BEIJING, March 8 (Xinhua) -- China is making plans to upgrade its food safety system, stressing improved quality standards and strengthened supervision, according to a notice made public Monday at www.gov.cn.In late February, south China's Hainan Province took emergency measures to stop toxic cow peas from entering the market after about 3.5 tonnes of Hainan cow peas found were tainted with a poisonous pesticide.To prevent such incidents and help ensure food safety, the country plans to increase the frequency of food tests and inspections -- especially for dairy products and other high-risk food.National quality standards for diary products will also be released this year.At least six infants died and almost 300,000 became ill across the country after consuming dairy products tainted with the industrial chemical melamine. The scandal was first reported in September 2008 and prompted a food safety overhaul nationwide.

BEIJING, Feb. 1 (Xinhua) -- China said on Monday protectionism of the United States has "seriously affected" their trade ties and urged it to stop abusing trade remedy measures.The Ministry of Commerce spokesman Yao Jian made the comments on the ministry's website in response to recent U.S. decisions to impose anti-dumping duties on electric blankets and wire trays from China and an anti-dumping and anti-subsidy probe into Chinese steel drill pipes."Since the outbreak of the financial crisis, the U.S. trade protectionism has been apparently on the rise, and China has become the biggest victim of U.S. abuse of trade relief measures", said Yao.Yao said a recent accusation by a senior U.S. commerce official that China has set barriers against foreign investment was "totally contrary to the facts."China is the third largest export market of the U.S., and has been the fastest growing one for years. BEIJING, March 11 (Xinhua) -- A Chinese political advisor said here Thursday that it was "groundless" that some foreign media reports alleged China had hidden part of defense budget.Jia Yong, a member of the National Committee of Chinese People's Political Consultative Conference (CPPCC), made the remarks when commenting on some foreign media reports that part of China's military expenditure might have gone hidden as the country's defense budget growth slowed to 7.5 percent this year.Speaking on the sidelines of the ongoing annual session of the CPPCC National Committee, the top political advisory body, Jia called such reports were merely meant to draw more attention.China publishes the national defense white paper every two years, which is more detailed in military expenditure than many other countries, Jia said.The per capita defense budget of China is the lowest among the permanent members of the United Nations Security Council, and the country has dispatched the most servicemen and police officers for peacekeeping missions, Jia said.The Chinese government revealed last week that the country plans to increase its defense budget by 7.5 percent in 2010, compared with last year's 14.9 percent, to 532.115 billion yuan (about 78 billion U.S. dollars).

ADDIS ABABA, Jan. 12 (Xinhua) -- China will lose no time in implementing the "eight new measures" to strengthen China-Africa cooperation in the next three years, said China's Minister of Commerce Chen Deming on Tuesday. The fourth ministerial meeting of the Forum on China-Africa Cooperation was held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9. At the meeting, Chinese Premier Wen Jiabao announced eight new measures the Chinese government will take to strengthen China-Africa cooperation in the next three years.     The success of the Sharm el-Sheikh meeting has opened a new page for China-Africa cooperation, Chen said during his talks with Erastus Mwencha, deputy chairperson of the Commission of the African Union (AU).     China will focus on improving African people's well-being, strengthening Africa's agriculture and infrastructure and expanding cooperation in human resources development, he said.     China will support Africa to increase its capacity for independent development, and join hands with Africa in tackling such challenges as the global financial crisis and climate change, in a bid to promote China-Africa friendly cooperation and Africa's economic and social development, said the Chinese minister.     Chen appreciated the AU's efforts to further Africa's integration process and develop China-Africa cooperation, saying China will continue to strengthen all-round cooperation with the AU, and support the AU to play a bigger role in regional and international affairs.     For his part, Mwencha said Africa and China respect each other and treat each other on an equal footing, adding that bilateral ties have stood the test of the time.     He believed the Sharm el-Sheikh meeting will further promote the development of cooperation between Africa and China.     China's eight new measures to enhance cooperation with Africa are consistent to Africa's practical needs, said the AU official.     Mwencha said the AU Commission is willing to play a bigger role in implementing the eight new measures and enhance dialogue between Africa and China.     Chen arrived here on Monday for a working visit, which will also take him to Mozambique and Tanzania.
