BEIJING, Dec. 7 (Xinhua) -- The closing of China's Central Economic Work Conference on Monday, which coincided with the opening of the 15th United Nations Climate Change Conference in Copenhagen, left a message that China was determined to pursue a path of low-carbon development.     The three-day conference, responsible for setting the tone for economic development in 2010, agreed that China would step up efforts to boost low-carbon sectors, as part of the strategy of promoting the transformation of economic development pattern.     "This demonstrates a remarkable change in China's concept of development, and would greatly help upgrade economic growth pattern and adjust economic structure," said Jiang Xinmin, a researcher with the National Development and Reform Commission (NDRC).     The conference agreed to strictly control the issuing of loans to sectors featuring high energy consumption and high carbon emissions, increase credit support to low-carbon industries, strictly reduce exports of high energy-consuming products and rollout low-carbon economic development pilot plans.     Jiang said the government's policies would surely produce more breakthroughs in low-carbon technologies, thus providing new vigor for growth. "We can simply say that China has set foot on a low-carbon development road."     The Chinese government's major task this year had been to maintain growth through its stimulus programs amid the global economic downturn, said Wang Xiaoguang, a researcher with the China National School of Administration.     "As the economic recovery is gaining momentum, the country should shift its focus to the long-term development plan," Wang said.     The conference has put much emphasis on "green" development as 2010 will be the last year of the country's 11th five year plan (2006-2010), a guideline for economic and social development, which set hard targets for reducing energy intensity and emissions.     Under the plan, China would reduce energy consumption per unit of GDP by 20 percent and major pollutant emissions by 10 percent from the 2005 levels by 2010, and the country is still working for that goal.     China announced ambitious plans in late November to cut its energy intensity per unit of GDP by as much as 45 percent by 2020 compared to the levels in 2005.     "The country would be pressured to make more efforts to achieve these targets. It is a tough task we must fulfill. We need to change our growth pattern and find a way to sustainable development," Wang said.     The great importance the government attached to emissions cutting suggested the low-carbon concept has gradually merged into the country's development plans, said Wang.     However, it took more than government policies and enforcement to reach the goal, said Zhou Dadi, a researcher with the NDRC     "A low-carbon development pattern also needs concerted efforts by the public to change their life styles," Zhou said.

Bush and his wife Laura toured the same section as Obama did.     "I'm inspired by the majesty of the Great Wall and am grateful for the warmth of the Chinese people," Obama wrote on the visitor's book after his half-hour tour.     The Great Wall was the second sightseeing program for Obama during his visit to China. He toured the Imperial Palace Tuesday after nearly two hours of talks with President Hu Jintao.     Built originally as the biggest defense work in ancient China, the Great Wall today has become one of the must-see places for visiting foreign leaders to the country in the past six decades.     The Badaling section, which is in the northwestern suburb of Beijing, runs about 3,741 meters on a mountain of about 700 to 800 meters above sea level, dotted with 19 beacon towers.     The wall at the Badaling section averages seven to eight meters in height, six to seven meters in thickness, with a width of four to five meters on top.     Over the past six decades, more than 450 heads of state and government have visited the Badaling section.     The Great Wall is listed among the UNESCO's World Cultural Heritage sites given its historic status.     Separated sections of the Great Wall were built as early as 2,000 years ago by small kingdoms to defend against raids from nomadic tribes to the north.     When Emperor Qinshihuang, the country's first emperor, united China for the first time in 221 B.C., he ordered the separate sections linked together, forming a complete military defense system.     The Great Wall today was mostly rebuilt during the Ming Dynasty(1368-1644).     With its sections stretching from northeast to west China, the Great Wall now runs 6,700 kilometers long and its section at Badaling is the first part that opens to tourists.

  

GUANGZHOU, Nov. 13 (Xinhua) -- Chinese Vice President Xi Jinping attended the opening ceremony of the 2009 UCLG World Council Meeting & Guangzhou International Sister Cities Conference, which gathered more than 1,000 representatives from about 210 cities and local organizations of more than 60 nations.     Founded in May 2004, the United Cities and Local Governments (UCLG) is the largest local government organization in the world. The mayor of Guangzhou is the current co-president of UCLG. Xi said the UCLG has become an important platform for multilateral exchanges and cooperation as well as a bridge of friendship for global cities. He believed that the UCLG would be able to integrate wisdom and strength of urban planning and management from different nations, and play a positive role in promoting peace and development of the world. The urbanization rate was only 17.9 percent in 1978, and the figure jumped to 45.7 percent in 2008, a growth of one percentage point per year.     Xi also explained the policies that China has taken to respond to the global financial crisis. He said although the world economy had showed some positive changes, the full recovery would still have a long way to go.     China would do its best to stabilize its own economic development, while playing an active role in international cooperation in order to promote the recovery of world economy, he noted.     He reiterated that China would continue to support the developing countries with a responsible attitude and fulfill its commitments of providing foreign assistance so as to push forward the realization of UN Millennium Development Goals.     Beijing Municipal government and the Chinese People's Association for Friendship with Foreign Countries (CPAFFC) jointly held the World Council Meeting of UCLG in June, 2005. BEIJING, Dec. 26 -- Competition between airlines and rail operators will further hot up on Saturday thanks to the launch of China's longest high-speed train link between Wuhan and Guangzhou.     The line stretches more than 1,000 km and will slash the travel time from Wuhan, Hubei province, to Guangzhou in Guangdong from 10 hours to just three.     Tickets for the service - which also stops at Changsha, capital of Hunan - went on sale at new stations in the three cities last weekend, with prices ranging from 780 yuan (0) for first class to 490 yuan for second class, said a joint document released by the National Development and Reform Commission and the Ministry of Railways. A bullet train runs on the Wuhan-Guangzhou high-speed railway on Thursday    The link, on which trains will reach a top speed of 350 km/h, is expected to pose a real threat to airlines running flights linking the cities.     "High-speed rail has three advantages over air travel: it is more convenient, more punctual and has a better safety record. This could help erode the airlines' market shares," said Si Xianmin, chairman of China Southern Airlines, the largest domestic airline by fleet size.     From today's launch, 38 out of China Southern Airlines' 160-plus domestic flights will compete with high-speed train links, he said.     A similar service opened on April 1 between Wuhan and Hefei, Anhui province, had already grabbed half of the passengers traveling from Wuhan to Shanghai, said Si.     The Shijiazhuang to Taiyuan link, also opened on April 1, caused sales for China Eastern Airlines' Beijing to Taiyuan flight to slump 36 percent the following day, while private Spring Airlines reduced its Shanghai to Zhengzhou flights due to competition from the Shanghai bullet trains, Beijing News reported.     To deal with this threat, China Southern Airlines last week unveiled several counter measures, including cutting ticket prices from Wuhan to Guangzhou by almost half for advanced purchases.     The company also signed a deal with airports in Wuhan and Changsha to give priority to flights to Guangzhou to ensure punctuality.     If railway chiefs over-cut the number of low-cost tickets on slower trains, as they did when the country's first high-speed link opened between Beijing and Tianjin last year, the airlines could win more passengers with cheap offers, said Zhao Jian, professor with Beijing Jiaotong University.     "But whichever side wins, passengers will be the ultimate winner," he said.     Wu Wenhua, a researcher with the National Development and Reform Commission's comprehensive transport institute, said developing high-speed rail networks is in line with the demand for high-efficiency, low-emissions transport.     China plans to have high-speed rail services running between 70 percent of key cities by 2020, which would cover more than 80 percent of the airline network.     About 16,000 km of railway for 350-km/h trains will be built on the mainland in the next 10 years, according to a blueprint by the Ministry of Railways. By 2012, work will be completed on 42 high-speed links covering 13,000 km, the blueprint showed.
