SAN DIEGO (KGTV) -- It's lasagna-making time in the Rosenblatt home and mom Angela and her adorable 5-year-old helper, daughter Stella, are whipping up a big batch for strangers in need.Angela says, "I think it's a very different message that we send when we put our heart, we put our soul, we put our time into providing a home-cooked meal for someone."Angela is part of the organization Lasagna Love, founded by Rhiannon Menn who first posted her idea on social media in May. Angela was one of the first ten to answer the call to spread love through cooking."It inspires a little bit of hope. It confirms hope giving it forward that somebody cared enough about you," says Angela.Angela makes about twenty lasagnas a week in her Del Cerro kitchen, which means she has given more than 500 so far. She says she started learning how to whip up great food when she was young. "Growing up in the restaurant industry you cook with what you've got," says Angela, "it's always made with love. It's always made with some really great ingredients, but it's what I can get so I can feed as many people as I can."Volunteers drop the meals off at people's doors for pandemic safety and recipients often make it clear just how thankful they are. That includes essential worker Abigail Eastman who says, "I'm very grateful to you guys in this time of pandemic. You guys are making a difference one lasagna at a time."Sometimes, there is no feedback. Angela says she understands why."It's embarrassing to a lot of people, that this is the first time they have never been able to maybe provide for their family, and you can't be doing this for a thank you."Certainly for Angela and the now 3,000-plus volunteers in 47 states feeding their communities, the true motivation is feeding the soul."I hope that is a lesson that I'm able to show to my daughter, that even though we're having a hard time we can continue to move through it and we can continue to show grace," says Angela.Angela doesn't always make lasagna. SAN DIEGO (KGTV) - Members of Congress are responding to a Team 10 investigation that uncovered allegations the government is not providing adequate medical care to some U.S. citizens in its custody.Two recently filed lawsuits allege that dozens of individuals’ medical needs were deliberately ignored by Department of Homeland Security (DHS) agents, and Americans were forced to undergo life-threatening and torturous detox in temporary holding cells at the border.In a statement to 10News U.S. Congressman Bennie Thompson, Chairman of the Committee on Homeland Security wrote, “The allegations made in these lawsuits are extremely troubling. Anyone in CBP custody who is in medical distress should receive urgent medical care if they require it. Across the board, it’s clear that CBP has work to do to ensure safe and humane conditions for all detainees.”San Diego area Congressman Scott Peters also responded saying, “Everyone in federal custody deserves access to basic care. Ignoring a detainee’s pleas for help runs counter to CBP’s own national policies, which say detainees are entitled to medical care if they report an illness or appear to need help. Officers at the border may be overwhelmed, but if CBP is going to detain people, they have a duty to provide proper medical care to the people in their custody.”10News also heard from ACLU of San Diego & Imperial Counties. A spokesperson wrote, "Unfortunately, horrible detention conditions at U.S. Customs and Border Protection facilities, including inadequate medical care, is nothing new – though they are violations of the agency’s own internal standards for treatment of people in its custody. As a result of recent federal policy decisions, far more people are being unnecessarily held in CBP custody, for longer, under these deplorable conditions. These decisions are greatly exacerbating CBP’s longstanding failure to meet the basic humanitarian needs of the people it insists on detaining.”When asked for a comment on the allegation in the lawsuits a spokesperson for Customs and Border Protection said the agency cannot comment on matters that are currently under litigation. 2159

SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license.The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions. That's because Earnest, a college student, did not have a valid hunting license when he purchased the firearm allegedly used in the attack, Fish and Wildlife has confirmed. 10News reported that under current law, the Justice Department leaves the responsibility to individual gun shops to verify hunting licenses. It does not verify them again with state Fish and Wildlife during the 10-day mandatory background check. Portantino said this is on his radar for the 2020 session. "This issue certainly highlights these legitimate questions," he said. "So yes that’s one of the things we’re looking into for next year is ensuring that when you collect data you want to make sure it’s used for the right purpose. We're definitely looking to make that system better without a doubt."The gun dealer, San Diego Guns, has insisted it did everything properly in the transaction. Earnest is accused of fatally shooting Chabad of Poway congregant Lori Kaye and injuring three others on April 27. He is now facing more than 100 federal hate crime charges. 2496

SAN DIEGO (KGTV) — In celebration of the National Parks Service's 103rd birthday, locals can enjoy the country's spectacular national parks for free.On Sunday, Aug. 25, NPS will celebrate its birthday by granting free admission to park goers across the country. The promotion is one of five "fee-free" days throughout the year. The next free admission days at Sept. 28 for National Public Lands Day and Nov. 11 in honor of Veterans Day.In San Diego, residents can enjoy free entrance to Cabrillo National Monument at the tip of Point Loma.
