SAN DIEGO (KGTV) -- A task force assembled by Governor Gavin Newsom wants to impose a statewide mandate requiring local governments to address homelessness, and hold jurisdictions that fail to make measurable progress accountable with lawsuits.The proposal by the 13-member Council of Regional Homeless Advisors would require an amendment to California’s constitution. If approved by voters, California would become the first state with such a mandate.“A legally-enforceable obligation will sharpen focus. It will enhance a bias towards action and it will elevate this on the list of priorities,” said San Diego County Supervisor Nathan Fletcher, a member of the task force.Although the specifics are still under negotiation, the task force outlined an example scenario where cities and counties would have one year to reduce their homeless populations by “tens of thousands.”“These plans would include specific benchmarks and timelines that jurisdictions would have to meet for moving people into permanent housing through both services offered in interim interventions and creation of housing opportunities,” the Council said in its proposal letter.“It won’t be enough to buy your way through with putting up a number of shelters to make the public think you’re taking action,” Fletcher said. “You will actually have to find a way to tackle the underlying problems.”Supporters likened the proposal to California’s renewable energy mandate. It’s still unclear how much the housing mandate would cost.“I would not be supportive of the state coming down on cities like San Diego and saying you have to change the way you do business, change the way you operate, and not give us any money to do that,” said San Diego City Councilman Chris Cate. SAN DIEGO (KGTV) — An hours-long standoff between San Diego Police and a burglary suspect ended late Thursday night in the Marina area.The standoff, which started at about 4:30 p.m., occurred in the area of West Harbor Dr., between Kettner Blvd. and Pacific Highway. Police called Emergency Negotiation Team and SWAT officers, and a Psychiatric Emergency Response Team to the scene. Shortly after 11 p.m., SDPD said the San Diego Police suspect had been taken into custody.No further information was immediately available. 530

SAN DIEGO (KGTV) - A transgender San Diegan is calling for change when it comes to blood donation.Currently, the FDA’s recommendation to blood establishments is that in the context of the donor history questionnaire, male or female gender should be self-identified and self-reported for blood donation.Van Levy of Pacific Beach is non-binary transgender, meaning Van does not identify as male or female. Van goes by gender-neutral pronouns like 'they', 'them', 'their', or just Van.Van tells 10News when they reached out to the San Diego Blood Bank, they were told they would not be able to donate if they could not fully complete the donor history questionnaire, which has two gender-specific questions. Van was told if they cannot fill out 'male' or 'female' on the questionnaire they would not be able to donate blood. “It was really hurtful and painful, it reminded me we haven’t progressed as much as a lot of us like to believe we have, it just hurt," said Van. The two gender-specific questions are, in the past 12 months, have you:Male Donors: Had sexual contact with another male?Female donors: Had sexual contact with a male who had sexual contact with another male in the past 12 months?Helen Bixenman is Vice President of Quality and Regulatory Affairs at the San Diego Blood Bank. She's in charge of making sure blood from the San Diego Blood Bank is safe and pure, free from transfusion-transmitted infections. “It’s important for people to understand we have a wide range of questions, and these questions pertain to the safety of the donor as well as the safety of the blood products. They include medications, how you’re feeling, travel, risk behaviors," said Bixenman.She says they must adhere to the strict regulations and requirements of the FDA and AABB. She says if anyone fails to fill out the entire donor history questionnaire they will be turned away from donating blood.Van wants to see this regulation changed and believes it marginalizes a group of people who only want to help their community. “I definitely understand the rules and regulations that they have to adhere too and I think that there's ways to remove gender from the questions to get to same answers they’re seeking to protect people receiving blood," said Van. Bixenman says the San Diego Blood Bank does not want to turn people away from blood donation. She says this is the first time they've encountered the situation and that she would consider bringing the issue up to advocacy groups and the FDA. 2505

SAN DIEGO (KGTV) - A South Bay high school was placed on lockdown while police searched a vehicle outside the campus.San Diego Police placed Southwest High School under lockdown while officers searched a vehicle they stopped on Hollister Street, just outside campus.Police said the traffic stop was a result of someone reporting they saw a gun. The suspected vehicle was located and pulled over.Southwest High was placed on lockdown as a precaution and police said the campus wasn't being threatened - the traffic stop just happened to occur outside the school property.Police found a BB gun inside the vehicle. No shots were fired and no one was injured.The lockdown was later lifted.Police said they encourage anyone who thinks they see a weapon to report it to authorities. 799
