She more broadly barred him from infringing on the state Legislature.The judge said Newsom overstepped his authority with an executive order that directed counties to send all registered California voters mail-in ballots and regulated the number of polling stations.The lawsuit stems from an executive order that was issued before the state's Legislature passed a similar law related to mail-in ballots.It's the second time a judge in the same county has reached the conclusion, which runs counter to other state and federal court decisions backing the governor's emergency powers.Heckman's decision will become final in 10 days.Newsom's administration says it disagrees and is evaluating its next steps. 1050

SACRAMENTO, Calif. (AP) — A 60-year-old serial rapist in Northern California whose crimes went undetected for nearly three decades was sentenced to 897 years in state prison. The Sacramento Bee reported that Roy Charles Waller, dubbed the “NorCal Rapist,” showed no emotion Friday and sat with eyes closed during sentencing. He declined to address the victims or the court. A jury in Sacramento convicted Waller of raping nine women in their homes between 1991 and 2006 in six counties. Investigators used DNA technology and genealogy websites to zero in on Waller and arrested him more than two years ago. A woman raped in 2006 testified that the day Waller was arrested was the first time she could take a shower without fear. Waller says he is innocent. 764

RICHMOND, Va. – A military veteran who died of a heart attack while onboard a Richmond city bus was robbed while unconscious. Several burobbed while unconsciouss riders jumped in to help the man while he went into cardiac arrest, but they ultimately got off the bus, with the exception of one.Police say 20-year-old Demontea Chappell stayed behind under the guise of giving aid but was seen on camera taking the man's wallet.A video reveals the heartbreaking details."Pop? What you name is Pop?" said a young man, as the older bus passenger struggled unconsciously and not breathing."Trying to find his wallet. Where the wallet at?" that young man continues.Chappell, according to police, was acting as if he was giving aid to the Air Force veteran, but the bus video showed he went inside the man’s wallet and then slid the cash into his own pocket.Sources told WTVR's Jon Burkett that the veteran always carried cash, but how much money he had that day was unknown.Police now have a warrant for Chappell's arrest.The veteran died on the bus near the corner of First and Federal last Thursday morning.Sources tell WTVR that after family members questioned why their loved one’s wallet was empty, officials with the Greater Richmond Transit Company (GRTC) went to the recordings and alerted police. The load has been there for almost two months, and it's making the whole place smell like a rotting animal carcass.To add insult to injury, it isn't even their poop. For the last year, waste management facilities in New York and one in New Jersey have been shipping tons of biowaste -- literally, tons -- to Big Sky Environmental, a private landfill in Adamsville, Alabama. But in January, the neighboring town of West Jefferson filed an injunction against Big Sky to keep the sludge from being stored in a nearby rail yard.It was successful -- but as a result, the poo already in transit got moved to Parrish, where there are no zoning laws to prevent the waste from being stored. 922
