After initially being deadlocked on a vote to certify election results, The Wayne County Board of Canvassers voted unanimously to certify election results Tuesday evening. The motion to hold another vote came following hours of public comments condemning Republican canvassers' decisions to vote against the certification.The board of canvassers vote initially tied 2 to 2 along party lines. But just before 9:30 p.m. Tuesday, the board filed a motion and voted to certify the results under the stipulation that Secretary of State Jocelyn Benson does a comprehensive audit of the election in the county.President Trump also tweeting praise to canvassers who initially blocked the certification, saying "Wow! Michigan just refused to certify the election results! Having courage is a beautiful thing. The USA stands proud!"There has been a whirlwind of unproven allegations of fraud and a string of lawsuits since the election two weeks ago. The canvassers' initial vote came after many Detroit precincts were found to be out of balance.That means the number of votes are not in line with the number of voters. After months of protests, sometimes becoming violent, Portland Mayor Ted Wheeler announced Thursday that the city is banning the use of tear gas by his city’s police.Wheeler said everyone has an obligation to create change, and now is the time to change the city’s policy on using tear gas.“During the last hundred days Portland, Multnomah County and State Police have all relied on CS gas where there is a threat to life safety,” Wheeler said. “We need something different. We need it now.“Arson, vandalism, and violence are not going to drive change in this community. I expect the police to arrest people who engage in criminal acts. I expect the District Attorney to prosecute those who commit criminal acts. And I expect the rest of the criminal justice system to hold those individuals accountable. We must stand together as a community against violence and for progress.”The issue of using tear gas amid protests has become a legal battle, as demonstrators say that the use of tear gas to disperse a crowd violates their constitutional rights. In June, U.S. District Judge March Hernandez ruled that the use of tear gas on protesters in Portland could only be used when lives are at risk.The police responded on Thursday by saying gas is a tool needed by officers to control crowds when protests become violent.“Banning the lawful use of CS will make it very difficult to address this kind of violence without resorting to much higher levels of physical force, with a correspondingly elevated risk of serious injury to members of the public and officers,” the Portland Police said in a statement. “CS, while effective, is a significantly lower level of force than impact weapons, which would very likely be necessary to disperse riotous groups with its prohibition. We do not want to use gas. We do not want to use any force.”As to why tear gas is used instead of police going in to make an arrest?“To make an arrest in the middle of a crowd intent on destruction and injuring people, it takes considerable resources--large numbers of officers that we do not have,” the police said. “Not only do we not have enough PPB officers to respond in this manner, our area partners have stated they will not come to our aid, given the climate in Portland.”The city’s downtown has dealt with protests and unrest since Memorial Day following the death of George Floyd in Minneapolis. Adding to the challenges for law enforcement in recent weeks, counter-protesters have arrived and clashed with Black Lives Matter supporters.The unrest culminated on August 29 when Aaron Danielson was shot and killed. The suspect in the case, Michael Forest Reinoehl, was later killed by US Marshals in Olympia, Washington. The US Department of Justice claimed that Reinoehl was a supporter of ANTIFA. The Associated Press reported that Danielson joined the counter-protest as part of a group known as Patriot Prayer, which aligns itself with President Donald Trump and that allegedly shot paintballs at protesters in Portland. 3015

  

ALTADENA, Calif. (KGTV) -- Four off-duty marines along with a rescue team rescued a hiker having a medical emergency on a hiking trail near Los Angeles Sunday.According to the Los Angeles County Sheriff’s Department, a team received the rescue call around 4 p.m. Sunday near Switzer Falls.When the rescue team arrived, they found four off-duty marines from Camp Pendleton who had run into the hiker and carried him upstream for a quicker rescue.Officials say the hiker wasn’t injured and was taken to the hospital to recover.Watch he rescue video in the player below:  581

  

Alice Modine drives everywhere; to ballet, to yoga, to lunch, and in any weather, but on Saturday she says it was pouring rain and she could not see a thing.She tried to pull over and then noticed water started coming into her car. She had driven her car into a lake off Glades Road east of the Florida Turnpike in western Boca Raton. "I tried to move the car forward and back nothing worked. I tried to pull down the windows they didn’t work, I tried to open the doors nothing worked," Modine said. "So I thought to myself this has happened before, not to me, but to other people and I may stay in the car forever. I’ve lived a good life, I’ve had a very happy life up to now. It just may be the end of it. I didn’t panic. I didn’t feel upset." At peace with herself, she didn't realize it wasn't her time yet and a hero came to her rescue. "The door opened and this very nice young man said 'hold on to me I'll get you to a dry place.' So I held onto him, did exactly as he told me, and he posted me in the grass at Glades where the sidewalk is and he said 'is there anything in the car that you need?' I said, 'yes, I would like to have my purse and all the paperwork pertaining to the car is in the glove compartment,' and he said, 'OK, I’ll get it,'" Modine said.Alice said the young man dove into the water to retrieve her things. She thinks she may have asked him for his name but could not remember. "He was good-looking, probably in his 30s and I somehow think he may have been connected with the military at one time or now because he handled this whole thing so professionally," said Modine said. Modine is hoping that the young man who helped her on Saturday will see this story and come forward so she can thank him properly. "I’ve been haunted by this wish to be able to thank him because I really must thank him for my life," she said.  1959
