a comprehensive measure in 2016 that is similar to Proposition 12.The measure had the support of several animal welfare groups, including the American Society for the Prevention of Cruelty to Animals, Sierra Club and Center for Food Safety, and a variety of veterinarians and religious organizations.It requires that, starting in 2020, calves confined for production have at least 43 square feet (4 square meters) of usable floor space, while breeding pigs be given at least 24 square feet (2.2 square meters) of floor space in their pens starting in 2022.RELATED CONTENT 2125

Local physicians are stressing the importance of getting screened.For four years, the actor fought a silent battle with this cancer. He was diagnosed in his late 30's, much younger than the age many get tested."What we have seen is in younger people, the rates of colon cancer are going up and have actually gone up every decade, and the reasons for that are not known," says Dr. Abi Olulade with Sharp Rees-Stealy Medical Group.Olulade says the rates of colon cancer are higher in the African American community."Not only is there an increased rate in colon cancer, but there's an increased chance of dying from this if you are African American," says Olulade.The American Cancer Society estimates 12-percent of colorectal cancer diagnosis this year will be in people under the age of 50."People have put off their screening, which is dangerous," says Dr. Walter Coyle with the Scripps MD Anderson Cancer Center.Coyle says due to the pandemic, fewer patients are coming in for screenings."The American Cancer Society says we should start screening people at age 45 and up now. All the other societies say 50 unless you're African American."Coyle says a healthy diet can help lower the risks of this cancer. He hopes the news of famous actor Chadwick Boseman will encourage people to get their screenings."I couldn't imagine someone that young and vigorous dying. This goes to show cancer doesn't pick favorites or the weak. 1608

San Diego (KGTV)- While millions are bracing for Hurricane Dorian, San Diegans are preparing to take part in relief efforts. Volunteers and first responders are making their way to the impacted areas. A handful of American Red Cross volunteers left Monday. Twelve others are already getting their assignments in Florida, Georgia and the Carolinas. “This is a major response for us,” says Sean Mahoney, Regional CEO for the American Red Cross. “We sent 99 semi-trucks full of sheltering equipment, cots, blankets, and everything needed for folks when they’re put out of their homes.”Mahoney also left Monday heading to the Carolinas. In total, 16 volunteers from the San Diego area are assigned to help with relief efforts, but more are ready to go if needed. “We have 22-hundred volunteers in the San Diego and Imperial counties region. They’re all checking their status, just making sure that they have the qualifications needed.”Volunteers would assist with mass care, feeding, and shelter. The San Diego Urban Search and Rescue team spent the morning loading up supplies. After a morning conference call with FEMA, David Gerboth says the team could be called to the east coast. “They are looking at mobilizing additional search and rescue teams now from the west coast,” says Gerboth. “So we’re configuring our cache to be able to mobilize at a moments notice.”The team is prepared to spend at least a week on the east coast, assisting victims with search and rescue, collapsed structures, and more. The San Diego Urban Search and Rescue team has already sent five members to assist with logistics. Those helping with storm relief would typically drive to the impacted areas. But this time around, if they are called out, first responders will fly to get there by the time the storm makes landfall. “We know when we go and help our friends on the east coast, they’re also ready to come in case we need it on the west coast.” 1936

  

SAN DIEGO -- The San Diego County Board of Supervisors has voted to support the Trump administration’s lawsuit against California’s sanctuary laws.The board voted 3-1 Tuesday afternoon to support the lawsuit. The board directed that the County’s attorney to file an amicus brief supporting the federal lawsuit.The deadline to file a brief passed, so Chairwoman Kristin Gaspar said the earliest the county can file a brief is if the ruling is appealed to a higher court.RELATED: Escondido City Council votes to support sanctuary policy lawsuitSupervisor Greg Cox was the only one opposed to supporting the lawsuit. SAN DIEGO (KGTV) --The FDA has placed new restrictions on a controversial birth control device called Essure.The maker of the implant, Bayer, will only be allowed to sell to providers who agree to fully inform women about the risks and side effects.A San Diego woman who had the Essure implant is now suing the physician who performed the procedure.She says she wasn't given enough information and wants to warn others about her experience.Three months after Essure was implanted she began experiencing severe pain. She eventually had a full hysterectomy. 568
