TOKYO, May 1 (Xinhua) -- Japanese Prime Minister Yasuo Fukuda met on Thursday with 10 representatives of Chinese students studying in Japan, delivering friendly messages before the upcoming visit of Chinese President Hu Jintao to Japan.     "We warmly welcome President Hu to Japan," said Fukuda in the talks with the Chinese students at his residence.     He said that despite some problems in bilateral ties, he hoped that the Chinese students will, under whatever circumstances, recognize the importance of Japan-China relations and strive for their development.     China is a major power in the world, and the performance of a major power has direct bearing on world stability, said the Japanese prime minister, adding that Japan hopes to foster a relationship with China that helps make joint efforts for world stability. BEIJING, April 22 (Xinhua) -- The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.     The numbers were disclosed in a work agenda approved after a recent meeting of the chairman and vice chairpersons of the NPC Standing Committee, presided over by top legislator Wu Bangguo.     The NPC Standing Committee will review draft amendments to 11 laws this year, including the Law on Protection of the Disabled, the Law on Insurance, the Patent Law, the Law on State Compensation, and the Electoral Law.     The draft amendment to the Law on Protection of the Disabled, which includes added details about stable financial support, better medical care and rehabilitation for the disabled, and favorable jobs and tax policies, is likely to be passed within this year, according to the work agenda. However, a date is not yet available. The Standing Committee of the 11th National People's Congress (NPC) will discuss the amendment or adoption of 18 laws, hear seven work reports and conduct reviews on the implementation of five laws in 2008.    In 2008, the NPC Standing Committee will also review seven draft laws regulating management of an environment-friendly economy, administrative enforcement, management of state-owned property, food safety, social insurance, protection of intangible cultural heritage, and arbitration of land dispute in rural areas of the country.     The first five draft laws, which had already been heard last year by the 10th NPC Standing Committee, are also likely to be passed in 2008.     Moreover, the 11th NPC Standing Committee will hear another seven reports submitted by the State Council, the Supreme People's Court and the Supreme People's Procuratorate.     The work reports will cover areas ranging from disaster relief and post-disaster reconstruction work, market prices, water pollution, to judicial justice.     In addition, the 11th NPC Standing Committee will also conduct respective inspections of the implementation of the Law on the Protection of Minors, the Law on Employment Contracts, the Law of Farmers' Specialized Cooperatives, the Law on Environmental Impact Assessment, and the Compulsory Education Law.     The focus of this year's NPC Standing Committee's work is to "improve the socialistic legal system with Chinese characteristics", the work agenda said.

The CPPCC was responsible and duty-bound to contribute to the relief and reconstruction work. WASHINGTON, Oct. 13 (Xinhua) -- A senior Chinese official said on Monday that China will continue to cooperate with other countries to cope with the current financial crisis.     "For the international community, the most urgent task is to join efforts to stem further deterioration and spread of the crisis -- the major threat to global growth -- and restore global economic and financial stability," said Yi Gang, vice governor of the People's Bank of China     "China will continue to strengthen its cooperation with concerned countries and hopes that all governments will work together to overcome the current difficulties and restore international financial stability," he said in a statement at the annual meeting of the International Monetary Fund and World Bank.     He urged the two Bretton Woods Institutions to "fulfill their mandates to maintain global monetary and financial stability and facilitate sustainable, balanced growth."     The fund should give the surveillance priority to the ongoing financial turmoil, deepen its analysis, learn lessons, and listen to the opinions of member countries, said the senior official of China's central bank.     "From the medium- and long-term perspective, the fund must address the inherent deficiencies of the current international monetary system and foster an international financial architecture adaptive to the evolving global economy and financial markets," he noted.     As the largest multilateral development institution, the World Bank should re-assess the challenges confronting the developing countries -- soaring food and fuel prices, higher financing costs, deteriorating balance of payments positions, and mounting inflationary pressures, said Yi Gang.     "With the advantages of its financing capacity and expertise, the World Bank should urge the developed countries to shoulder their due responsibilities in stabilizing the global economy through targeted measures, carried out in an even-handed and professional fashion," he said.     Yi Gang also stressed the fundamentals of the Chinese economy are "solid and resilient."     "We are confident we can weather the financial turmoil," he said. "With the global economic slowdown, it is important that China maintains its stable and relatively rapid growth." 

BEIJING, May 25 (Xinhua) -- All the barrier lakes (or quake lakes) formed after the massive May 12 earthquake in southwest China's Sichuan Province are "under control" but the situation is still grim, said Vice Minister of Water Resources E Jingping on Sunday.    Heavy rains forecast for the area over the next three days are a major threat, as the additional water build-up in the lakes could cause the landslide barriers that formed them to burst, flooding nearby areas, E told a news conference. Liu Ning, chief engineer of China's Water Resources Ministry, briefs the media on the emergency control of the Tangjiashan imprisoned lake in Beichuan County, southwest China's Sichuan Province, after a news conference in Beijing, capital of China, May 25, 2008.The 8.0-magnitude earthquake, aftershocks and landslides created 35 such lakes, with 34 in Sichuan, posing a new danger to more than 700,000 of the people who survived the deadly quake, thevice minister said.     E admitted that these lakes posed a challenge for the government's efforts to prevent secondary disasters in the quake regions.     The biggest concern is the Tangjiashan lake, the largest of the34 quake lakes in Sichuan, whose water level rose by nearly 2 meters Saturday to 723 meters, only 29 meters below the lowest part of the barrier.     About 1,600 armed police officers and People's Liberation Army soldiers were hiking on Sunday toward the Tangjiashan lake, hoping to blast away its landslide barrier before it bursts and causes a flood.     Earlier attempts to send military helicopters on the same mission were hampered by adverse weather and low visibility at the lake.     The ministry has drawn up evacuation plans for communities downstream of the 19 quake lakes at high risk of bursting, E said. He did not provide an estimate of the people who might have to move.     The massive earthquake also left 69 reservoirs in danger of collapse in Sichuan. Another 310 reservoirs were in "highly dangerous" situations and more than 1,400 posed a moderate risk, according to E.     Steps have been taken to tackle the problem, E said, such as completely draining the 69 collapse-prone reservoirs, lowering water levels at 826 others and putting all the damaged reservoirs under 24-hour observation.     The ministry wants to fix the reservoirs in the "highly dangerous" and more risky categories before July, when the rainy season is expected to start in the quake regions, he said.     Priority has been given to the Zipingpu dam, which is only 17 kilometers from the quake epicenter of Wenchuan County and would threaten 11 million lives on the downstream Chengdu Plain if it collapsed, E said. However, he said, the dam was structurally stable and safe despite some minor damage.     Meanwhile, 803 hydropower stations were damaged in the quake nationwide, including 481 in Sichuan.
