PETERSBURG, Russia, Nov. 22 (Xinhua) -- Visiting Chinese Vice Premier Wang Qishan met his Russian counterpart Alexander Zhukov on Monday, both speaking highly of the bilateral ties and vowing to expand cooperation on all fields.In the 14th meeting of the Joint Commission for the Regular Meetings of Heads of Government of China and Russia, Wang appreciated Sino-Russian relations as the two countries have further strengthened their strategic partnership of coordination, promoted mutual understanding and boosted pragmatic cooperation in all areas.He said bilateral trade volume between the two countries has rebound to the pre-crisis level, with comprehensive energy cooperation, covering areas of crude, nuclear power, electricity and coal, being further developed.Bilateral economic cooperation with significant strategic nature has been maintaining momentum, Wang said, appreciating its achievements in some joint projects of finance and infrastructure.Wang also noted that Sino-Russian economic cooperation is standing at a new start, as China is drafting the "twelfth five- year" development plan to transform its pattern of economic growth and Russia is implementing its strategy for modernization.Both countries should grasp the opportunities to boost bilateral cooperation in economy and trade, investment, energy, finance, technology, aerospace, telecommunication, transport and other fields, he said.Wang stressed China is willing to jointly endeavor with Russia to ameliorate bilateral trade structure, further promote and innovate cooperation to achieve the goal of win-win.With regards to his regular meeting with Zhukov, Wang spoke highly of the meeting as it was a bolster for the upcoming meetings of Chinese Premier Wen Jiabao with Russian leaders.Wang appreciated this dialogue mechanism between China and Russia, saying the two countries should continue candid communication and boost bilateral cooperation to achieve more fruits.Zhukov appreciated the Sino-Russian economic and trade cooperation as it has stood the test of the global financial crisis and revived to growth.He also spoke highly of bilateral energy cooperation in nuclear power, coal, electricity and timber, noting that the completion of Sino-Russian pipeline has upgraded the level of practical cooperation.Both countries are effectively carrying out interlocal outlines issued before, Zhukov said, adding that Russia will take the opportunity of this meeting to further boost bilateral cooperation to a new level.At the invitation of Deputy Prime Ministers Alexander Zhukov and Igor Sechin, Wang arrived in St. Petersburg on Nov. 21, kicking off his visit to Russia.On Monday, Chinese Premier Wen Jiabao also arrived in St. Petersburg, starting his official visit to Russia.

GUANGZHOU, Dec. 27 (Xinhua) -- China's southwestern Yunnan and Guizhou provinces agreed Monday to transmit 497 billion kilowatt-hours of electricity to the southern Guangdong Province over the next five years.The agreements were signed Monday between the China Southern Power Grid Company (CSG) and the three provinces.Due to a lack of resources such as coal and water, the relatively more developed eastern and southern regions in China face pressure of providing enough electricity to boost their growth."China's coal resources are mainly based in the west and north, while water is also abundant in the southwestern regions. The uneven situation makes it necessary to transmit power from the west to the east," said Qian Zhimin, deputy director of China's National Energy Administration.Qian said China had initiated the west-to-east power transmission program back in 2000. By the end of this year, the CSG has transmitted over 543 billion kilowatt-hours of power through the program.Guangdong, an economic powerhouse in south China, with a gross domestic product exceeding 3.9 trillion yuan (about 583.3 billion U.S. dollars) in 2009, has been the largest beneficiary of the program as almost 120 billion kilowatt-hours of electricity produced in other western provinces is used by Guangdong annually, making up about one-fourth of all the power it uses every year.The CSG is one of China's two major grid operators, along with the State Grid. The CGS invests, builds, and operates power networks in Guangdong, Guizhou, Yunnan and Hainan provinces, and in Guangxi Zhuang Autonomous Region.

LANZHOU, Dec. 7 (Xinhua) -- Floods caused by torrential rains and tropical cyclones have left at least 3,222 people killed and 1,003 others missing across China in the first eleven months of this year, government statistics released Tuesday show."In 2010, China experienced the worst flooding casualties and damage since 1998," Water Resources Minister Chen Lei said during a national drought and flooding relief workshop held in the northwest city of Lanzhou.Further, the average accumulated rainfall across China this year has increased nearly 10 percent over levels recorded in previous years. In some areas, the figure shot up five times over that recorded in a usual year.Nearly 270 towns and cities were flooded, 437 rivers swelled with water and 111 of them broke past records, and thousands of dams faced dangers, Chen said.Floods also destroyed 2.27 million houses and damaged 17.87 million hectares of farmland, statistics show. The economic loss caused by this year's flooding has reached 374.5 billion yuan (56.74 million U.S. dollars), said officials.

  

BEIJING, Dec. 21 (Xinhua) -- Chinese lawmakers on Tuesday continued discussing a draft amendment to the country's Criminal Law which, if passed, could criminalize the act of "drunk driving".The draft amendment, which was tabled during a bimonthly session of China's top legislature on Monday for the second reading, stipulates that the act of car racing, which has caused "serious consequences", or drunk driving, are violations of the Criminal Law and convicted car racers or drunk drivers would be detained and fined.Currently, those suspected of drunk driving or street racing, if no serious consequences such as road accidents are caused, are not charged with criminal offences and are only subject to administrative or civil penalties.According to the road traffic safety law, drunk drivers will face up to 15 days in detention and their driving licenses will be suspended from one to six months. Meanwhile, drivers will have to pay a fine ranging from 200 yuan (30 U.S. dollars) to 2,000 yuan.On the other hand, when drunk driving has become vital or has caused "serious consequences", drivers are ruled to be committing traffic crimes or crimes against public security and receive jail terms ranging from no more than three years detention or more than seven years imprisonment.The latest amendment stipulates that drunk driving, even if it has caused no road accidents or other serious consequences, would constitute a criminal offence.According to China's current standard, drunk drivers refer to those having 80 milligrams of alcohol in 100 milliliters of blood.Xia Ji'en, a member of the Standing Committee of the National People's Congress (NPC), China's top legislature, hails the proposal to criminalize the act of drunk driving as "progress" that would better protect people's safety and reduce the frequency of drunk driving.Xia proposed imposing harsher penalties for drunk drivers who caused road accidents.Member Lang Sheng said administrative detention for drunk drivers is having little effect on quelling the practice of drunk driving, and criminalizing the act of drunk driving would work more effectively.However, NPC Standing Committee member Fang Xin proposed to fully consider the consequences of criminalizing drunk driving.A civil servant could no longer keep his post if he commits a crime, even if its drunk driving and no one was hurt, according to Fang.Member Li Lianning suggested authorities mete out punishment for drunk drivers based upon the severity of their cases and take a cautious approach in legislation.In most cases, a draft law will be read two or three times before being passed.China's fast economic development has enabled a growing number of Chinese to realize their middle class dream of owning a car.China' s auto sales jumped past the United States to reach record levels in 2009. China had 199 million motor vehicles on its roads as of September, including 85 million cars, according to the Ministry of Public Security.However, in a country where drinking liquor is an important part of the dining ritual, the pleasures of drinking alcohol have made drunk driving sometimes an unavoidable practice.In 2009, Chinese police apprehended 313,000 drunk drivers.Earlier this month, Gu Qingyang, a post office official in Luoning County of central China' s Henan Province, was arrested after he, under the influence of alcohol, drove his car into five teenagers before trying to escape.More fatal car accidents in big cities such as Chengdu, Nanjing and Hangzhou have triggered heated public complaints and calls for stricter penalties for drunk driving.
