SAN DIEGO (CNS) - Latinas are bearing a disproportionately high burden from the COVID-19 pandemic in San Diego County, a local nonprofit and Latina elected officials said today as they shared data from the San Diego Association of Governments.According to Latina-focused nonprofit MANA de San Diego, this comes as Latino households already had lower pre-pandemic wages, less access to health care and job-related benefits. Latinas in particular have faced increased job losses and threats of economic insecurity, they said.Chula Vista Mayor Mary Salas, a member of SANDAG's Board of Directors, shared that while Latinas comprise around 17% of the county's population, around 60% of that population is working in the three industries most impacted by job loss during the pandemic -- tourism, retail and education. Latinas account for 14% of total county employment, but 20% of employment in those sectors.Data from SANDAG paints a bleak picture in regard to Latinas during the pandemic. When compared to the white population, Hispanic populations are almost three times as likely to live in areas that have been highly impacted by COVID-19 and unemployment. Additionally, Hispanic residents account for a significant portion of essential workers, and many became unemployed due to temporary business closures as a result of COVID-19.A total of 70% of Hispanic households are in ZIP codes with above average unemployment, 49% in ZIP codes with above average COVID-19 cases and 42% of Hispanic households are in ZIP codes with both above average.More than 100,000 San Diegans have tested positive for the virus, and 57% of those have been Hispanic or Latino.``As the pandemic grows in severity and stay-at-home orders are strengthened, it is the county's Latina population that will continue to face a disproportionate amount of risk and negative impacts,'' a statement from MANA de San Diego said.A Harvard, NPR and Robert Wood Johnson Foundation study also found 46% of Latino households have used up ``most or all'' of their savings during the pandemic, with an additional 15% reporting they had no savings before COVID-19 hit the United States.The same study found 66% of Latino households with children report serious problems caring for their children, including 36% who report serious problems keeping their children's education going.``MANA de San Diego will continue to do our part in creating upward social mobility for Latinas,'' said Inez Gonzalez Perezchia, MANA de San Diego's executive director. ``We will work with our elected officials joining us today and we welcome allies to join us as well. SAN DIEGO (CNS) - A motorist was killed when his car was struck by a trolley after he drove past a trolley crossing gate in the Valencia Park area, police said Tuesday.The crash happened around 11:45 p.m. Monday near the intersection of Merlin Drive and Imperial Avenue, east of Valencia Parkway, San Diego police Officer John Buttle said.A 22-year-old man was driving a Toyota Prius southbound on 60th Street toward Imperial Avenue when he drove past trolley crossing arms and was struck by an eastbound trolley, Buttle said. The impact pushed the vehicle about 100 feet down the tracks.The victim, the only occupant of the Toyota, was pronounced dead at the scene, the officer said. SAN DIEGO (CNS) - In a 6-3 vote, the San Diego City Council today rejected a proposed .5 million sale of the property holding the city's only roller skating rink, Skateworld.The proposal called for the city to sell the parcel of land to big-box store developer Pacifica Companies, much to the chagrin of Skateworld supporters who called on the council to either collect more community feedback before approving the sale or reject it outright in favor of renovating the rink.Skateworld advocates collected thousands of signatures in an effort to save the skating rink, including a change.org petition that garnered more than 19,000 supporters. "I really appreciate that residents of every council district came to speak today about the community that Skateworld fosters,'' said City Councilwoman Barbara Bry. "I think there's so few family friendlyopportunities in that community that it's really essential.''The skating rink was developed under a state redevelopment agency more than 40 years ago. When Gov. Jerry Brown dissolved the redevelopment agencies in 2011, he ordered that their assets be liquidated to the highest bidder.The city put the property up for bid last year and named Pacifica the recommended buyer after three rounds of receiving offers for the site. Supporters of the sale, including City Councilman Scott Sherman, who represents the district Skateworld is in, argued the city's hands were tied and it should honor Pacifica's bid. City Council members Mark Kersey and Chris Cate also voted in favor of the sale."I have to try to make a decision on what is fair,'' Sherman said. "And the reality is, if we went through three rounds of bidding and everybody was aware and we went through the community outreach and all that process andSkateworld had won that bid and I came in and said, `No, the developer said they'll give us more money, just tell them what they have to beat' ... everybody in this room would be down here screaming `How dare you do that.'''After rejecting the sale, the council voted unanimously to shift the property from a liquidation designation to a future redevelopment site. Sherman raised the concern that the council could be in the same position one year fromnow, with Skateworld finishing second in a bidding process to redevelop the site. But he voted for the motion regardless. "When I was looking at this, I really did say, you know, I like to give deference to my fellow council members and their district,'' City Councilwoman Monica Montgomery said. "This though, I went to church down the street as a child and went to Skateworld, so it is something that affects all of us.''The technically nonpartisan council voted along party lines to avoid the sale, showing the influence of council Democrats' supermajority. SAN DIEGO (CNS) - A man who fatally stabbed his 66-year-old uncle during an argument in their Pacific Beach condominium was sentenced Monday to 15 years to life in state prison.Randy Bautista Baisa, 39, pleaded guilty to a second-degree murder charge in connection with the 2018, killing of Merlino Bautista. Authorities said the defendant and the victim lived together.Prosecutors said Baisa -- who has significant mental health issues, according to the prosecution and defense -- stabbed his uncle 16 times, mostly in the back. SAN DIEGO (CNS) - In a ruling stemming from a lawsuit brought the city attorneys of San Diego and two other cities and the state, a federal judge today granted a preliminary injunction against ride-hailing companies Uber and Lyft, requiring them to classify their drivers as employees rather than independent contractors in accordance with a new state law.San Francisco-based Judge Ethan P. Schulman ruled in favor of California Attorney General Xavier Becerra, and the city attorneys of San Diego, Los Angeles and San Francisco in their lawsuit alleging Uber and Lyft have misclassified their drivers, preventing them from receiving ``the compensation and benefits they have earned through the dignity of their labor.''The suit alleges the companies are violating Assembly Bill 5, which went into effect Jan. 1 and seeks to ensure ``gig workers'' misclassified as independent contractors are afforded certain labor protections, such as the right to minimum wage, sick leave, unemployment insurance and workers' compensation benefits.Both companies issued statements indicating they would appeal the ruling, which is scheduled to go into effect in 10 days.Schulman wrote in his ruling that ``both the Legislature and our Supreme Court have found that the misclassification of workers as `independent contractors' deprives them of the panoply of basic rights and protections to which employees are entitled under California law, including minimum wage, workers' compensation, unemployment insurance, paid sick leave and paid family leave.''The judge said that under the ``ABC test'' used to determine whether a worker is an employee or an independent contractor, the companies would not be able to argue their drivers are independent contractors as they perform work that is within the company's usual course of business.Schulman recognized that the injunction could have major impacts for the companies, as well as some drivers who prefer to remain independent, and wrote that ``if the injunction the People seek will have far-reaching effects, they have only been exacerbated by Defendants' prolonged and brazen refusal to comply with California law.''The campaign for Proposition 22, a proposed ballot initiative sponsored by Uber and Lyft that would allow rideshare drivers to work as independent contractors, decried the ruling.``We need to pass Prop 22 more than ever,'' said Jan Krueger, a retiree who drives with Lyft in Sacramento. ``Sacramento politicians and special interests keep pushing these disastrous laws and lawsuits that would take away the ability of app-based drivers to choose when and how they work, even though by a 4:1 margin drivers want and need to work independently.We'll take our case to the voters to protect the ability of app-based drivers to work as independent contractors, while providing historic new benefits like an earnings guarantee, health benefits and more.''San Diego City Attorney Mara W.
