DALIAN, May 25 (Xinhua) -- China started the trading of polyvinyl chloride (PVC) futures contracts at 9 a.m. at DALIAN Commodity Exchange Monday, with September contract V909 opening 275 yuan higher at 6575 yuan per ton.     After steel futures and rice futures, this is the third new futures trading launched in China this year.     PVC is a kind of synthetic resin widely used in construction, plumbing, electric wires and packaging. China is the world's largest PVC manufacturer, with an annual output of 8.82 million tonnes last year. QINGDAO, April 20 (Xinhua) -- China's senior navy officer said here Monday that the international fleet review to be held in east port city Qingdao on Thursday is aimed at promoting understanding about China's military development.     Ding Yiping, deputy commander of the Chinese People's Liberation Army (PLA) Navy, told Xinhua in an exclusive interview that the review would serve as a platform for navies from other countries to increase their understanding about China and the Chinese navy. China's People's Liberation Army (PLA) kicks off a grand maritime ceremony to mark the 60th anniversary of its navy at 6 p.m. Monday off the coast of the eastern city of Qingdao,China's Shandong Province, April 20, 2009    "Suspicions about China being a 'threat' to world security are mostly because of misunderstandings and lack of understandings about China," Ding said.     "The suspicions would disappear if foreign counterparts could visit the Chinese navy and know about the true situations."     Ding also said the review is expected to build a platform for navies from different countries to enhance understanding about each other and for navy leaders to address matters on safeguarding global sea security.     High-level delegations from 29 countries and 21 vessels from 14countries will take part in the review, according to the Defence Ministry.     China would send domestic-made warships and weapons to the review, including the debut of its nuclear submarines.     As the review is to start in days, Ding said the weather in Qingdao is their "prime concern" for the review.     "It would definitely affect the review if bad weather appears," Ding said, "such as rain and fog."     But Ding also said that according to weather forecast, the cold air which caused rain and heavy wind in Qingdao since Saturday afternoon would come to an end by Wednesday. He is confident that the weather on Thursday would be good enough for the review to go smoothly, if "no major weather accidents happen."

BRUSSELS, April 22 (Xinhua) -- The number of civilian deaths in Afghanistan went down by 39 percent in the first three months of 2009 compared to the same period a year before, NATO said on Wednesday.     NATO spokesman James Appathurai said 81 percent of the civilian deaths were caused by the Talilban-led insurgents and 19 percent by international troops in the first three months of 2009. He did not give the overall number of civilian deaths in this period.     A total of 1,240 civilians were killed in 2008 in Afghanistan and the Taliban and other militant groups were responsible for 80 percent of them, according to NATO counts. But the UN mission in Afghanistan said more than 2,100 civilians were killed last year.     "It is important to note that despite the increase in (the numbers of) international forces, efforts to reduce the numbers of civilian casualties are having an effect," said Appathurai.     He said NATO and the Afghan security forces will establish about three dozen joint coordination centers throughout the country by mid-summer to coordinate military support and security support for the presidential and provincial elections in August.     Four battalions of extra troops will be deployed by mid-summer to help secure the elections. The extra troops will stay long enough in case a presidential run-off is needed in early October, he said.

BEIJING, May 27 (Xinhua) -- China's State Council announced Wednesday further support policies, including expanded export credit insurance, tax breaks and more financial access, to help exporters. An executive meeting of the State Council, or Cabinet, also said the country would keep the yuan "basically stable" at a "reasonable and balanced" level to help exporters avoid exchange risks.     The meeting was presided over by Premier Wen Jiabao. For example, the government raised the tax rebate rate for textiles five times since August, most recently last month when the rate went from 15 percent to 16 percent. 

BEIJING, June 12 (Xinhua) -- China's joint prevention and control tactic has been proved to be powerful, orderly and effective in fighting the spreading of A/H1N1 virus, said Vice-Premier Li Keqiang while he presided over a conference on the issue Friday.     The tactic has helped the nation win time and initiative in the efforts to deal with the epidemic, which has protected the people's health rights, reduced its impacts on economy and society in a maximal way, and provided favorable conditions for the country's development, said the official, who is also member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau. Li conveyed the instructions of Hu Jintao, state president and general secretary of the CPC Central Committee, and Premier Wen Jiabao on the issue. He said the situation of the epidemic has been under control in the country. The patients found in China have mostly come from abroad and the majority of them are minor cases that have been cured in a relatively short time, he noted.     While the epidemic situation is developing outside of the country and the WHO has raised its flu alert to the highest level, the number of imported flu cases has increased relatively quickly over the past few days, according to the official.     China will try to minimize the number of locally transmitted cases, prevent the spreading of the virus in communities, increase the abilities of handling seriously ill patients, and speed up the pace of studying and producing the vaccine, in order to prepare for future changes of the epidemic, Li said.     Ma Kai, state councilor and secretary general of the State Council, attended the meeting.
