SAN DIEGO (KGTV) - The San Diego Metropolitan Transit System is joining the effort to make more affordable housing. The MTS Board of Directors recently greenlit a new 410-unit housing development at the Grantville trolley station. 156 of the units will be affordable and 254 will be market rate ‘student-oriented’ apartments. MTS is partnering with developers Affirmed Housing and Greystar on the project. It is estimated the total population housed on the planned trolley station property will be 1,049 people. The development would be built on top of the current parking lot. The developers will be making their own parking spaces on the site and MTS will be adding 96 replacement parking spots, according to transit officials. In a statement on the prospective parking concerns MTS wrote, “we average about 80 to 120 commuters per weekday that use the park and ride, so we are in the wheelhouse of demand.” MTS says it is currently looking into developing four more of its stations into similar housing in downtown, El Cajon and Chula Vista. SAN DIEGO (KGTV) -- This past March, as schools shut down and distance learning started, Richard Cowan and his family were one of hundreds who didn't have internet access."We were actually using mobile hot spots or venturing to the library," Cowan said. Then he learned about Connect2Compete, a program through Cox Communications that gave families free internet to start followed by a low cost plan. "We've been able to enhance, and better be prepared for school and a different curriculum that they're requiring now."Cox Communications Vice President of Government and Public Affairs, Chanelle Hawken, said it's just one of the ways they continued to help students stay connected for the fall. "We've put a lot of resources time and energy to connect kids."Cox also partnered with David Harp's Foundation, a music school for low income and at-risk kids. "For them, its even harder in this distance learning environment. They may not be getting the support of family members to help them stay online," Hawken said. They turned the East Village campus into a digital hub with free wifi for underprivilaged students."It's a new world I'll say and we're looking at ways to be creative. Just working one-on-one with school districts to see if they need devices because we have our grant with computers or to see if kids need a connection."They also had Cox wifi hotspots scattered throughout the county for free, at the start of the school year."It's been a community effort where people are chipping in to make sure kids are ready for back to school, I know its so stressful for parents right now," Hawken concluded. 1622

SAN DIEGO (KGTV) — The San Diego Registrar of Voters is revising down its expected turnout numbers for the March primary from earlier projections. With an estimated 290,000 ballots still outstanding as of Thursday evening, turnout is now expected to fall between 47 and 52 percent of the county's registered voters. This means turnout will look similar to 2016's primary, which had about 50 percent participation. Original projections in January from the Registrar of Voters showed expectations of turnout between 55 and 60 percent. That number was revised in February to between 50 and 55 percent."It looks like turnout in this primary is about what it was in 2016 in San Diego," said professor Thad Kousser, department chair of the UC San Diego political science department. "We didn't see the spike we were expecting."However, Kousser points out that using turnout percentage can be misleading. Because of California's new Motor Voter law, there are more than 300,000 more registered voters in San Diego County than there were in 2016. Therefore, a matching 50 percent turnout would actually mean tens of thousands of new voters cast ballots in the 2020 primary. 1173

SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department is increasing staffing ahead of Santa Ana winds expected to swirl around the county to start the work week. On Sunday, 10News got a hands-on tour of Station 14 in North Park. It is one of five San Diego Fire stations with an engine, ladder truck, and now a fully staffed brush truck for the next two days. "Our brush rigs are always able to be covered," San Diego Fire-Rescue Deputy Chief Kelly Zombro said. "We just have to un-staff a rig to move over to it. In this case, those rigs are actually covered right now, and they can all go."Because of the upcoming Santa Ana winds, the Department is staffing 25 additional crew members, specifically for wildfires. While engines and ladder trucks are most commonly used in day-to-day operations, the 0,000 brush truck is on a league of its own."It's imperative that we are able to make access quickly into areas where the engine cannot get into," Fire Engineer, Tim Swanson said. "And that's why we have these brush rigs."Unlike the concrete jungle in New York City, the City of San Diego has many different kinds of terrain. Because of that, in the academy, all firefighters are trained in all three truck types: engine, ladder, and brush.The brush truck has off-road tires, a 600-gallon tank, and specialized tools like backfire canisters, burn-over protection, and this triple hose backpack. The truck may even become a mobile home for the crew. That is why it has comfortable seats and carries household items. "If we're out on a strike team, we are gone for sometimes two weeks at a time with little to no ground support," Swanson said. "So, we need to be self-sufficient for two weeks."Even if fires do not erupt in our area, they are always ready to go."Sometimes, when [Northern California] is asking for help, we have to do it," Deputy Chief Zombro said. "And we just have to up our game down here to make sure we stay covered, and we've always done that."After two days, the department will re-assess to see if they need to continue the increased staffing.
