SAN DIEGO (KGTV) - Rain runoff has prompted a warning for swimmers, surfers, and beachgoers in San Diego County. As showers move through the area, urban rain runoff may force large amounts of bacteria to wash into coastal waters, including San Diego Bay and Mission Bay, county officials warned Saturday.Any activities in coastal waters should be avoided for 72 hours following rainfall. Depending on the intensity of the storm, elevated bacteria levels could persist. With recent rains also bring a water contact closure for Imperial Beach's shoreline, due to runoff from the Tijuana River. The closure area includes the beach-line from the south end of Seacoast Drive to the International Border. The access road to Friendship Park, within Border Field State Park, may also be affected by river runoff.Signs have been posted warning of the water closure. 861

SAN DIEGO (KGTV) - San Diego County service men and women have a new incentive to carpool: free rides with Waze. The SANDAG iCommute program is collaborating with Waze Carpool and military bases for the deal.Troops can download the Waze Carpool app and search for a ride to and from work. Military base commuters can choose their carpool companion by searching through profiles to find travelers who live near them and work on base. Those who want to drive can use the app to offer rides and receive $.54 per mile for gas.“The San Diego region is home to one of the largest military populations in the nation. We are excited to partner with Waze Carpool to ease traffic congestion, help the environment, and give our servicemembers free rides to and from work,” said SANDAG Chair and Del Mar City Councilmember Terry Sinnott. The free rides will be available to new and existing military carpoolers for one month with no promo code needed.August: Marine Corps Air Station Miramar and Naval Base San DiegoSeptember: Marine Corps Base Camp PendletonOctober: Marine Corps Recruit Depot and Naval Air Station North Island in CoronadoNovember: Naval Base Point Loma and U.S. Coast Guard 1187

SAN DIEGO (KGTV) - San Diego County leaders have stressed education over enforcement regarding the rules and laws surrounding the coronavirus, but there are laws in place to help stop the spread."There is civil liability and criminal liability," says Professor Joanna Sax from the California Western School of Law.Sax says many of the laws rely on a standard called "reasonable care" to determine liability."As long as you are taking precautions reasonably, then it's unlikely that you'll be held negligent. That would be the legal term," Sax says. For businesses, that means following the rules like posting a safe reopening plan and sticking to it to keep customers safe. It can also mean providing PPE and hand sanitizer for employees. But for businesses that aren't using "reasonable care," San Diego officials have shown the ability and willingness to use the laws to force compliance. One of the most prominent cases over the last few months involves Boulevard Fitness in University Heights. According to the city, that gym stayed open for indoor workouts for 45 days, violating the county's rules. City Attorney Mara Elliott threatened Boulevard Fitness with a ,500 fine for each day, citing "unfair business practices."The gym closed after receiving Elliott's letter and has since reopened while obeying county guidelines for capacity and distancing.Sax says those kinds of laws work for extreme cases, but may not apply for smaller violations."If businesses are not behaving reasonably and they are behaving recklessly, and they have no plans, and they're letting people in, maybe they should face liability," Sax says. "Those aren't the businesses that should be open to the public. They're doing a disservice to the rest of the community."As for individuals infecting other people, the California Health and Safety Code has strict standards.According to Section 120290, five things all need to happen for someone to be guilty of "intentional transmission."The Code says: 1988

SAN DIEGO (KGTV) -- Rep. Susan Davis of the 53rd Congressional District won’t seek re-election in 2020, the Congresswoman announced Wednesday. Davis was first elected to Congress in 2000. “I have struggled to make this very difficult decision. I will not seek another term in Congress. My decision today represents a desire to live and work ‘at home’ in San Diego,” she said. Davis is currently the second highest-ranking Democrat on both the House Education and Labor Committee and the House Armed Service Committee. Among measures recently supported by Davis is the Green New Deal, introduced by Rep. Alexandria Ocasio-Cortez. She also helped spearhead the repeal of the “don’t ask, don’t tell,” a Clinton-era policy which allowed LGTBQ people to serve in the military only if they remained in the closet.“It makes us a better military, a better country, and I was very happy to be a part of that,” said Davis. So far, only two other candidates have officially entered the race. Jose Caballero, a Navy veteran, filed earlier this year and has raised ,900 as of June.Joaquín Vázquez, the son of undocumented immigrants, has also filed to run, but has not submitted any fundraising documents yet to the FEC.Both are Democrats with no previous experience as elected officials. In 2018, Davis faced off against Republican challenger, Morgan Murtaugh, beating her by a nearly 40% margin. Murtaugh has not announced whether or not she plans to run again.Rep. Scott Peters of the 52nd Congressional District released the following statement after the announcement: 1568
