SAN DIEGO (CNS) - The city of San Diego has reached an agreement with two local nonprofit organizations to improve its stormwater infrastructure and local water quality, it was announced today.Under the agreement, the city pledged to improve its stormwater management sites at the Miramar Landfill, Metro Biosolids Center, North City Reclamation Plant, Point Loma Wastewater Treatment Plant and South Bay Water Reclamation Plant. City officials expect to finish the upgrades by the end of 2023, according to the two nonprofits involved in the agreement."We have a longstanding working relationship with the city's stormwater and public utilities departments, so we were confident they would take our concerns seriously and allow us to achieve environmental benefits without having to engage in expensive litigation," said CERF Executive Director Marco Gonzalez.The nonprofits began working with the city on upgrading stormwater treatment infrastructure in early 2017, when Coastkeeper and CERF noted that city-owned water treatment sites were disposing stormwater with toxic pollutants, bacteria from human waste, dissolved metals and other hazardous materials into local bodies of water.The two organizations specified that Rose Creek, San Clemente Creek, Mission Bay, Tijuana River and the Pacific Ocean were likely affected.A report released by the city auditor's office in June found that the city's Storm Water Division had a large backlog of planned infrastructure projects and failed to properly keep up with the backlog due to, among other things, a lack of funding. 1988

SAN DIEGO (CNS) - Target Corp. has agreed to pay .4 million to resolve allegations that it violated terms of a 2011 judgment regarding the company's handling and disposal of retail hazardous waste, San Diego County District Attorney Summer Stephan announced Wednesday.``This settlement holds Target accountable for this second violation of environmental laws that involve the improper disposal of a long list of hazardous materials,'' Stephan said. ``This case serves as a reminder to corporations of the importance of environmental protection laws that safeguard the public's health and that violators will be held accountable.''The current settlement -- announced by Stephan, 21 other California district attorneys, the California Attorney General's Office and the city attorneys of San Diego and Los Angeles -- comes as a result of investigations that concluded the company committed violations by improperly disposing hazardous waste into landfills across California between 2012 and 2016. The waste included such items as electronics, batteries, aerosol cans, compact fluorescent light bulbs and medical waste, including syringes, over-the-counter and prescribed pharmaceuticals, as well as confidential medical information from its customers.``We are confident that with these strong injunctive terms and penalties, Target will implement meaningful changes to prevent this from ever happening again,'' said California Attorney General Xavier Becerra. ``However, the wise move for all companies is to abide by the law and employ proactive training and processes to help ensure that hazardous waste violations are avoided in the first place.''It's the second settlement resolving allegations of hazardous waste compliance violations by Target. In March 2009, the California Department of Justice and several local prosecutors filed a complaint against Target, alleging that it violated state statutes and regulations governing the handling and disposal of hazardous waste.As part of the final settlement in 2011, Target agreed to pay .5 million to cover penalties, attorney's fees and funding for supplemental environmental projects. 2150

  

SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted today to send a set of regulations on dockless electric scooters and bicycles to the full council.Should the full council vote in favor of the regulations, scooter riders would be banned from parking scooters and bicycles in hospital and school zones, beach area boardwalks, the perimeter of Petco Park and the north and south legs of the Embarcadero. Riders and scooter company employees would also only be able to park scooters in groups of four in designated areas on the street, with at least 40 feet between groups. Scooter speeds, currently a maximum of 15 mph, would be slowed to 8 mph in high-traffic areas like Spanish Landing, Petco Park and Balboa Park, and 3 mph on the Embarcadero and the Martin Luther King Jr. Promenade. Scooter companies would use geofencing technology to limit parking abilities and speeds in specific areas, technology that Bird already uses in areas like the Santa Monica Beach Bike Path.The city would also require scooter companies to apply for a six-month operational permit with a to-be-determined fee and pay 0 per scooter or bike each year. Scooter companies could only renew permits in January or June, bike each year. "I've seen a lot of underage riders operating scooters and Idon't see any provision in this ordinance that specifically requires operators to do something to stop children from illegally riding scooters.''Representatives from scooter companies Bird, Lime, Razor and Lyft all expressed support for the regulatory package, while some residents framed the proposal as not doing enough to ensure the safety of San Diego pedestrians."As the creator of e-scooter sharing, we have seen first-hand how vital it is for our transportation solution to be integrated thoughtfully into a community,'' said Bird spokeswoman Kyndell Gaglio. ``We take the importance of protecting the safety and welfare of our riders and community very seriously and so we commend San Diego on its efforts to develop clear and impactful regulations.''Mayor Kevin Faulconer originally proposed a similar set of regulatory concepts in October, which the council's Public Safety and Livable Neighborhoods Committee approved while requesting a fleshed-out version. SAN DIEGO (CNS) - The San Diego City Council today unanimously approved a 20-year lease that will pave the way for a museum and community center at a city-owned property adjacent to Chicano Park.The Chicano Park Museum and Cultural Center has for several decades sought to move into the 9,890-square-feet building at 1960 National Ave., which formerly housed an adult education campus.The vacant property will allow the 48-year-old nonprofit to expand services, programs and exhibitions related to the art, history and sciences of the Americas, with an emphasis on U.S.-Mexico border region cultures.Chicano Park has gotten new playground equipment and bathrooms in recent years, "but there was always something missing. And this is the piece that was missing," City Councilman David Alvarez said."I want to thank you for saying 'yes' to the community this time because this community has heard 'no' a lot more than it has heard 'yes' over the years," he told his colleagues.
