(KGTV) -- A high school Senior from Chula Vista was charged in Federal Court Monday for reportedly trying to recruit other students to smuggle drugs into the U.S.Court documents show that Phillip Junior Webb, who was a senior at Castle Park High School in 2017, recruited other high school students to smuggle methamphetamine and fentanyl into the U.S.According to the documents, starting in July of 2017, juveniles were caught trying to smuggle drugs by strapping the drugs to their bodies as they tried to enter the United States.RELATED: Teens targeted to smuggle Fentanyl across US-Mexico?On May 4, Web was reportedly caught trying to bring a Chinese national and Mexican national into the U.S. in the trunk of his vehicle.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Adam L. We are going after the recruiters who exploit these kids, but the kids also need to know that they are gambling with their lives when they do this. CHULA VISTA, Calif. (KGTV) -- The Chula Vista City Council Tuesday approved a number of items to help people struggling during the COVID-19 pandemic. The city’s eviction moratorium was extended until at least July 31, giving renters relief if they cannot make their monthly rent payments.The council also approved a .5 million small business grant program to reimburse businesses for losses caused by the closures during the pandemic. The money comes from the federal government. Businesses can apply for the grant on the city’s website and must meet certain criteria. Some of the requirements include having less than 10 employees, being independently owned and not being an essential business.For businesses along Third Avenue, the relief is welcome. Chula Vista Brewery has moved their business outdoors and continued curbside pick-up to stay afloat during the pandemic.In a move to expand outdoor dining, Chula Vista’s council approved a permitting process to allow businesses on Third Avenue to expand into the public right of way, with social distancing and ADA compliance. This will allow for things like sidewalk and curb cafes.The city also authorized the closure of a portion of Third Avenue to traffic. Christiane Amanpour will officially replace Charlie Rose on PBS stations across the country.The move was made official at the public broadcaster's annual meeting on Tuesday. It has been in the works for five months, ever since PBS stations began replaying Amanpour's CNN International program.Those half-hour Amanpour rebroadcasts were an interim replacement for Rose's 11 p.m. talk show, which was cancelled last November after women came forward to accuse him of sexual harassment and misconduct.Now Amanpour is expanding to an hour, like Rose's show used to be. The show will have a new name, "Amanpour & Company," and a stable of regular contributors. The changes will take effect in July."I'm delighted to expand my role at PBS from interim to permanent along with this remarkable diversity of voices and views," Amanpour said. Then a "thank you" bonus.Now, Kroger employees will have to be satisfied with gradual increases in wages and benefits.CEO Rodney McMullen said Thursday that Kroger will not re-instate the popular hazard-pay benefits it announced in March and continued into June.This despite continued calls by union officials to bring back the -per-hour wage boost that Kroger and other grocery chains had been paying their essential workers.Kroger held its annual meeting Thursday, an event in which McMullen usually fields questions from local reporters. This year, McMullen agreed to talk by phone, saying that the company will see some permanent changes from the global pandemic that caused food shortages, surging revenue, binge buying and changes in consumer spending habits.Kroger's local employment increased 33% to 20,000 since the pandemic began, while the company hired 100,000 people nationwide.McMullen expects Kroger’s total employment — which peaked at 560,000 — to remain above 500,000 going forward. He also expects digital sales to remain at higher levels than the company achieved prior to COVID-19.And he believes the company will benefit from a permanent shift toward eating at home.“What we’re finding is people enjoy cooking more than they thought they would — at least, that’s what they’re telling us,” McMullen said. “They especially enjoy doing it with their kids, because it gives you a reason to spend time together. (KGTV) — Chula Vista Girl Scout Ana De Almeida Amaral was recently given the National Gold Award, the Girl Scouts' top honor, for her work combating racism in education, according to the organization.“In a time when an increasing number of young people are using their voices to come together and take action, these girls stand out," said GSUSA CEO Sylvia Acevedo. Nine other girl scouts received the honor as well. "They have made an incredible impact in the worlds of STEM, education, agriculture, the environment, civil rights, and beyond."Amaral was recognized for creating the first ethnic studies course at High Tech High School. She developed the course to serve the school's large population of students of color. "Through my first years of high school I saw that the representation of people of color wasn't apparent in our curriculum, in our history classes, or our school clubs," Amaral, now a senior, says. Amaral ran seminars for peers that would lead the course, covering culturally responsive teaching and how to include diverse perspectives in lessons.But Amaral says her project goes deeper than her course. She says the course is really a way to address institutional racism in education and help students bridge that educational gap."Although it's not that our educators today believe those ideas, but it's just the way our education system was founded," Amaral said. "For ethnic studies to be a place for students to share their identities, be connected with one another, and have the resources to feel empowered by their education means students are engaged with school, students are graduating high school, and students are going to college."The class is an elective, student-led course that runs during school hours, focusing on historical oppression, marginalized groups, and cultures. Lessons teach students how to identify injustice historically and in their own lives while empowering them to change it."It's been running for two years.
