SAN DIEGO (KGTV) -- San Diego District Attorney Summer Stephan made a push Monday to remind residents that there are still resources for domestic violence victims during the stay-at-home order.Stephan did not have any data to show whether domestic violence cases have started to rise yet. However, she pointed to a case on Sunday where police say a husband killed his wife while their three children were home as an ominous example."The Chula Vista case is a tragic example. SAN DIEGO (KGTV) -- San Diego County was officially added to California's "monitoring list" as the number of coronavirus cases across the state increases, and Gov. Gavin Newsom said he expected local health officials to comply with specific orders that include the closure of indoor dining spaces.As of Monday afternoon, San Diego County joined five other counties on the monitoring list. The other counties added to the list: Colusa, Madera, Marin, Merced, and Monterey.Of the state’s 58 counties, 23 of them are on the state’s list.Ahead of the Fourth of July weekend, Newsom ordered counties that have been on the list for at least three days to shutter indoor operations at businesses such as restaurants, wineries, movie theaters, zoos, museums and cardrooms.In a tweet on his Twitter account, Newsom said:"CA is now asking Colusa, Madera, Marin, Merced, Monterey & San Diego to close indoor operations for:-Restaurants-Wineries-Movie theaters-Zoos, museums-CardroomsBars must close ALL operations."During his Monday news conference, Newsom said he was awaiting an order from local health officials in each of the newly-added counties to issue an order enacting the measures, which are expected to remain in effect for at least three weeks.Counties on the list were also ordered to close all of its bars, a move San Diego County had already taken ahead of the holiday weekend. SAN DIEGO (KGTV) — San Diego County District Attorney's office published an updated 25-year officer-involved shooting analysis Thursday. The study is said to be one of the most comprehensive of its kind released in the country.10News spoke to District Attorney, Summer Stephan at her office in Downtown San Diego. Her office is responsible for investigating all officer-involved shootings in the county. "We look at those reports with an eye as to whether there is criminal liability," Stephan said. Some notable statistics of the newly released study include:-Between 1993 - 2017, there were 451 officer-involved shootings in San Diego County (55% were fatal)-64% of shootings happened within 5 minutes of an officer arriving at the scene-79% of shootings involved a person who had drugs/alcohol in their system or had mental health issues-92% of subjects were armed with a weapon-There are an average of 18 officer-involved shootings per year-Most shootings occurred after traffic stops and domestic violence incidents-Most shootings happened at an alley/street-Most frequent time of day for a deadly encounter was the midnight hour on FridaysArmed with these new stats, Stephan's office is working with local agencies to reduce these shootings. She said it begins with re-training officers and dispatchers, but also teaching citizens how to call 911."What information is dispatch getting, to tell the officers about the individual's mental health condition, their delusions or history of violence or substance abuse?" Stephan said.The DA's office has already started to pass out 911 cards at community events. The card has a mental evaluation checklist when for when citizens call for help.They are also re-training dispatchers to recognize certain situations and ask the right questions so that they can relay accurate information to field officers. Officers are also getting additional crisis management and de-escalating tools to help them reduce the speed in which they react, or use non-lethal force.The idea: Knowledge is power. San Diego International Airport is relocating its cell phone waiting lot to an area northwest of its current location on June 24. Drivers may park for free in the cell phone lot for up to an hour while they wait for loved ones to notify them of their arrival, avoiding traffic and illegal parking at the terminals.The new 85-space lot will be located east of the Airport Authority Administration Building on Harbor Drive. SAN DIEGO (KGTV) — San Diego County schools are one step closer to bringing students back to campus. If we get off the state’s watchlist Friday, kids would be allowed back in-person in as soon as two weeks.But, some districts tell ABC 10News they would still need more time.Supervisor Nathan Fletcher hinted at a victory for the county Thursday afternoon.“Yesterday we were below the state guidance, today we’re below the state guidance,” said Fletcher. “Tomorrow if we’re below the state guidance that will remove us from the state monitoring list.”RELATED: San Diego County case rate under watch list threshold for second straight dayThose metrics are based on having fewer than 100 cases per 100,000 residents over two weeks. Social distancing and mask requirements were in place. They tell us over the six-week period they did not have a single case of COVID-19.Superintendent David Miyashiro says even if the county can welcome students back, they would still need time to prepare.“To say we’d be able to open right away, I don’t feel comfortable with that,” said Miyashiro. “The short answer is as soon as possible starting with our most vulnerable students.”San Diego Unified says they’re using their own criteria that goes beyond the state standards. It calls for rigorous contact tracing before they’ll reopen in-person.Escondido Union High School District starts a fully virtual school year on Aug. 25.
