SAN DIEGO (KGTV) — If Pfizer's coronavirus vaccine is approved this week, UC San Diego Health anticipates receiving its first allocation of the vaccine next week.The vaccine will be considered on Thursday by the Food and Drug Administration. Once it receives the vaccine, UC San Diego Health says its first vaccinations could occur shortly after."Assuming the U.S. Food and Drug Administration issues an Emergency Use Authorization tomorrow or Friday, we would anticipate arrival of the first allocation of the Pfizer vaccine to UC San Diego Health next week, with the first vaccinations occurring shortly thereafter," a statement from the hospital system said. SAN DIEGO (KGTV) -- Isabel Rosales was brutally attacked and nearly killed by her husband in January 2018."It was life or death, my ex husband attacked me in front of my kids," said Rosales.Rosales was married for 16 years. She and her ex-husband moved from Chicago to San Diego for a fresh start. But Rosales says the abuse only got worse."Sexual abuse, verbal abuse, physical abuse, everything," said RosalesShortly after their 16-year anniversary Rosales told her Ex-husband she wanted a divorce. She barely made it out of the family home alive."I was getting ready to go to work and we had been arguing...his behavior had been kind of erratic over the last few weeks. I thought he was agreeing with me when he said it ends here. I thought he was getting his suitcase and leaving. He followed me into the bathroom and he stabbed me. I ran into the kid's room and he stabbed me in front of the kids who were sleeping. I was able to push him out of the way and I ran out of the house. Before I ran out of the house though he attacked me again at the front door. I knew if I didn't make it out of the door it was over and by the grace of God the door opened."Rosales was in the ICU at UCSD for three days with a breathing tube. She says she fought to stay alive for her three children and her mother, who was killed by her boyfriend in 2011."My mother was murdered by her boyfriend in Mexico. And my ex-husband attacked me in a very similar way."Rosales says she had what her mother did not. Help. Hers came in the form of Operation for Hope, a San Diego non-profit that helps provide emergency services to victims of domestic abuse. Rosales was given emergency shelter and money to pay for a divorce attorney."It helped me have a future. It gave me exactly what it promises- HOPE."Rosales has this advice for other survivors."I was ashamed to ask for help. I didn't know services like this exist. I am here to tell you there's great courage in asking for help and taking that first step... I hope and I pray to change one other person's world out there by sharing my story. My heart aches for those who do not make it like my mom, for those who do not know how to get out or where to go, for those that think an abusive relationship is normal. Anything is possible and each and every person is deserving of a beautiful and safe life... I am happy now. These tears are tears of joy."During the pandemic, domestic violence incidents have increased. From January to June 2020, there were 8,495 domestic violence incidents reported to law enforcement in San Diego County, as compared to 8,235 during the same period in 2019; a 3% increase from the prior year according to the San Diego County District Attorney's office. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238
SAN DIEGO (KGTV) - If San Diego County has a case rate higher than 7.0 next week, it could be moved into the state’s purple tier which is the most restrictive tier for area businesses.Wednesday, county health officials said San Diego County was at a 4.5% testing positivity rate and 7.9 cases per 100,000 people. The current case rate it over the state's threshold of 7.0 cases per 100,000 residents reserved for the purple tier, the state's most restrictive.According to a breakdown from the California Department of Public Health, retail stores will have to lower to 25% capacity indoors, from 50% capacity.Restaurants must move to outdoor dining only, after operating at 25% capacity indoors or 100 people, whichever is fewer.Shopping centers will move to 25% capacity with closed common areas and a closed food court. SAN DIEGO (KGTV) — In a move to help shed the mounting costs of a real estate deal gone wrong, the City of San Diego says it is stopping lease payments on the sharply criticized 101 Ash Street building.The city sent a letter to Cisterra Development, which brokered the real estate deal, that it will be "suspending further lease payments for the 1010 Ash Street building," starting with the Sept. 1 payment. The letter adds that the city will not be making any lease payments "until these issues are fairly resolved.""The City has lost use of the building due, in part, to direct physical loss and damage to the premises, including widespread and negligent disturbance of asbestos," the city's letter reads.RELATED: Options and possible consultation costs for vacant buildingThe property at 101 Ash St. has sat vacant in downtown San Diego for most of the last four years. As it remains empty and unused, taxpayers are paying a daily bill to the tune of ,000.The city intended to move 1,100 city employees into the building, but officials soon discovered problem after problem to the site's 19 floors. In December 2019, the city finally moved workers in, only to vacate them a month later when the county detected traces of asbestos.The building was purchased by the city in 2016 in an approved lease-to-own agreement valued at million.RELATED: City leaders vote for updates on 101 Ash Street as costs mountLast month, a letter obtained by ABC 10News showed the city was considering proposals for additional services including bare requirements to reoccupy the building, fire/life/safety recommendations, and potentially demolishing and replacing the existing building. It appears you have documents that are not final and should not be treated as such."In August, City Council leaders voted 5-4 to request monthly updates on the status of the building and costs for several next steps options by Mayor Kevin Faulconer's office, including putting millions of dollars more into the building for the needed repairs, buying out the lease, pursuing a new landlord, trying to renegotiate its lease, or walking away entirely.
