(KGTV) - A horse died Monday at the Del Mar Fairgrounds, the fourth death at the track since the start of the summer racing season in July. “We are saddened to confirm that Bri Bri, an unraced three-year-old filly, was humanely euthanized today after suffering a serious injury to her pelvis during training,” the Del Mar Thoroughbred Club read in a statement. “We are deeply sorry for her and her human connections.” Emergency personnel and track veterinarians responded to the emergency immediately, said DMTC officials. Del Mar was among the nation’s safest racetracks last year, but experienced the deaths of two horses on the second day of the season. Charge A Bunch, trained by Carla Gaines, ran headfirst into Carson Valley, trained by Bob Baffert. Another of Baffert’s horses, Bowl of Soul, had a fetlock injury and was euthanized less than two weeks later. Bri Bri was trained by Jim Cassidy. Track officials said they will meet with him to discuss the matter. “Del Mar has implemented a series of safety and welfare reforms over the last several racing seasons, including the creation of an independent five-member panel to review all entries. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. RELATED: Del Mar cliff crumbles near train tracks following heavy rainsAt the southernmost point of erosion, two one-inch thick steel plates measuring eight by ten feet and concrete slurry were used as a temporary fix, the NCTD said. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Tucker and San Diego Association of Governments (SANDAG) Executive Director Hasan Ikhrata issued a joint memorandum supporting projects to secure the bluffs. DETROIT (AP) — The United Auto Workers union announced that its roughly 49,000 members at General Motors plants in the U.S. will go on strike Sunday night because contract negotiations with the automaker had broken down.The decision came after about 200 plant-level union leaders voted unanimously in favor of a walkout during a meeting Sunday morning in Detroit."We stood up for General Motors when they needed us most. Now we are standing together in unity and solidarity for our members," union Vice President Terry Dittes said in a statement.It's still possible that bargainers could return to the table and hammer out an agreement, but union spokesman Brian Rothenberg said at a news conference that it would be unlikely. He said it would be hard to believe that the bargainers could resolve so many issues before 11:59 p.m.The announcement came hours after the union let its contract with GM expire Saturday night.In a statement, GM said it offered improved wages, benefits and additional U.S. jobs."It is disappointing that the UAW leadership has chosen to strike at midnight tonight. We have negotiated in good faith and with a sense of urgency. Our goal remains to build a strong future for our employees and our business," the company said.On Saturday, UAW Vice President Terry Dittes said in a letter to GM members that after months of bargaining, both the union and GM were far apart on issues such as wages, health care, temporary employees, job security and profit-sharing. The letter to members and another one to GM were aimed at turning up the pressure on GM negotiators."While we are fighting for better wages, affordable quality health care, and job security, GM refuses to put hard working Americans ahead of their record profits," Dittes, the union's chief bargainer with GM, said in a statement Saturday night.A strike by 49,200 union workers would bring to a halt GM's U.S. production, and would likely stop the company from making vehicles in Canada and Mexico as well. That would mean fewer vehicles for consumers to choose from on dealer lots, and it would make it impossible to build specially ordered cars and trucks.The strike would be the union's first since a two-day work stoppage at GM in 2007.On Friday, union leaders extended contracts with Ford and Fiat Chrysler indefinitely, but the pact with General Motors was still set to expire Saturday night.The union picked GM, which is more profitable than Ford and Fiat Chrysler, as the target company, meaning it's the focus of bargaining and would be the first company to face a walkout. Picket line schedules already have been posted near the entrance to one local UAW office in Detroit.Talks between the union and GM were tense from the start, largely because GM plans to close four U.S. factories. The union has promised to fight the closures.Here are the main areas of disagreement:— GM is making big money, billion last year alone, and workers want a bigger slice. Democrats plan to force a vote Wednesday morning on a bill related to health care coverage of pre-existing conditions and the size and scope of insurance plans, the latest action from the minority party's push to focus on the issue of health care going into the midterms.Democratic Sen. Tammy Baldwin of Wisconsin is using the Congressional Review Act to force a vote to overturn the Trump administration rule to expand short-term insurance plans. Forty-nine Democratic senators have said they will support the resolution and they would need two additional Republican votes to reach the fifty-one-vote threshold for the measure to pass, though the GOP-controlled House would likely not act on the legislation. That makes the series of events a largely symbolic vote aimed at forcing moderate Republicans to possibly take a politically difficult vote on the record.Short-term health plans don't have to adhere to the Affordable Care Act's regulations that protect people with pre-existing conditions.
