SAN DIEGO (KGTV) — A preliminary 6.6-magnitude earthquake that hit near Ridgecrest was felt throughout Southern California on Independence Day.The earthquake was recorded at about 10:30 a.m. Thursday between Ridgecrest and Searles Valley, in San Bernardino County, according to the United State Geologic Survey (USGS). SAN DIEGO (CNS) - Violent crime in San Diego County rose in the first half of the year for the fifth consecutive year, according to a report released Tuesday by the San Diego Association of Governments. The report by SANDAG's Criminal Justice Research Division found that the mid-year number of violent crimes in the county was 5,545, up from 5,510 last year; 5,421 in 2017; 5,361 in 2016; and 5,330 in 2015. The five-year increase amounts to a 4% bump in violent crime. Reports of property crime went the opposite direction, falling from 30,447 in 2015 to 27,236 in 2019, an 11% decrease. The mid-year numbers of violent and property crimes in 2019 are vastly different from 2009, when the city received 6,256 violent crime reports and 35,204 property crime reports. Violent crime reports dropped 11.4% in that span, mainly because robbery reports fell from 1,931 to 1,411, according to the SANDAG report. Despite the overall drop in robbery reports, this year's number increased 5% compared to the same six-month period last year. Arson reports saw the largest drop from last year to this year -- falling 28% from 190 to 136 -- while homicides dropped from 40 to 38. Reported property crimes fell 22.6% from 2009 to 2019 and residential burglaries saw the biggest decrease in that time, dropping 53.9% from 4,460 to 2,054. Larceny over 0 was the only category to increase from 2009 to 2019, rising from 7,578 to 8,527. Reports of rape fell to 539 after reaching 604 at the midway point of 2018. However, numbers since 2015 may be somewhat deceiving, as California law enforcement broadened the definition of rape in 2015 to include ``male victims, sodomy, penetration with any body part or object, and no longer requires force,'' according to SANDAG Division Director of Criminal Justice Dr. Cynthia Burke. As a result, some crimes that would have been classified as aggravated assaults are now considered rapes and some crimes that would not have been considered violent crimes are now captured in these statistics, Burke said. Violent crimes include homicide, rape, robbery and aggravated assault. Property crimes include burglary, larceny and motor vehicle theft. SAN DIEGO (CNS) - The unemployment rate in the San Diego-Carlsbad Metropolitan Statistical Area dropped to 6.6% in November, down from 7.5% in October and above the year-ago estimate of 2.9%, according to figures released Friday by the state Employment Development Department.This compares with an unadjusted unemployment rate of 7.9% for California, down from 9% in October. The rate is 6.4% for the nation, down from 6.6% during the same period.According to the EDD, total non-farm employment in San Diego County increased by 14,300 jobs month-over-month -- from 1,412,000 to 1,426,300 -- while farm employment contracted from 9,500 to 9,200.The region lost 97,700 non-farm jobs and 400 agricultural jobs over the year.The region's unemployment rate rose to 15% in May during the COVID-19 pandemic, according to EDD data, while data from the San Diego Association of Governments showed rates of nearly 30% unemployment in May.The November data reported Friday does not include regional stay-at-home orders which Gov. Gavin Newsom put in place for California regions this month with fewer than 15% of their intensive care unit beds available. Thursday's data from the state claimed Southern California had filled its ICU beds as the COVID-19 pandemic worsens, but San Diego County health officials reported 16% of local beds were still available.Trade, transportation and utilities led all industry sectors in month- over-month job gains at 8,200. Retail trade, up 6,500, and transportation, warehousing and utilities, up 1,800, logged increases in jobs. Within the category of retail trade, clothing and clothing accessories stores -- gained 1,500 -- and general merchandise stores -- up 1,200 -- were large contributors to month-over job gains. SAN DIEGO (KGTV) - A billing error has double charged approximately 411,000 Medicare beneficiaries, according to government officials.The error affected those who pay their premiums to the Center for Medicare & Medicaid Services (CMS) through Easy Pay (Automated Clearing House payments.) Officials say the premiums were deducted twice directly from beneficiary’s bank accounts.“They took out both my husband’s and my payment twice,” said Jacki Montierth.Montierth teaches tech seminars for seniors at Oasis Lifelong Learning Center in La Mesa, including about how to use their smartphones and computers to access financial and medical documents.She says, she closely monitors her account, but worries other people may not be as vigilant or even know how to check their statements.“I’m sure this will hurt many people on limited income and my bank says it may take a week to refund,” said Montierth.So far, officials say about 20% of the duplicated money has already been refunded. They said they are working to return the rest of the money by Wednesday, September 25.If the money has not been returned by then, Medicare officials claim the Treasury’s Bureau of Fiscal Service will begin reversing the rest of transactions to complete the reimbursement.Those who worry they have been overcharged can call 1-800-MEDICARE to report an issue. SAN DIEGO (CNS) - Three men who took part in the shotgun slaying of a Pacific Beach resident late last year pleaded guilty Friday to voluntary manslaughter and assault charges.Carlos Yslas, 25; Pedro Ramirez, 27; and Freddy Sosa, 38, were previously facing murder charges in the Dec. 29, 2018, death of 44-year-old Marcanthony Mendivil, who was killed in a home in the 2300 block of Wilbur Avenue.Yslas, who admitted to firing the shotgun, faces up to 30 years in state prison when he is sentenced Jan. 10.RELATED: Suspects in fatal Pacific Beach shooting to be arraigned; victim identifiedRamirez, who faces eight years in prison, is also due to be sentenced Jan. 10. Sosa also faces eight years in prison and will be sentenced Nov. 15.A fourth defendant, Paul Charles Weinberger, 51, remains charged with murder and assault. He's due back in court next week for a status conference, with a preliminary hearing scheduled for Nov. 18. Weinberger remains out of custody on million bail.Prosecutors have said that Weinberger lived in the residence where Mendivil was shot in the predawn hours of Dec. 29. However, neither a motive for the slaying, nor the defendants' relationships to each other and the victim, have been disclosed.Officers found Mendivil suffering from a gunshot wound when they responded to a 1:47 a.m. call of a possible shooting last Dec. 29, San Diego Police Lt. Matt Dobbs said.Paramedics took him to a hospital, where he was pronounced dead at 2:30 a.m., Dobbs said.Deputy District Attorney Flavio Nominati alleged during Yslas and Ramirez's arraignment earlier this year that both men entered the home masked and gloved.Yslas threatened another witness with the shotgun, then fired twice on Mendivil, the prosecutor said. The men then fled the scene in a vehicle, according to Nominati.Weinberger and Sosa were arrested the day of the killing, while Yslas and Ramirez were already in custody on unrelated charges when they were re- arrested and charged in February in connection with the killing. 2030
