SAN DIEGO (KGTV) - A preliminary hearing was held Monday for a parolee accused of sexually assaulting an 88-year-old woman at a Hillcrest nursing home. Police say 49-year-old Lusean Arline was arrested November 4th in connection with the alleged October 27th sexual assault at the Balboa Nursing & Rehab Center on Fourth Ave.Prosecutors say Arline entered the nursing home, possibly through an unlocked door, around 3 that morning and was found completely nude on top of the victim in her bed. SAN DIEGO (KGTV) -- A measure that would increase San Diego's hotel tax is heading to the ballot on March 3 and a recent poll shows how San Diegans feel about Measure C. Measure C would increase San Diego’s hotel visitor tax from 10.5 percent to 11.75, 12.75 and 13.75 percent depending on hotel location through at least 2061.The money would go toward expanding the convention center, funding homelessness programs and fixing San Diego roads. According to the “Yes on C” campaign, the measure would create 7 million for homeless programs in the first five years of the initiative. The campaign also says the measure would create 7,000 jobs. The measure requires two-thirds supermajority to pass. A 10News-San Diego Union-Tribune poll shows that, as of February, 61 percent support the measure while 21 percent are opposed and 18 percent are undecided. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," said Greg Block, a spokesman for the Measure C campaign. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."Michael McConnell, an advocate for the homeless, is leading the opposition and warns the measure has “loopholes and risks.”"They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. SAN DIEGO (KGTV) - A Point Loma family is trying to raise awareness of what they call a “dangerous” intersection, after cars have slammed into their house.The home the Cohen family began renting this year sits at the intersection of Nimitz Blvd. and Evergreen St., and has been hit twice since they moved in.According to San Diego Police, officers have responded to collisions at that intersection at least twelve times in the last five years.“I went to go wake up my mom and told her that we should probably get out of here because there's a car going into our kitchen,” said 12-year-old Max Cohen, speaking about a crash that happened the week the family moved in back in January. “You look out the window and see cars speeding down the road and not stopping at all on this turn.”Before they started renting, the Cohen’s weren’t notified that the home had a certain reputation for being hit. 10News reached out to the homeowner, who says that information was also not disclosed to him before he purchased the house this year. The City of San Diego tells 10News it is aware of the history of the intersection. Over the years, many cars have slammed into the house on Nimitz Blvd, sometimes resulting in serious injuries to the occupants in the home.A City spokesperson said upgrades to improve safety have been made, based on studies and evaluations by the City’s traffic engineering division.The following statement from the City of San Diego outlines the safety upgrades:“In the recent history, the City has evaluated the area and updated the intersection to include guardrails, a flashing beacon with a “curve” warning sign and a dedicated bike lane. The approaching lanes have been reduced from to one lane from two lanes and the signal at the approaching intersection has been modified to remain red between midnight and 4 a.m. to direct vehicles to stop before the intersection –- In other words the light remains red during the hours of 12 a.m. to 4 a.m. until a vehicle is detected.”But, the Cohen family said these changes are clearly not working.“It might not hit the house as much as it could, but it still does, which it shouldn’t at all,” said McKensey Cohen, whose bedroom was hit by a car in October. “Since then we've just been on edge about everything. We can hear the street for miles.”The family said they have contacted the City’s code enforcement department to come check the stability of the home, specifically McKensey’s bedroom, but they have not received a visit.The family hoped to move out the day of the last crash, but they had to postpone the move. SAN DIEGO (KGTV) - A judge decided Friday to place a sexually violent predator in the East County community of Boulevard. Michael Joseph Martinez, 64 has multiple previous convictions including child molestation and lewd and lascivious acts upon a child under 14, according to County Supervisor Dianne Jacob’s office.The judge added Friday that the sheriff’s department will be extra vigilant and security will be heightened.The judge decided to place Martinez at the Department of State Hospitals recommended location of 2135 McCain Valley Road. The schools closest to the address include Clover Flats Elementary School and Jacumba Elementary School, according to the San Diego County Sheriff's Department.A mother of one of the victims from 25 years ago spoke at the hearing saying, “I know that you can’t change the order and I’m glad that there’s going to be very strict ordering, but I hope this doesn’t happen to another child or family.”RELATED: Dianne Jacob slams proposed placement of predatorJacob said the placement would put public safety at risk.
