"It's not comfortable cause you have heat coming from one side, but then the rest of your body is cold," said Tarantino.Restaurants across the country are trying to continue with outdoor dining even as the weather gets cold. Some owners are getting creative using everything from igloos, to individual pods, to tents and canopies.Dr. Anne Rimoin is an epidemiologist at UCLA. She said eating outside is only safe if you are truly outside."The issue is it needs to be completely open, wide open, ventilation if you have a roof, if you have sides, that's not outdoors, outdoors means in the open air," said Dr. Rimoin. Rimoin said everyone needs to do their part to bring down the infection rates."Right now, we're at the most dangerous point of this pandemic that we've been in, so far," said Dr. Rimoin.San Diego County Supervisor said right now there is no talk of banning outdoor dining locally."I have not seen evidence to suggest there's significant spread, at least from outdoors settings," said Supervisor Fletcher. South Korea said Saturday that North Korea has accepted its proposal to hold high-level inter-Korean talks next week.In a statement, South Korea's Unification Ministry said the talks are planned for Thursday.The talks were first proposed by South Korea to be held in the Panmunjom truce village in the Korean Demilitarized Zone.North Korea said it will be represented by a three-member delegation led by Ri Son Kwon, chairman of the Peaceful Reunification of the Fatherland Committee.South Korea stated earlier that its three-member delegation will be led by Unification Minister Cho Myoung-gyon.The announcement came a day after South Korean President Moon Jae-in teased the possibility of another meeting, this one among the United States, North Korea and South Korea.Moon said negotiations are continuing ahead of the "historic talks" planned for next month with North Korean dictator Kim Jong Un. He's expected to meet with Kim in April, the first time the North Korean leader has publicly met with a foreign head of state."Through these talks and future talks, we must end the nuclear and peace issue on the Korean Peninsula. SOLANA BEACH, Calif. (KGTV) -- A new outdoor art museum showcasing art from around the world is opening in Solana Beach. Called the Art Alley on Cedros, the museum is free to the public. The grand opening of the new alley will be held during the last Cedros Stroll of the summer.The first exhibit is surf-themed and will feature 12 surfboards designed by various international artists displayed along the alley. The entire museum was designed to withstand the elements and, after its opening, will never close. The grand opening of the alley will be held on September 26 from 5 to 8 p.m. at 320 South Cedros Avenue in Solana Beach. Music will continue until 10 p.m. 674
