The U.S. Census Bureau says only a tiny percentage of records are affected by data irregularities that are putting in jeopardy a year-end deadline for turning in numbers used for divvying up congressional seats. However, released internal documents show the "high complexity" problems could push the release to February 2021. The Census Bureau told a congressional committee Thursday that the anomalies are being resolved as quickly as possible. House Democrats however say documents they obtained from Census sources, despite Trump administration stonewalling, show hundreds of thousands of records are affected.Fixing the irregularities could mean missing a Dec. 31 deadline for the Census Bureau to turn reapportionment numbers in to Congress. The internal Census documents shared by House Democrats show the data issues, which include several "high complexity" problems, could delay the once-a-decade report until February. Although the documents do not specify the extent of the larger issues, they do say incorrect handling of the issues could skew the count smaller or larger in some areas. They also say the Census Bureau estimates they need an additional 20 days for data processing. The bureau says the timeline remains in flux.The Census Bureau issued a statement asserting that "these kinds of anomalies and issues are expected and are similar to the Census Bureau's experience in prior decennial censuses." The Census Bureau Director acknowledged the issues in mid-November, more details and the delayed timeline are coming out now. The timeline is getting attention because it may or may not be after President Donald Trump leaves office on January 20. Trump has expressed interest in excluding unauthorized immigrants from the Census count. There have been challenges in court and questions about whether this could legally be done, and also whether it physically can be done by coming up with a reliable number to exclude. Three lower courts have blocked the directive from Trump saying it violates federal law that says the census should could the "whole number of persons" in each state. The Supreme Court will allow absentee ballots in North Carolina to be received and counted up to nine days after Election Day, in a win for Democrats. The justices on Wednesday refused to disturb a decision by the State Board of Elections to lengthen the period from three to nine days, pushing back the deadline to Nov. 12. The board’s decision was part of a legal settlement with a union-affiliated group. Under the Supreme Court’s order, mailed ballots postmarked on or before Election Day must be received by 5 p.m. on Nov. 12 in order to be counted.The decision stands in contrast with a decision made by the Supreme Court earlier in the week not to extend the deadline in Pennsylvania for the state to count mail-in ballots received after Election Day. 766

The U.S. Centers for Disease Control and Prevention said on Thursday that the 2018 Ebola outbreak in the eastern part of the Democratic Republic of the Congo is over.Thursday marked the 42nd day the last survivor of the virus tested negative, the CDC said in a news release. “The international effort to bring an end to Ebola in the Democratic Republic of Congo has been a true partnership between CDC, the Ministry of Health, WHO and U.S. government partners,” said CDC Director Robert Redfield, MD in the statement. “CDC will continue the important work of confronting Ebola and other global disease threats with the mission to improve the human condition."The outbreak was first declared back on August 1, 2018, in North Kivu, the World Health Organization said.Surveillance will continue for at least six months after the outbreak ends, the CDC said.The CDC said that the DRC is dealing with a fresh Ebola outbreak in the Equateur Province, which occurred back on June 1.According to the WHO, over 11,000 people died from the virus between 2014-2016 in West Africa. 1077

The U.S. Postal Service agreed Wednesday to reverse changes that slowed mail service nationwide, settling a lawsuit filed by Montana Gov. Steve Bullock during a pandemic that is expected to force many more people to vote by mail.The lawsuit filed against Postmaster General Louis DeJoy and the U.S. Postal Service on Sept. 9 argued changes implemented in June harmed access to mail services in Montana, resulting in delayed delivery of medical prescriptions, payments, and job applications, and impeding the ability of Montana residents to vote by mail.The postal service agreed to reverse all changes, which included reduced retail hours, removal of collection boxes and mail sorting machines, closure or consolidation of mail processing facilities, restriction of late or extra trips for timely mail delivery, and banning or restricting overtime.The agreement also requires the Postal Service to prioritize election mail.The settlement agreement was reached a day ahead of a hearing in the U.S. District Court in Great Falls. It applies to all states.“Montanans never gave up this fight and as a result, we are ensuring stability through and beyond the election by immediately restoring the mail services folks rely on, whether it’s receiving vital medication or ensuring they can pay their bills on time,” Bullock said in a statement.A spokesperson for the U.S. Postal Service did not immediately respond to an email seeking comment.Many more voters are expected to vote by mail this November to limit the spread of the COVID-19 pandemic. The majority of Montana counties are holding elections by mail, after a directive by Bullock permitted them to do so to limit the spread of the coronavirus.
