SAN DIEGO (CNS) - With every other county in California reporting election results in 100 percent of precincts, San Diego County mysteriously lagged behind for more than 12 hours after polls closed Tuesday night.Riverside County's semi-final report of election results at 8:01 a.m. handed San Diego County the distinction of being the last county in the state without 100 percent of precincts reporting. The delay hindered the ability to officially call certain local races, like that of the San Diego City Council and the county Board of Supervisors, until the early afternoon.According to the San Diego County Registrar's Office, a technical glitch caused the delay.RELATED:  690

SAN DIEGO (KGTV) — A decision regarding the release of a sexually violent predator into Jacumba Hot Springs has been delayed.A judge said he still needed to look at alternatives after researching the proposed home at 45612 Old Highway 80 in Jacumba Hot Springs where 60-year-old Michael Poulsom would live if released. After listening to testimony, the judge says he’s not ready to make a decision about whether to grant his petition to be released from a mental hospital.Poulsom was convicted on three separate occasions, including twice in San Diego, for sex crimes involving children. He was sentenced to 15 years in prison in 1995, but committed to a state hospital as a SVP, a designation for sthose convicted of a sexually violent offense and diagnosed with a mental disorder. In Poulsom's case, he was diagnosed with pedophilia disorder.He has since petitioned for his release into a conditional release program for sex offenders. Doctors have medically cleared the release.RELATED: Bill introduced to keep sexually violent predator hearings open to publicAmong those that testified today was County Supervisor Dianne Jacob, who represents the area where Poulsom would be released. She says there has to be other areas he can go."Where are the other 700 places they checked out. I question that and I question if they checked out over 700," Jacob said.This hearing comes just after the court of appeals threw out a judge’s decision that would have freed the man known as the “Bolder than Most Rapist,” Alvin Quarles. Quarles was charged in more than 50 rapes, robberies, and burglaries in the 80s. SAN DIEGO (CNS) - The wife of an active-duty Marine stationed at Camp Pendleton is due in court Thursday on charges of sexually abusing a 15-year-old foreign exchange student who was living with her family on the base.Nicole Marie Wilson, 22, is accused of engaging in sex acts with the unidentified teen on Sept. 20 against his wishes, according to court documents.A detention hearing is scheduled Thursday morning for Wilson, who pleaded not guilty Tuesday to a single count of sexual abuse of a minor in San Diego federal court.Court documents allege Wilson sat next to the boy on the living room couch and asked him to promise that he wouldn't tell her husband, no matter "whatever happens tonight."After their initial encounter made him uncomfortable, the boy told investigators he went to sleep and awoke to Wilson touching him, then performing oral sex on him. She asked him twice whether she should continue, and one time he said, "No," yet she continued anyway, then later had sexual intercourse with him, according to the criminal complaint.She later "apologized" to him "and acknowledged" that it was not consensual, the documents allege.Wilson allegedly told Naval Criminal Investigative Service investigators she had been drinking on Sept. 20 and "blacked out" while watching television with the boy, but denied anything sexual occurred. But a search of her cell phone revealed WhatsApp messages between herself and the teen that confirmed the sexual encounter, court documents allege.It was not clear how long the teen had been living with the family, nor what country he traveled from as part of the foreign exchange program. 1648

SAN DIEGO (KGTV) -- A fourth suspect has been arrested in connection with the murder of a 44-year-old in Bay Terraces back in June.San Diego Police say 27-year-old Leaoaisemativa Sandoval was arrested on Dec. 19 and charged with the murder of Sean Nixon. Prosecutors say on June 6, Nixon was strangled with a strap from a marijuana grow tent inside a home on Freed Manor Lane.SDPD officers have also arrested Glenn Montano, Alfredo Sales Montano Jr., and Joshua Barnum. All were booked into County Jail for murder.The District Attorney’s Office says that Glen Montano wrapped the strap around the victim’s neck, while Alfredo Montano struck Nixon multiple times and kicked him while he was being strangled.Two of the suspects, who are brothers, were allegedly running an illegal gambling den and cannabis grow operation at the home. 840

SAN DIEGO (KGTV) -- A Girls Empowerment Camp put on by the San Diego Fire Department started Saturday despite some controversy a few months ago. The camp teaches girls what it takes to be a firefighter. The girls learn how to pull hoses, climb ladders, and climb out of windows just like firefighters do on the job. In February, attorney Al Rava sent a letter to the city attorney on behalf of his client, Rich Allison. The letter claimed that the camp was unwelcoming to boys solely based on their sex. RELATED: Girls empowerment camp rescheduled after abrupt cancellationThe camp was canceled, but days later Mayor Faulconer issued a statement saying the camp would go on. The girls are thankful the camp is back on.
