DENVER (AP) — A black bear broke into a Colorado house over the weekend and left by breaking through a wall "like the Kool-Aid Man."Estes Park police say the break-in occurred Friday night and that the animal was likely attracted to trash.A Facebook post by the police department said: "Upon officer's arrival, said bear forcibly breached a hole in the wall like the 'Kool-Aid Man' and made its escape."The Denver Post reports no one was injured.Colorado Parks and Wildlife said bears entered over 35 vehicles and nine residences in the Estes Park area in the 10 days before Aug. 3. Del Mar, California is where the turf meets the surf. It’s also where people can now meet big fines and possible jail time for not covering their faces.“I feel like my freedoms have been taken away and that I should have a choice,” said Kindra, a woman visiting this San Diego County beach town from Gilbert, Arizona.Others seem split on the city’s recent decision to spend ,000 from its COVID-19 relief fund to have sheriff’s deputies enforce mask wearing rules.“Spending money that we don’t have to create another enforcement just feels like a blatant misuse of government funds,” said commercial real estate investor David Thomas.“You have to adopt a cooperative attitude; we’re all in it together,” said Del Mar local Andrea Walters. “Would it kill you not to wear a mask? No!”The city also spent ,000 adding signs reminding people to wear masks.“To people who feel like their rights are being tread upon, I wish they would look at this in a different frame,” said Del Mar mayor Ellie Haviland.Haviland says this extra enforcement is not a scare tactic but rather a way to be as proactive as possible to help get this pandemic under control.“It has been shown in other communities around the world that enforcement is one of the key elements of getting the compliance needed in order to get people wearing masks and social distancing,” she said.Haviland added that anyone not wearing a mask and is less than 6 feet away from someone that’s not considered a household member is violating local health codes which could result in a ,000 fine and up to 90 days in jail.“I don’t think you can ever look for that to happen unless there’s something egregious,” said Del Mar-based lawyer Bing Bush, Jr. “It’s just a matter of public safety.”While Bush Jr. believes most people don’t have to worry about getting fined or going to jail for not wearing a mask, he says there is a lawful hierarchy across the county where cities are required to do at least the bare minimum when it comes to enforcing state and county health requirements.“I think where it gets kind of tough is where again you butt up against individual rights,” he said. “Folks aren’t quite used to having their so-called freedoms taken away for the public good and it’s a challenge.”It's a challenge city leaders say is based on facts and science not politics or individual beliefs.“This is strictly about what are we seeing working in other places and what are the health experts recommending that we do,” Haviland said.This added enforcement is a four-month program that runs through November. DEL MAR (CNS) - Two horses that died when they collided while training at the Del Mar Racetrack last summer were processed into animal by-products instead of being taken to a UC Davis Animal Health and Safety Laboratory per protocol, it was reported Friday.The two horses killed in the July 18 head-on collision -- Charge A Bunch and Carson Valley -- were taken to a rendering plant near the El Sobrante Landfill in Corona, where they were processed into products such as fertilizer and bone meal before their remains were sent to the landfill, the Los Angeles Times reported."I got a call first thing in the morning after the accident saying the horses never arrived," Dr. Rick Arthur, equine medical director for the California Horse Racing Board, told the newspaper.Del Mar track officials got a call from the California Horse Racing Board because, by statute, it is the track's responsibility to get the bodies to the testing laboratory, according to The Times, which reported that an investigation found that Stiles Animal Removal was at fault for the mistake."The owner of Stiles admitted that he forgot to inform the new driver of this requirement (to take the remains to the state lab)," according to a CHRB investigators report.Mike Martin, spokesman for the CHRB, told the newspaper he contacted Mac McBride, Del Mar's media director, one day after the mistake was discovered and they spoke the day after that."Mac said that Del Mar would make an announcement as soon as a CHRB investigation was complete," Marten told the newspaper.Del Mar has made no public statement since the investigation concluded, but a statement by Chief Operating Officer Josh Rubinstein was given to The Times last week."As soon as the CHRB made us aware of the error by the contractor responsible for transport to the necropsy facility, Del Mar responded immediately and appropriately, including terminating that vendor," Rubinstein said. "Although the error was made by a vendor and not Del Mar personnel, it is our responsibility to see that the proper protocols are followed. We regret the error and have made changes to ensure that it doesn't happen again." 2157
