A man released on parole from prison two weeks ago stole a police SUV near Dayton, Ohio, and crashed into a minivan filled with children, killing two 6-year-old girls, police said Tuesday.Ten others were injured, including five children and the suspect. One child remained in critical condition, police said.Dayton's police chief said that 32-year-old Raymond Walters was driving at nearly 100 mph (161 kph) in the stolen police cruiser through the city's downtown Monday night when he ran a red light and hit two vehicles.The family in the minivan had just stopped at a library and was leaving when Walters slammed into them, police said. Six of those inside the minivan were from the same family and the other child was a relative, police said.A coroner identified the two who died as Eleanor McBride, of Huber Heights, and Penelope Jasko, of Dayton. They were cousins, the family's priest told the Dayton Daily News.It all started when Walters stabbed his father and then took off in his father's pickup truck, said Police Chief Richard Biehl.Walters' father was driving him to a hospital to undergo a mental health evaluation and when he found out he attacked his father, Biehl said.Soon after driving off, Walters crashed in the neighboring suburb of Riverside and then he jumped into a Riverside police SUV that had responded to the crash, police said.The officer had not known about the stabbing and had no reason to suspect that Walters might try to flee, said Riverside Police Chief Frank Robinson. The officer had used a stun gun while trying to get Walters out of the cruiser, Robinson said.Dashcam video showed Walters driving backwards in the stolen cruiser and ramming into another Riverside cruiser before driving away.Police in Dayton were looking for Walters, but they were not chasing him when he crashed downtown, Biehl said.The impact split the stolen cruiser into several large pieces.Police will pursue murder charges against Walters, who was hospitalized in stable condition Tuesday, Beihl said. A federal judge on Monday sided with the Standing Rock Sioux Tribe and ordered the Dakota Access pipeline to shut down until more environmental review is done.U.S. District Judge James Boasberg said in April that the pipeline, which has been in operation three years, remains “highly controversial” under federal environmental law, and a more extensive review is necessary than the environmental assessment that was done. In a 24-page order Monday, Boasberg wrote that he was “mindful of the disruption such a shutdown will cause,” but said he had concluded that the pipeline must be shut down.The pipeline was the subject of months of protests, sometimes violent, during its construction near the Standing Rock Sioux Reservation that straddles the North Dakota-South Dakota border.The Standing Rock tribe presses litigation against the pipeline even after it began carrying oil from North Dakota. 905

A family in the San Francisco area received a letter from their son’s middle school recently threatening the child’s arrest for missing 90 minutes of Zoom class, according to local media.“This is our fourth child going through this middle school and out of the blue, we got a letter,” Mark Mastrov told KGO.The letter alleges Mastrov’s son, age 12, missed three 30-minute Zoom sessions as unexcused absences. The district says that makes the boy a truant of the state and makes him “subject to arrest” or a fine."He can become a truant of the state and he could be arrested. I said, ‘Are you going to come and try to arrest my son at my home, or try to fine me for not getting him to his Zoom class perfect, on time, everyday?," Mastrov told KGO.Mastrov’s son spends up to seven hours a day attending virtual school.The middle school told KGO the letter was the result of new state guidelines passed this fall in California that require districts to keep a closer eye on student attendance.“The letter is part of our responsibility to the state for our student attendance review boards. As always, the schools have a responsibility to ensure students are engaged and learning,” Principal Betsy Balmat told KGO.Mastrov says he has heard from other parents in the district who have received similar letters. A man shot several times by police in Kenosha, Wisconsin is still fighting for his life while undergoing surgical procedures. Bullets severed Jacob Blake Jr.’s spinal cord and shattered at least one vertebrae and he is paralyzed from the waist down. According to his attorney Benjamin Crump “it will take a miracle” for Blake to walk again.Blake was shot at least seven times by Kenosha, Wisconsin police just after 5 p.m. Sunday. Officers were responding to the area for a reported "domestic incident."Officers did not say what led up to the shooting, but video shot by a neighbor shows Blake walking to an SUV and attempting to enter it moments before an officer grabs him by the shirt and shoots him.Blake’s three young boys were in the car at the time. His family says Blake’s eight-year-old son was celebrating his birthday over the weekend. “Think of that son, and what he will be thinking about every time he celebrates his birthday,” Crump said.“They shot my son, seven times, seven times. Like he didn’t matter. He matters. He’s a human being, and he matters,” said Blake’s father, Jacob Blake Sr., becoming emotional Tuesday afternoon.Blake is conscious and was able to talk to his mother when she visited him in the hospital.“I don’t think he knows about all this, he doesn’t know what happened. He opened his eyes and started to cry. He started to apologize,” I asked him why, and he didn’t know what happened.As she started to pray, Blake asked the officer in the room if he was a man of faith, “he said yes, in short, and he (Blake) asked him to pray with us,” Jackson recalled from visiting her son in the hospital.Blake has holes in his stomach from the bullets, and has damage to other internal organs and his arm. His family and attorneys say he has a “long road to recovery” and more surgeries ahead. The family said they are not sure if Blake’s paralysis is permanent.“I am asking everyone, take a moment and examine your heart. Citizens, police officers, firemen, clergy, politicians. Do Jacob justice on this level, and examine your hearts. We need healing,” Blake’s mother, Julia Jackson said.“God did not make one type of tree,” she said, “how dare you ask him to make one type of human that looks just like you. I’m not talking to just caucasian people, I’m talking to everyone. No one is superior to another.”Jackson called for everyone to work together to show the world how humans are supposed to treat each other. “America is great when we behave greatly.”Attorney Crump and co-counsel will bring a civil lawsuit to hold those responsible accountable and to help get Blake and his family resources for his recovery. Blake’s family is represented by Attorney Crump, along with co-counsels Attorney Patrick Salvi and Attorney B’Ivory LaMarr, who call the incident “brutal excessive force.”The attorneys are asking for transparency from the police investigating the incident. They are calling for any available dashcam video and statements from witnesses about what led to the shooting.Protests in Blake's honor happened across the country Monday night, including in Portland, San Diego, New York, Minneapolis, and Denver.Police declared a riot in Portland after fires were set outside of the offices of the police association. In San Diego, at least three protesters were arrested.Locally, anger over Blake's shooting spilled into the streets of Kenosha for a second night Monday. A glitch to the IRS' e-file portion of its website prompted the IRS to push back the deadline to file taxes from today (April 17) to tomorrow (April 18). The IRS said that both individuals and businesses can take advantage of the extra filing day without penalty. “This is the busiest tax day of the year, and the IRS apologizes for the inconvenience this system issue caused for taxpayers,” said Acting IRS Commissioner David Kautter. “The IRS appreciates everyone’s patience during this period. The extra time will help taxpayers affected by this situation.”The IRS said that during the system outage, taxpayers were able to file their tax returns electronically through their software providers and Free File.Taxpayers using paper to file and pay their taxes at the deadline were not affected by the system issue, the IRS said. The glitch shuttered part of the IRS' website, not allowing some who file taxes online to complete their taxes.
