BEIJING, Sept. 26 (Xinhua) -- Chinese farmers would see their income continue to rise this year, Vice Minister of Agriculture Chen Xiaohua said at a press conference Saturday.     "As China's economy is recovering, there are more and more positive factors supporting the increase of farmers' income," said Chen.     Farmers' per capita cash income in the first half of this year reached 2,733 yuan (400 U.S. dollars), up 8.1 percent year on year. But the increase rate was 2.2 percentage points slower than that in the same period last year, according to Chen.     "The growth is remarkable and the statistics are pleasing. However, China is still short of a long-term mechanism for increasing farmers' income and efforts need to be made to increase the channels for farmers to earn more money," said Chen.     In the past, farmers' income was mainly driven up by increased grain production or raised prices. "Now, we should push forward agricultural industrialization to let market guide grain planting and agricultural production," Chen said.     Chen also stressed the importance of creating more jobs for surplus rural laborers in a bid to increase their salary income.     The salary income mainly comes from the earnings from working in local or urban enterprises.     The economic crisis reduced the number of Chinese migrant workers, with the current number standing around 225 million. In the second quarter this year, this number increased 2.6 percent from the first.     Chen also said the government will increase fiscal support for farmers in subsidizing their purchase of seed, diesel, fertilizer and other production materials.     The central government always gives priority to increasing farmers' income, he said.     "Local authorities should make every effort to keep increasing farmers' income to shore up rural development and to ensure stable and rapid economic development," Chinese Vice Primer Hui Liangyu said at a rural work conference held in China's eastern city of Hangzhou from Thursday to Friday.

BEIJING, Oct. 5 (Xinhua) -- The Emerging Markets magazine has named China's Finance Minister Xie Xuren as Finance Minister of the Year, Asia 2009, the Ministry of Finance said Monday at its website.     The Emerging Markets believes that China's quick and proactive fiscal policies implemented in the past year have boosted economic growth and made contributions to global economic recovery, the ministry said.     In a written interview with the magazine, Xie said since the outbreak of the global financial crisis last year, the Chinese government timely and resolutely adjusted its macro-economic polices, carried out proactive fiscal and moderately easy monetary policies, and approved plans aiming to spur domestic consumption. BEIJING, July 31 (Xinhua) -- Chinese Vice Foreign Minister Zhang Zhijun summoned Australian Ambassador to China Geoff Raby and lodged a solemn representation to the Australian side on its allowing Rebiya Kadeer, leader of the separatist World Uygur Congress (WUC), to visit Australia.Zhang expressed China's strong dissatisfaction and firm opposition to the Australian side on its allowing the visit, a press release of the Foreign Ministry said.     Zhang demanded it immediately correct its wrong doings and do not allow Kadeer to visit Australia and engage in anti-China separatist activities in the territory of Australia, the ministry said.     The WUC led by Kadeer is believed to have masterminded the July 5 Xinjiang riots that left at least 197 people dead and 1,600 others injured

BEIJING, Aug. 21 (Xinhua) -- China on Friday published a regulation to enforce environmental evaluation on new projects from October, in an effort to prevent pollution or ecological destruction from the beginning.     According to the regulation, approved on Aug. 12 by the State Council, the Cabinet, environmental evaluations are required before the planning of development projects being approved.     Under the regulation, environmental evaluation of city-level projects will be conducted by local environmental authorities while provincial projects must be evaluated by environmental authorities under the State Council.     The regulation covers all development activities, from land use and the development of rivers or oceans, to development projects related to industrial, agricultural, husbandry, and forestry sectors as well as energy, water conservation, transportation, urban construction, tourism, and exploration of natural resources.

BEIJING, Aug. 27 (Xinhua) -- China's top political advisor Jia Qinglin has called for deep recognition of the historic necessity and enormous advantages of China's political system of multiparty cooperation and political consultation under the leadership of the Communist Party of China (CPC).     The natural difference between the political systems of China and the West must be deeply recognized, said Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and member of the Standing Committee of the CPC Central Committee Political Bureau at Thursday's meeting of the presidium of the CPPCC National Committee.
