(KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. VISTA, Calif. (KGTV) - Prosecutors presented evidence Thursday against a man suspected of killing his girlfriend in Cardiff in an effort to send the case to trial. Late in the day, a judge decided there was enough evidence for the case to move forward.Henry Cowen is charged with murder in the death of 43-year-old Sabrina Lukosky. During his preliminary hearing in Vista court, attorneys heard from multiple witnesses, including a DNA expert who tied Cowen to the crime scene. Lukosky’s mother requested a welfare check in October 2019 after not hearing from her daughter for several days. A search warrant was executed a few days later, and led to the discovery of Lukosky’s body. Police said there were signs of a violent struggle in the couple’s bedroom. "There was a broken stick, a bottle that had been broken, some amount of blood, and the victim had a 1.5-inch vertical gash to her forehead," said Deputy District Attorney Marnie Layon. The San Diego County Medical Examiner’s office later determined Lukosky died of blunt force trauma and strangulation. Prosecutors believe Cowen left San Diego County and traveled to Los Angeles, then took a Lyft to Riverside County. They also said Cowen tried to leave the country with the help of his children’s mother. The National Oceanic and Atmospheric Administration's annual Arctic Report Card was published Tuesday.The report shows that the past year - from October 2019 to September 2020 - was the second warmest on record in the Arctic, the report said.The extent of snow on the ground in June across the Eurasian Arctic was the lowest recorded in 54 years.Satellites recorded the second-lowest end of summer sea ice extent in the ocean since record-keeping began 42 years ago, the report stated.According to the report - from September 2019 to August 2020 - the Greenland ice sheet experienced an ice loss higher than the 1981-2010 average but substantially lower than the 2018-19 record."Abnormal cyclonic atmospheric circulation centered over Greenland promoted normal or colder-than-average conditions for the interior and east, with higher air temperatures in the north, southwest, and many coastal regions," researchers who contributed to the report stated.The report also added that extreme wildfires in the Sakha Republic of northern Russia this year "coincided with unparalleled warm air temperatures and record snow loss in the region."According to the Associated Press, the report from last year included for the first time essays and research contributed by the Arctic's Indigenous communities.
