POWAY, Calif. (KGTV) - A state inspection found 12 flaws in Poway's drinking water delivery system less than three months before the city's precautionary boil water advisory.City officials remain adamant that the issues raised by the inspection had nothing to do with the nearly week-long advisory that ended Dec. 6. The September 2019 inspection, from the State Water Resources Control Board, raised a series of issues - some administrative. It says some of Poway's distribution system reservoirs haven't been cleaned or inspected in more than five years; that the city's coagulant feed pump meter isn't working, and that the city needs to update its water quality alarm systems for chlorine and clarity. RELATED: Poway businesses affected by boil water advisory get help from San Diego County"The following is a summary of our findings and a discussion of deficiencies observed during the inspection, which must be addressed to better protect public health and improve system reliability," says the inspection, dated Sept. 19. The city issued the precautionary boil advisory on Nov. 30 after a Thanksgiving rain storm. A storm drain overflowed and backed up into its water treatment facility's clearwell reservoir due to Thanksgiving rains. Residents began reporting brownish water. The city temporarily fixed the problem, but state officials have said they anticipate issuing fines. RELATED: Mayor: Water Crisis critics are politically motivatedPoway officials expressed shock at that revelation, citing the September report. The city has declined to release the report, but 10News obtained it from the state via a Public Records Act request. The city declined a request for an interview, but a spokeswoman said it has met the deadlines the inspection gave to address the issues it raised. 1802

POWAY, Calif. (KGTV) -- The Blue Sky Ecological Reserve will reopen Saturday after it temporarily closed when a four-year-old was attacked by a mountain lion, according to The California Department of Fish and Wildlife. The department received a call around 2:40 p.m. Friday about a child with scratches on his back and thigh.Park officials say a family was on a hike when the incident occurred. "The child was with a lot of family members which is a good thing and it sounds like the family separated into two groups and the child may have been darting back and forth," Fish and Wildlife Public Information Officer Tim Daly said that could have made him vulnerable to the attack. The City of Poway notified the department of fish and wildlife. He was taken to the hospital, Daly said, to collect evidence in hopes of finding the mountain lion who attacked him.Daly said more than 50% of California is mountain lion habitat, adding it's important not to leave out pet food and keep pets and children close while outdoors in mountain lion territory. 1053

President Donald Trump issued a statement declaring victory in Tuesday's presidential election, adding that he believes that the election is being stolen. There is no evidence at this time of any widespread election or voting fraud. When Trump spoke from the White House early Wednesday morning, opponent Joe Biden held a narrow 225-214 Electoral College lead. "I want to thank the American people for their tremendous support. Millions and millions of people voted for us today. And a very sad group of people is trying to disenfranchise that group of people. And we won't stand for it. We won't stand for it," Trump said.A number of battleground states remain uncalled, including Pennsylvania, Wisconsin and Michigan, North Carolina. With an influx of mail-in voting, states are needing more time than usual to count ballots. Officials in Pennsylvania have said that the vote count there could take days. The winner of Pennsylvania could be what decides the winner of the election.“We are up BIG, but they are trying to STEAL the Election. We will never let them do it. Votes cannot be cast after the Polls are closed!” Trump tweeted.Immediately after the message was sent, Twitter flagged the tweet for misinformation. In response, Biden campaign manager Jen O'Malley Dillon called Trump's comments "outrageous, unprecedented and incorrect.""It was outrageous because it is a naked effort to take away the democratic rights of American citizens," she wrote. 1465

President Donald Trump and his Canadian and Mexican counterparts signed a replacement NAFTA deal on Friday during a ceremony on the sidelines of the G20 summit. The ceremonial signing does not mean the United-States-Mexico-Canada Agreement -- the USMCA, as it has been rebranded -- will now go into effect. The deal still needs to win congressional approval in Washington, where key members of both political parties have already expressed significant concerns."I don't expect to have much of a problem," Trump said during the ceremony. The signing ceremony in and of itself represented a political victory for Trump, who has been eager to mark the deal with a formal photo opportunity alongside Canadian Prime Minister Justin Trudeau and outgoing Mexican President Enrique Pe?a Nieto. It was not clear until just a day earlier that the ceremony would go through amid ongoing Canadian protests over US-imposed steel and aluminum tariffs.Top US officials were on hand for the signing ceremony, including Secretary of State Mike Pompeo, Treasury Secretary Steven Mnuchin, national security adviser John Bolton and the President's daughter Ivanka Trump and son-in-law Jared Kushner.The-CNN-Wire? & ? 2018 Cable News Network, Inc., a Time Warner Company. President Donald Trump said the government wouldn't continue to pay California over its worsening wildfires if the state didn't "get their act together."While speaking at the White House on Wednesday, Trump said California's wildfires are costing the country billions of dollars. He added that whoever becomes governor in November needs to "better get your act together.""So I say to the governor or whoever is going to be the governor of California you'd better get your act together because California, we're just not going to continue to pay the kind of money that we're paying," Trump said. The president went on to blame the state's worsening fires on forest land, saying California doesn't, "want to clean up their forest because they have environmental problems in cleaning it up.""And here we are with thousands of acres and billions and billions of dollars every year it's the same thing every year," Trump said. "And they don't want to clean up their forest because they have environmental problems in cleaning it up. It should be the opposite. Because you're going to lose your forest you'll lose it."As of August, nine wildfires had scorched an estimated 721,642 acres in the state and has been one of the deadliest, killing six firefighters. 1276
