SAN DIEGO (KGTV)— With the start of summer just days away, San Diego Gas and Electric (SDGE) is encouraging customers to take advantage of free programs that could potentially save a significant amount on their energy bills. 10News has reported on dozens of stories in which customers are outraged by unexpectedly high bills and surprise “High-Usage” fees. But SDGE says it does not have to be this way if customers switch to the “Level Pay” Option. “This is a really great way to avoid the high spike on your bill, let’s say in July or August,” SDGE Spokesman, Wes Jones said. For the “Level Pay” option, SDGE takes the average of the last 12 monthly bills and charges the customer the same amount for the next three months. This means there are no surprises during the summer months. “You are tapping into those months where you didn’t run your AC in February, so your bill is lower,” Jones said. “So this is a great solution for that type of customer that has that volatility throughout the year.”SDGE says another free money-saving option is to switch to the “Time-Of-Use” Plan. As long as the customer keeps track of when they use power, they can save money. Standard Summer Pricing:Tier 1: 0-130% use of baseline: SAN DIEGO COUNTY (KGTV)-- Scattered showers sprinkled all across San Diego County Saturday, bringing with it up to a quarter inch of rain. While rain totals were not significant, it was the reason for hundreds of car accidents. At 11:40 AM, 10News found a passenger van flipped onto its side. The driver said he was turning onto the Home on-ramp on WB 94 when he hydroplaned and flipped over. With some help from good Samaritans, he was able to climb up out of the passenger side door. He was not hurt. There were no passengers. One of many solo spin-outs happened on the 163 S to the 8 E on-ramp. The driver said at around 12:30 PM, he lost control of his truck at the top of the loop, then smashed into the concrete barrier. He said he felt lucky he did not roll down into a 50-foot embankment like another car did just a few hours prior in the same spot.RELATED: Check today's San Diego forecast10News crews also saw countless fender benders and flatbed tow trucks roaming the highways. Mother nature also wreaked havoc onto herself. At around 2:30 PM, a tree toppled onto Northbound 805 near Plaza South.Branches partially blocked the slow lane until clean up crews arrived.By afternoon, the rain clouds started to concentrate over North County. A three-car crash happened along Westbound 78 near the Nordahl Rd on-ramp in San Marcos. The small red vehicle ended up mangled, and the Prius somehow climbed up an embankment. Firefighters said all airbags on the Prius were deployed, and thankfully no-one was injured. 1526.29 per kWhTier 2: 133-399% use of baseline: SAN DIEGO (KGTV)  - A Marine was found dead Monday afternoon at the armory of Marine Corps Air Station Miramar, according to military officials. The Marine had suffered a gunshot wound. No foul play is suspected, according to the U.S. Marine Corps.Military officials did not announce whether the incident was a suicide or accidental firing. The Marine’s identity has not been released. He or she was assigned to the 3rd Marine Aircraft Wing. The MCAS Miramar Provost Marshal Office and MCAS Miramar Fire Department responded to the scene and are investigating the death. 580.39 per kWh*“High-Use” Charge: 400%+ use of baseline: SAN DIEGO - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline. The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego. The Scripps Institution of Oceanography at UC San Diego is not affiliated with The E.W. Scripps Co., the parent company of this station. Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." In the past, blooms have lasted anywhere from a week to a month or more.San Diego's last red tide event in September 2013 lasted one week, while the previous one in October 2011 lasted a month, according to researchers. Previous ones have lasted even longer.Monday's event was captured from La Jolla to Encinitas. Scripps recommends viewing the marine event from a dark beach at least two hours after sunset, though visibility is not guaranteed.IS IT HARMFUL?...In some areas, a red tide can be toxic to local marine life. In California, the majority are not caused by species that produce toxins, such as domoic acid, according to researchers. However, it's still best to be cautious around the bloom. The Southern California Coastal Ocean Observing System at Scripps samples the water for potential harmful algal toxins weekly.Red tides are unpredictable events and do not always give off bioluminescence, Scripps said.BUT WHY IS IT RED?...The red coloration is due to the high number of organisms in the water. During the day, organisms will swim to the surface to soak in sunlight. Each cell contains a little sunscreen that gives off the color, according to Scripps. When these organisms gather at the surface for sunlight, they can create an especially intense red.Researchers say a combination of physical, chemical, and biological factors are the driving forces behind allowing red tides to form. 2586.55 per kWhTime-Of-Use Summer Pricing: On Peak: 4pm-9pm Tier 1: 0-130% use of baseline: SAN DIEGO, Calif. (KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera. There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer. With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30. If there is more than one child in a family, all of the money will come on one card and the oldest child’s name will be on the card.Barrera mentioned some of the feedback so far has been caution from families who are worried about sharing their information.“Some of our families have called us and said is this some sort of scam? Is somebody trying to get my information? No. Take advantage of this program. It’s meant to support you and your kids,” said Barrera. He said SDUSD is communicating this information through robocalls, so families should not be surprised if they get a voicemail with this information.Leaders also encouraged everyone to apply because families could be eligible if a parent recently lost a job or took a pay cut.According to a release, P-EBT was authorized under the Families First Coronavirus Response Act of 2020 which allows for states to apply to the USDA to run a P-EBT program to meet children’s nutritional needs. California’s P-EBT program was approved in April 2020 and began implementation in May 2020. 2764.46 per kWhTier 2: 133-399% use of baseline: <云转化_句子>.57 per kWhOff-Peak Hours: 6am-4pm AND 9pm-midnightTier 1: 0-130% use of baseline: <云转化_句子>.24 per kWhTier 2: 133-399% use of baseline: <云转化_句子>.35 per kWhSuper Off-Peak Hours: Midnight-6am Tier 1: 0-130% use of baseline: <云转化_句子>.19 per kWhTier 2: 133-399% use of baseline: <云转化_句子>.30 per kWhTime-Of-Use Pricing does not have the *“High-Use” Charge tier. SDGE recommends customers to take advantage of this to pre-cool their home during off-peak hours. “At noon, 1 pm, or 2 pm, crank up that AC,” Jones said. “Get that house nice and cool. And as it gets later in the day, adjust that thermostat.”If you use an AC, remember to change out your AC filter. That makes your machine run much more efficiently. And if you want to save even more money, try using the fan. “That is going to be about seven times cheaper than running a room AC unit,” Jones said. “So if you can stand using a fan for a few hours here and there as opposed to that room AC you’re going to save some money on your bill.”When all else fails, remember to get back to basics. Simple things like checking for window and door seals, and rolling down your sun shades can make a big difference. Customers can change their settings to the “Level Pay” Option and “Time-Of-Use” plan at any time for free at SDGE.com/LPP. 2734
