It marks a fine-tuning, rather than a turning point, in relations. The U.S. Navy has staged activities in Vietnam for its Pacific Partnership humanitarian and civic missions in nine of the past 12 years.U.S. Ambassador Daniel Kritenbrink praised the carrier's visit."I think the visit by USS Carl Vinson demonstrates our commitment to the U.S- Vietnam partnership. It also demonstrates the dramatic progress we made in our bilateral relationship in recent years," he said.The ambassador said the two countries share a range of interests that include "a desire to maintain peace, prosperity, unimpeded commerce, freedom of navigation upon which the region and its economies depend."The United States normalized relations with Vietnam in 1995 and lifted an arms embargo in 2016, and the two former adversaries have steadily improved relations in all areas, including trade, investment and security.The visit of an aircraft carrier — a more than 100,000-ton manifestation of U.S. global military projection — reaffirms closer relations as Beijing flexes it political, economic and military muscle in Southeast Asia, and Washington seeks to re-establish its influence."Although the visit is mainly symbolic and would not be able to change China's behavior, especially in the South China Sea, it is still necessary in conveying the message that the U.S. will be there to stay," Hiep said.Separately from this week's mission, U.S. officials say American warships continue sailing without prior notice close to China-occupied islands and atolls, an aggressive way of signaling to Beijing that the U.S. does not recognize its sovereignty over those areas.Hiep said the Carl Vinson's visit is likely to irritate China, but that Beijing will not take it too seriously."They understand well the strategic rationale behind the rapprochement between Vietnam and the U.S., which was largely driven by China's growing assertiveness in the South China Sea," he said. "In terms of security, both countries certainly share substantial common interest in the containment of China in view of the territorial dispute between China and Vietnam.""However, it seems that Vietnam does not intend to become an ally of the United States. DEL MAR, Calif. (KGTV) -- Another shark sighting in Del Mar prompted lifeguards to leave in place signs warning swimmers to enter the water at their own risk. According to lifeguards, the five-foot-long shark was spotted at 1 p.m. off 15th street as crews patrolled the area in a boat. Lifeguards say the advisory signs will be taken down in 24 hours unless any more sharks are spotted in the area. The sighting marks the fourth day in a row a shark has been spotted in the area. Research biologists say if a shark is under six feet, they are juveniles and eat smaller fish, posing no threat to people. “If I saw a sub-adult or anything over 6 feet, I would probably personally get out of the water,” Heidi Dewar, Research Biologist at the Southwest Fisheries Science Center said. DALLAS (AP) — A Texas prosecutor said Friday that investigators have linked more than 60 killings in at least 14 states to a 79-year-old California inmate who may be the most prolific serial killer in U.S. history.Ector County District Attorney Bobby Bland said Samuel Little continues to cooperate with investigators from around the country who interrogate him in prison about cold case killings dating back to the 1970s. Among those who spoke to him were investigators from Ohio, where Little grew up and where he's suspected of killing at least five women.Little was convicted of killing three Los Angeles-area women and pleaded guilty to killing a Texas woman, and he's serving life sentences in California. Little, who lived a nomadic lifestyle, claims to have killed 93 women as he crisscrossed the country over the years.Bland said Little is in failing health and has exhausted his appeals, leading him to be forthcoming with investigators."At this point in his life I think he's determined to make sure that his victims are found," he said.During Little's 2014 trial in Los Angeles, prosecutors said he was likely responsible for at least 40 killings since 1980. Authorities at the time were looking for possible links to deaths in Florida, Georgia, Kentucky, Louisiana, Mississippi, Missouri, Ohio and Texas.But Little was not forthcoming with information at the time and Bland credits Texas Ranger James Holland with gaining Little's trust and eventually eliciting a series of confessions.Holland traveled to California last year to speak with Little about cold cases in Texas. That led Little to be extradited to Texas and his guilty plea in December in the 1994 strangulation death of Denise Christie Brothers in the West Texas city of Odessa. But Holland's conversations with Little have continued, even after Little was returned to California to serve his sentences, and it was Holland who determined that he was responsible for 93 deaths, said Bland, who received an update from Holland this week.Information provided to Holland was relayed to law enforcement agencies in several states, leading to a revolving door of investigators who traveled to California to corroborate decades-old deaths.Among them were investigators from Ohio, where prosecutors on Friday announced charges against Little in the 1981 killing of a Cincinnati woman and where he was charged last week in the deaths of two women in Cleveland. He previously was charged in a second Cincinnati killing and confessed to another one in Cleveland, though investigators are still trying to identify the victim in that case.He explained that Little's victims often were suffocated or strangled, in many cases leaving few physical marks and leading investigators to determine the women died of overdoses or of natural causes."There's still been no false information given," Bland said.
