The Chinese have a different culture. We would appreciate the situation where human rights are dealt with within their own cultural contexts," Elisabeth Perioli Bjornstol, a Norwegian participant on a panel discussion at the forum, said Wednesday.The panel discussion was a part of the two-day Beijing Forum on Human Rights that started Tuesday. The forum attracted about 80 officials, scholars and experts from more than 25 countries, regions and international organizations.China's human rights situation was one of the focal points at the forum."It is highly important to reflect and discuss the key issues of human rights worldwide. People now can come and see how China develops. Ignorance and lack of information were the root causes for many conflicts," Elisabeth Perioli Bjornstol added.Jiang Guoqing, a professor from China Foreign Affairs University, said on the same panel discussion that since reform and opening up was initiated in 1978, China has made great progress in both human rights and modernization.He Ying, vice president of Heilongjiang University, said, "The West often criticizes China for not progressing fast. It also criticizes China for its recognition of individuals' rights. But I think the West needs to recognize China as a developing country that is moving in the right direction in many fields."

BEIJING, Nov. 1 (Xinhua) -- China has enacted 10 measures to prohibit better than average primary schools and junior high schools from charging "enrollment fees," or selling enrollment quotas, according to a statement posted on the website of the Ministry of Education on Monday.The statement reads, due to the difference in quality among schools, and a shortfall of excellent schools as compared to actual demand, the problem of "enrollment fees" has been reported, particularly in big cities.This is a particular problem in China, where parents pay to secure seats for their children in key schools if their children do not score high enough on entrance exams.The measures include forbidding schools from selling extra enrollment quotas in whatever names or methods, obliging schools to publicly disclose enrollment information, improving sub-quality schools, supporting private schools to enrich superior education resources, carrying out supervision and others regulations.

VIENNA, Sept. 14 (Xinhua) -- The six-party talks is the fundamental way of solving the Korean Peninsula nuclear issue, a senior Chinese diplomat told the International Atomic Energy Agency (IAEA) directors meeting here Tuesday.From the long term perspective, the fundamental way of settling regional contradictions and disputes is through continuing to advance the six-party talks, achieving the conversion of the mechanism of armistice to peace, and finally establishing a security system of peace in Northeast Asia, said Hu Xiaodi, China' s permanent representative and ambassador to the United Nations and other international organizations in Vienna.To this end, China hopes that no matter how situation changes, parties concerned should fix their attention on the overall situation, exercise restraint, resume direct dialogues and talks at an early date, Hu said, adding all sides should make joint efforts to achieve an early resumption of the six-party talks, and continue to advance the process of denuclearization of the Korean Peninsula.Hu noted that the situation on the Korean Peninsula and in Northeast Asia is still sensitive and complex, with the six-party talks stalled.The current situation once again shows that severe lack of mutual trust among parties concerned is the root cause of both frequent tensions in northeast Asia and difficulties for the six- party talks. BEIJING, Sept. 28 (Xinhua) -- Chinese Vice Foreign Minister Fu Ying said Tuesday Premier Wen Jiabao's Europe trip aims to promote the two sides' comprehensive strategic relationship.Fu made the remarks at a press briefing at which she and Vice Foreign Minister Zhai Jun briefed the press about Wen's upcoming visit to Europe.Wen will pay an official visit to Greece, Belgium, Italy and Turkey from Oct. 2 to 9 at the invitations of Greek Prime Minister George Papandreou, Belgian Prime Minister Yves Leterme, Italian Prime Minister Silvio Berlusconi and Turkish Prime Minister Recep Tayyip Erdogan.Wen will attend the eighth Asia-Europe Meeting (ASEM) and the 13th China-European Union (EU) summit from Oct. 4 to 6 as guest of European Council President Herman Van Rompuy, Belgian Prime Minister Yves Leterme and European Commission President Jose Manuel Barroso.The Greece visit is the first by a Chinese premier in 24 years. During his stay, Wen will meet George Papandreou and discuss China-Greece relations. The two leaders will also witness the signing of several cooperation agreements. Wen will also deliver a speech in the Greek parliament on China-Greece relations and China-EU relations."Coping with the financial crisis will be an important topic for talks between Wen and Greek leaders. BEIJING, Sept. 26 (Xinhua) -- Russian President Dmitry Medvedev on Sunday arrived in northeast China's port city of Dalian, the first stop of his three-day China visit.This is Medvedev's second state visit to the country since he assumed presidency in May 2008.On Sunday, Medvedev will visit a memorial to the Soviet Union war dead and meet with veteran Chinese and Russian soldiers who participated in China's War of Resistance against Japanese Aggression (1937-1945).During his stay in the city, the Russian president will stop by the Dalian Institute of Foreign Languages, where he will have brief discussions with Russian language professors and students. He is also slated for a meeting with leaders of northeast China's Liaoning Province.More important meetings are scheduled for Monday when the Russian leader visits Beijing.
