SAN DIEGO (KGTV) -- San Diego County residents are bracing for planned outages ahead of Santa Ana winds moving in Thursday morning. According to San Diego Gas and Electric, nearly 24,000 people, mainly in East County, are at risk of having their power shut off. Residents in Alpine say they’re gearing up for possible outages. Employees at the Alpine Beer Company told 10News when the power goes down, their protocol is to close the bar, but keep their stock nice and cool. SAN DIEGO (KGTV) — San Diego Police have released a sketch of an attempted homicide suspect they say tried to rob a man at Emerald Hills Park last month.On July 11 at about 2 p.m., a 23-year-old man was at Emerald Hills Park when an unknown suspect tried to grab his cell phone from a park table. A fight started between the man and suspect before the suspect displayed a box cutter and told the man, "I am going to kill you," police said.The suspect stabbed the man in the left arm with the box cutter and strangled the man, before fleeing the scene. The suspect was last seen walking into a canyon near KeltonRoad and State Route 94.The victim was taken to a nearby hospital and was treated for the cut to his left arm requiring 18 staples.The suspect was described as a Black male, about 40 years old, standing about 6-feet tall, and weighing 170 pounds. He has a thin mustache and goatee, and had "Jaundice" or yellowing to the white portion of his eyes, police said. SAN DIEGO (KGTV) - San Diego police are searching for two suspects involved in a knife attack in Bay Terraces early Sunday morning that left a 30-year-old man hospitalized.The assault happened at around 4:25 a.m. in the 6900 block of Paradise Valley Road, said Ofc. Tony Martinez, San Diego Police Department The victim told police he was confronted by two men who asked him for a cigarette."An argument ensued, and during the argument, the victim was stabbed multiple times," Martinez said.Both suspects fled in a white sedan-type vehicle, according to Martinez.The victim suffered a stab wound to the neck, the left bicep and lacerations to his nose, jaw and back, Martinez said. The victim was taken to a nearby hospital. His condition is unknown at this time but Martinez said he is expected to survive.The two men were described as Hispanic between 20 and 30 years old. One of the suspects stands about 6- foot, 2-inches tall weighing 180 pounds with a thin build. He was last seen wearing a black baseball hat, a black jacket and blue jeans.The second suspect stands about 6-feet tall weighing 200 pounds with a heavy build. SAN DIEGO (KGTV) -- San Diego is bringing back its Portable Pool program to help teach children water safety skills. The program will officially open at City Heights Recreation Center starting June 17. While pools are installed, the city will provide free, week-long water safety skills classed for children ages 3 through 15. According to the city, the classes can accommodate as many as 100 children per week with six to 10 children in each class. “Drowning is one of the leading causes of death in children ages one to 14 and is the leading cause of accidental injury death for children ages one to four years old,” said Nicole McNeil, Supervising Recreation Specialist for the City’s Aquatics Program. “The City is offering these important free classes to help young children learn basic swimming skills to keep them safe around pools and prevent unnecessary drowning tragedies.”An additional portable pool will be installed at the Robert Egger Sr./South Bay Recreation Center starting July 1. The portable pools will be in place for three weeks before being moved to facilities in Paradise Hills, Linda Vista and Ocean Beach recreational centers. Registration for Portable Pools is on a first-come, first-served basis. To enroll, parents must fill out an ActiveNet form and return it to the recreation center where the portable pool is located. The program was created in 1968 and provides water safety training to children who don’t live near the city’s 13 municipal pools. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563
