SAN DIEGO (KGTV) -- When entering most newly reopened businesses in San Diego County, customers will need to sign in with their name and phone number.The change only applies to businesses now offering indoor services; the county’s public health order was updated to reflect the changes now in effect for the following sectors:Hair Salons & BarbershopsPersonal Care ServicesGyms & Fitness CentersRestaurants, Wineries, Bars, Breweries, and Distilleries that serve food.“It’s a very modest step that can aide in our close contact investigation, and I think can help slow the spread and help these businesses stay open,” said County Supervisor Nathan Fletcher.Many people already give their name and phone number when making a reservation at a restaurant or booking a hair appointment; this won’t look much different, just more widespread, and businesses will also keep the sign-in sheets for three weeks.“In the event, there is an outbreak or exposure, I think most people would want to know if they’ve been exposed so they can quarantine or potentially get tested,” said Fletcher.If a COVID-19 outbreak happens, customers who visited will be notified if they were possibly exposed. The county will not collect or save the information.“It would only be used in the event there was a public health risk,” said Fletcher.Fletcher said the new plan could have possibly helped with contact tracing during the last wave or reopenings.“It’s certainly something we could have been done before, maybe a lesson learned from earlier, I think this could really aide in helping more quickly in letting folks know if they’ve been exposed," Fletcher said.Some people may have privacy concerns and be reluctant to give their personal information.Cybersecurity expert Ted Harrington, who is an executive partner at Independent Security Evaluators, says that while giving an email address would feel less invasive, the risk of providing a phone number and name is still minimal.“There’s no doubt what this order is doing is giving more information for people who don’t yet have a process to safely protect it, so we should accept that is the reality of what’s happening,” said Harrington. “But, is that a strong enough reason to not go to a restaurant or get your haircut or whatever? I wouldn’t be any more concerned than you might normally be with giving your phone number to a restaurant when you leave a reservation.” 2417

SAN DIEGO (KGTV) - San Diego Sheriffs deputies detained a man in Lemon Grove this afternoon, who may be connected to an early morning carjacking.It was supposed to be a routine check-up. A 76-year-old woman was going in for a 7 a.m. eye appointment at a medical office on the 3900 block of Fourth Avenue in Hillcrest.But she never made it.“The man with the gun pointed it at the woman, so I guess it was just taking place, and she scrammed out of there and called 911," a woman named Nancy said. She said her friend witnessed the carjacking happen from across the parking structure.San Diego Police detectives said a shorter, thin, Hispanic man with short hair approached the grandmother, pointed a gun at her face, stole her purse, and drove off in her gray Mazda 3.Officers notified all nearby agencies to search for that car.Then at 9:45 a.m., the car was found on Lemon Grove Way in Lemon Grove. But it was in bad condition. “A few hours later, the Diego Sheriffs Department responded to a hit-and-run that involved that very vehicle, the victim’s vehicle," Lt. Andrew Hoffman of the San Diego Police Department said. Witnesses said the driver of the Mazda 3 hit a parked red Honda Civic, veered into a pole, then ran away.For two hours, investigators set up a perimeter of the area and used a helicopter to look for the car-jacking and hit-and-run suspect. But they came up empty.Then at 2 p.m., detectives did a secondary search of the apartment complex.That is when one of the deputies recognized a wanted man and arrested him. “I guess the guy walked out of the apartment, the other officer saw him from the back of the cop car, must have recognized him," witness Floyd Bloom said. "So that’s when they yanked him out of the car. But he reached for the officer’s taser and his gun. And so they tased him.”San Diego sheriffs deputies said the man they detained is a tall, thin Caucasian man, who was possibly wearing a disguise.Detectives said a curly, black-haired wig fell off of the man during his struggle with police. They also found a rifle and ammunition in the back of his trunk.San Diego County Sheriffs deputies detained the man, then handed him over to the San Diego Police department. SAN DIEGO (KGTV)- Across San Diego County, most law enforcement agencies have been focusing on education rather than enforcement regarding violations of the county’s public health order.The goal is to get people to comply voluntarily.“What we’re trying to do here is educate the public so that ultimately we can save lives,” said San Diego Sheriff, Bill Gore.In the City of Coronado, police have been offering people free facial coverings.“To approach folks in an enforcement posture, I’m not sure we’re going to get the type of compliance we need,” said Coronado Police Chief Chuck Kaye. “When we see folks that are not using face coverings we say ‘hey can we offer you a face covering?’”This Fourth of July weekend is expected to be busy, especially at local beaches.California Gov. Gavin Newsom ordered all parking lots of state beaches in Southern California and the Bay Area to be closed for the weekend.The City of Oceanside has also decided to close off its beach parking lots.So far, no community COVID-19 outbreaks have been linked to outdoor settings.“I spoke to a number of the coastal mayors and said ‘are you confident you can enforce the physical distancing at your beaches?’” said county’s supervisor, Nathan Fletcher. “They said they can so we have to trust them that they can do that as we move forward into the weekend,” said San Diego County supervisor Nathan Fletcher.“We have our normal patrols in our coastal towns that we police for,” said Gore. “We’re not planning to add enforcement details to be specifically walking on the beaches to look at who’s wearing a mask, who’s socially distanced or not.”Gore said he expects beachgoers to comply with social distancing and facial covering rules when required.Under the latest public health order, restaurants must close to the public from 10 PM TO 5 AM.Bars, wineries, and breweries that don’t serve food must completely close down. Wineries that operate outside are an exception and may stay open.“State regulatory teams will be in different regions, we’ll be working with that team here which part of it is Alcohol Beverage Control and our county regulatory agency,” said Gore. “So, we can do enforcement if we don’t get that voluntary compliance that we’re seeking,” said Gore.The San Diego Police Department said it's anticipating crowds this weekend and will have extra officers patroling the beaches and bays to keep people safe. SAN DIEGO (KGTV) - U.S. Coast Guard rescued 13 Mexican nationals from the waters off the coast of La Jolla Saturday.The rescue, located near the Children's Pool, was reported just before 8 a.m., according to the Coast Guard. The 13 individuals, one woman and 12 men, were rescued from a panga boat and brought to shore.Border Patrol officials took the individuals into custody and officials believe they were trying to enter the country illegally.RELATED: One person hurt, possible drug packages found after boat washes ashore in CarlsbadPanga boat attempts to illegally have seen a sharp increased since 2010, according to Border Patrol, as land borders have tightened.Just last month, one person was found injured around several packages of marijuana washed ashore in Carlsbad. SAN DIEGO (KGTV) — When the pandemic forced San Diego's breweries to close, many turned to canning in order to continue selling their brews.Virginia Morrison, CEO and co-founder of Second Chance Beer Company, told ABC 10News anchor Lindsey Pena canned beers is now the majority of their revenue."For us, that's really our only revenue stream now," Morrison said, adding that there was already a shift in popularity from glass to cans. "We've been putting out more cans since COVID than we've ever done before. We used to have maybe three or four releases, now I think at one point we had 14 cause that's all we can do. Every bit of beer we're making we're putting in cans."Now, the aluminum supply is having a hard time keeping up with demand. Morrison said a couple of weeks ago, the Brewers Association warned members of an aluminum can shortage.Morrison said the manufacturers her brewery works with are still able to fulfill orders, but she's unsure for how much longer."We need to know and plan and also work with them really closely to figure out how to minimally impact both our businesses," said Morrison.The Aluminum Association said in a statement, "The aluminum beverage can manufacturing industry has seen unprecedented demand for this environmentally-friendly container prior to and especially during the COVID-19 pandemic."But according to the Can Manufacturer's Institute, aluminum isn't in short supply, but can makers are struggling to keep up with the demand.To make matters worse for Second Chance and other local companies, they're competing for the same supply big beverage makers use.
