The county of San Diego is preparing to ask the state for nearly million to repave stretches of hundreds of roads it maintains.The Board of Supervisors could vote Wednesday to seek revenue from the recent gas-tax hike to repair the roads. The tax hike raised the per-gallon tax by 12 cents last November, with future increases planned. The bill, SB1, also added a 0 fee to the annual registration for electric vehicles, starting with model year 2020."People can't afford it. I'm retired but if you're working and have to commute, I don't think people realize how much of a dent that's going to make," said Vicky Bamburger, a Bonita resident who is supporting an effort to repeal the tax that appears to be headed to this November's ballot.But those who support the increase say fixing the roads will save California drivers from expensive car repairs due to problems like potholes, and save taxpayers from larger repairs later."A small improvement now - if you have a road that needs to be covered - that's going to be so much more cost effective, cost saving in the long run," said Catherine Hill, of the League of California Cities.Local governments have until May 1 to submit their gas-tax revenue road repair requests to the state. Still, county agencies have already received millions of dollars in new revenue for road repairs, which includes major improvements to Interstate 5 in North County.  1892

The Columbus Police Department says it is preparing for demonstrations this weekend after a law enforcement officer shot and killed a man as he entered his own home earlier this month.Casey Goodson, 23, was shot and killed by a Franklin County sheriff's deputy on Dec. 4. Goodson's family says he did not have a criminal record and says it's unclear what crime he could have committed prior to the shooting.Goodson's family and law enforcement authorities have given conflicting reports as to what happened since the day of the shooting. Goodson's grandmother, Sharon Payne, told a 911 dispatcher on the day of the shooting that Goodson had just returned from the dentist when she heard gunfire. She said Goodson then stumbled into the kitchen, bleeding and carrying a Subway sandwich that he had bought on the way home.But according to law enforcement, Franklin County Sheriff's Deputy Jason Meade — who at the time was working for a U.S. Marshal task force that was seeking another suspect — saw Goodson drive by and flash a gun. Police say Meade later confronted Goodson near his car and asked him to drop his weapon. When Goodson refused, Meade fired.Attorneys for Goodson's family say law enforcement's account of the incident omits "key details that raise cause for extreme concern" and allege that police mistook Goodson's sandwich for a gun.Despite law enforcement's claims that Goodson was armed as he drove by officers, they have not said if he was armed at the time the shooting took place. Goodson's family says that he was legally licensed to carry a concealed weapon.There is no video recording of the shooting on file, as Franklin County does not require police to wear body cameras, and its SWAT vehicles are not equipped with dashboard cameras.On Friday, Columbus Police Chief Tom Quinlan said he expects protests to take place throughout the city over the weekend."I hear the cries for this community. The Country Music Association on Friday reversed its decision to ban reporters from asking questions about the Las Vegas mass shooting during its upcoming awards show.The CMA faced criticism after it sent out media guidelines for its "51st Annual CMA Awards" which will be held Wednesday, November 8 at Bridgestone Arena in Nashville, Tennessee, and broadcast live on ABC.The guidelines asked journalists to avoid discussing several politically charged topics, including the mass shooting at the Route 91 Harvest Festival in Las Vegas last month, which left 58 people dead and more than 500 injured."In light of recent events, and out of respect for the artists directly or indirectly involved, please refrain from focusing your coverage of the CMA Awards Red Carpet and Backstage Media Center on the Las Vegas tragedy, gun rights, political affiliations or topics of the like," a section of the guidelines read. "It's vital, more so this year than in year's past due to the sensitivities at hand, that the CMA Awards be a celebration of Country Music and the artists that make this genre so great."But on Friday, the organization reversed that edict."CMA apologizes for the recently distributed restrictions in the CMA Awards media guidelines, which have since been lifted," it said in a statement to CNNMoney. "The sentiment was not to infringe and was created with the best of intentions to honor and celebrate Country Music."The CMA Awards draw some of the music genres' biggest names and for the tenth straight year, it will be hosted by country superstars Carrie Underwood and Brad Paisley.The original guidelines included a warning to those who don't heed them, including potentially missing out on covering country music's premiere event."It's an evening to honor the outstanding achievements in Country Music of the previous year and we want everyone to feel comfortable talking to press about this exciting time," the guidelines state. "If you are reported as straying from these guidelines, your credential will be reviewed and potentially revoked via security escort."The tragedy has stirred a great deal of discussion in the country music community among fans and performers alike, given the genre's association with gun culture.Gun control debate enters country music community: 'Is this the kind of world we want to live in?'Paisley told Rolling Stone last month that he feels the pressure of handling the tragedy correctly while hosting the awards show."We're not going to ignore it, but we're not going to also dwell on that," he said..
