China's Tiangong-1 space lab re-entered the Earth's atmosphere around 8.15 a.m. Monday (8:15 p.m. ET Sunday) in a fiery fall, China's Manned Space Agency said.Tiangong-1 plummeted into the middle of the South Pacific, the space agency said."Most parts were burned up in the re-entry process," the agency said.The out-of-control 40-foot long Tiangong-1, or "Heavenly Palace," is one of China's highest profile space projects. The unmanned space lab was launched in September 2011 as a prototype for China's ultimate space goal: a permanent space station that is expected to launch around 2022.But the Chinese government told the United Nations in May 2017 that its space lab had "ceased functioning" in March 2016, without saying exactly why.The incident was embarrassing for China's space program but it hasn't delayed its progress. In September 2016, China launched its second space lab, Tiangong-2.While it is not uncommon for debris such as satellites or spent rocket stages to fall to Earth, large vessels capable of supporting human life are rarer.NASA's first space station, Skylab, fell to Earth in an out-of-control re-entry in 1979, burning up harmlessly in the process.The last space outpost to drop was Russia's 135-ton Mir station in 2001, which made a controlled landing with most parts breaking up in the atmosphere. 1338

(KGTV) -- Wednesday, the City of Chula Vista filed a lawsuit against the Monsanto Company for chemical contamination.In the lawsuit filed by a law firm named Baron and Budd, the city says chemicals known as PCBs manufactured by Monsanto, now known as Bayer, have escaped into the city’s municipal stormwater system, leading the city to spend substantial amounts of money on cleanup.PCBs are known to cause a number of health issues in humans, such as cancer and damage to the immune system.RELATED: Jury awards 9 million in damages after man says he got terminal cancer from Monsanto's RoundupMonsanto was the sole manufacturer of the chemicals in the US between 1935 and 1979, when the chemicals were banned by the federal government.“Monsanto needs to stop playing games and accept responsibility for cleaning up the mess it’s made,” said Baron & Budd Shareholder, John Fiske. “Chula Vista is the latest city to recognize that PCB cleanup costs shouldn’t be passed on to its citizens, and I anticipate more cities and states will continue to follow suit.”RELATED: Bayer buys seed company Monsanto for billionThe chemicals were used numerous of commercial and industrial applications like paint, electric transformers, cable coatings, sealants and lubricants.Scientists say PCBs can’t be contained to their original applications so, when it rains, the chemicals escape into stormwater systems that wash into bodies of water, such as the bay.The law firm representing Chula Vista also represents San Diego, San Jose, Oakland, Berkley, Long Beach and several other cities in the Pacific Northwest in similar lawsuits. 1680

CHULA VISTA, Calif. (KGTV) -- Homeowners in Eastlake are frustrated with a plan to develop a storage facility near their homes. The proposed location is in an empty space between Eastlake High School and Antigua, a gated community of townhomes. The facility would be a recreational storage facility, for boats, cars and containers. The City of Chula Vista's planning department would have to approve the proposal. Homeowners are hoping they don't. Neighbors like Carmen Bermen say the plans are going to lower their property values and attract the wrong crowd. On Saturday, they started posting warning flyers around their community to warn other neighbors. Bermen was the first homeowner to notice the plans. She says the city had sent out two notices in 2016. The last notice arrived on Thanksgiving week. 10News obtained a copy of that notice letting homeowners know they had until November 26th to send in any written comments or petitions. The vote would take place on November 27th. After emailing the city, residents say officials told them they'd have a public hearing in January on the issue, instead of voting on it in closed session. 10News reached out to the city for comment on this issue, a spokesperson told us it's up to the planning department to put the item on the agenda for the community to go and express their concerns during public comment. So far, a date for that hearing hasn't been announced. 1429

  

CHULA VISTA, Calif. (KGTV) — A South Bay postal worker has pleaded not guilty to firing pepper spray at a dog. Nestor Medina was charged with three counts of animal cruelty in connection with the encounters 10News first reported in Otay Mesa last March. “It’s heartbreaking,” Alfonso Galindo said. Galindo checked surveillance video of his home on Agosto Street. Cameras recorded a postal carrier walking up to Galindo's mailbox and past the metal front gate. Behind the gate is Pupa, and as the mail carrier places the mail in the mailbox, a cylindrical object is seen in his left hand. At the same time, from another camera, Pupa is seen behind the gate beginning to convulse for several minutes. RELATED: Dog owner: Video shows mail carrier routinely pepper spraying dogAn extensive search through video found nine similar encounters where Pupa had convulsions after the postal worker walked by, Galindo said. Galindo said his children, 3-year-old Alfonso Jr. and 1-year-old Regina developed strange respiratory problems after hugging Pupa. "Countless trips to the ER and urgent care, and countless medications," said Galindo. While the most severe symptoms subsided soon after the discovery of the video, Galindo says his children are dealing with sinus issues and his daughter still requires an inhaler.RELATED: More dogs pepper-sprayed by mail carrier?Galindo filed a police report and complaint with the U.S. Postal Service last spring. He says he has obtained an attorney and is planning legal action against the USPS.The USPS issued a statement in March: On behalf of the United States Postal Service, we want to apologize to the Galindo family and Pupa. We do not condone our employees behaving in a manner which is not professional and courteous. CHULA VISTA, Calif. (KGTV) -- Police are investigating after a Christopher Columbus statue was vandalized in Chula Vista Sunday. According to police, officers were called to Discovery Park around noon after neighbors reported that someone poured red paint over the statue. When officers arrived they also found the words “genocide” and “FU” spray painted onto the figure. A brass plaque that used to be attached to the statue was also missing. Police say they believe the vandalism happened overnight Saturday. Crews from the city responded quickly to clean the statue.As of Sunday afternoon, police say they don't have a suspect description, but added that the investigation is ongoing. 696
