SAN DIEGO (CNS) - A group of San Diego high school seniors will be honored with other students from throughout Southern California Friday at the second annual Pacific Islander High School Graduate Recognition Ceremony in San Bernardino.Long Beach, Inland Empire and other surrounding regions will participate in the event, which will include cultural celebrations like a Polynesian fireknife performance and a Maori warrior dance.Siaosi Veimau, who immigrated to the U.S. from Tonga at age 10, will serve as the ceremony's keynote speaker. (KGTV) -- The two soldiers killed in an aircraft accident on San Clemente Island have been identified, the U.S. Army Special Operations Command said Saturday.According to the news release, 33-year-old Staff Sgt. Vincent P. Marketta of New Jersey and 22-year-old Sgt. Taylor M. Shelton of San Bernardino died on August 27 during an aviation training mishap.Marketta enlisted in the Army in 2011 as a 15T UH-60 Black Hawk Repairer and was assigned to the 160th Special Operations Regiment. While assigned to the unit, Marketta deployed to Afghanistan in support of Operation Enduring Freedom. He also deployed multiple times to Iraq for Operation Inherent Resolve, according to the Army.Shelton enlisted in the Army in 2016 also as a 15T UH-60 Black Hawk Repairer and was assigned to the same unit as Marketta. During his service, Shelton deployed to Afghanistan in support of Operation Enduring Freedom.“The loss of Staff Sgt. Marketta and Sgt. Shelton has left a scar in this Regiment that will never completely heal,” said Col. Andrew R. SAN DIEGO — It appears the Congressional seat vacated by Republican Duncan Hunter will remain in Republican hands, according a new scientific poll.The ABC-10 Union-Tribune scientific poll shows Republican Darrell Issa leading Democrat Ammar Campa-Najjar 51 percent to 40 percent, with 9 percent undecided. The poll, released Tuesday, has a margin of error of 5.7 points. It comes after the two prior polls showed the candidates in a virtual tie for the 50th Congressional District, which comprises most of East County and stretches into southern Riverside County. The shift came because independents moved to support Issa. Last month, the poll showed Campa-Najjar leading Issa in independents by 13 points. Tuesday's poll showed a major swing, with Issa leading among independents by 14 points. That's a 27-point swing. "In the end, independents in red-leaning area tend to be more red leaning, vice versa for blue-leaning areas, and so it's not surprising that Darrell Issa, as we get closer to the election, is bringing home these independents out in East County, San Diego," said Thad Kousser, political scientist at UC San Diego.The 50th District is the county's last in which Republicans outnumber Democrats in registration, giving Issa the advantage.In an interview Tuesday, Issa said he was traveling the district from Temecula to Jamul, meeting voters with social distancing. "I think my 18 years of support for pro-business, pro-50th type voting has allowed me to whether some pretty egregious claims of, somehow, corruptness and so on," he said. SAN DIEGO (CNS) - A grand jury report released Wednesday found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency. The grand jury reviewed the workloads of social workers in the CWS division, as well as how CWS workers are trained to provide support and care to foster children and parents. The panel also looked into the effects of the state's Continuum of Care Reform Act, which required regional foster care systems to increase support for foster families and improve outcomes for foster youth. The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination. CWS staff and foster parents also lack the proper training to offer trauma- informed care or support for victims of human trafficking, according to the report. RELATED: Team 10: Child maltreatment in foster careThe grand jury launched the study after the San Diego Union-Tribune reported last July on a lawsuit alleging multiple instances of abuse of foster children over a seven-year period. Through interviews with county officials and a review of current CWS practices, the grand jury received reports that nearly one-third of foster children were abused in some way in their foster homes. In addition, roughly 20% of all calls to the county's child abuse hotline were from foster youth. ``Even though foster families have 12 hours of initial training including an orientation and eight hours of continuing education/year, the grand jury believes increased training in trauma and parent education will decrease maltreatment in (the Resource Family Approval program) and kinship care,'' the report says. Those workers coordinate with local law enforcement to investigate abuse and mistreatment allegations. SAN DIEGO — (KGTV) -- Democrat Sara Jacobs continues to hold a double-digit lead over Democrat Georgette Gomez in the race for California's 53rd Congressional District, according to a new scientific poll.The ABC-10News Union-Tribune scientific poll shows Jacobs leading Gomez 40 percent to 27 percent, with 33 percent still undecided. The two Democrats are vying to replace Susan Davis, who is retiring in the central and south San Diego district after nearly 20 years. The poll shows Jacobs, granddaughter of Qualcomm founder Irwin Jacobs, leading in support from those who describe themselves as liberal, moderate, conservative, and very conservative. Gomez, currently the City Council president, is generating most of her support from voters who describe themselves as very liberal."With only two weeks left to go until the election, Georgette Gomez is running out of time to close the gap on Sara Jacobs," said Thad Kousser, a political scientist at UC San Diego.Kousser said the closer the election gets, the harder it will be for Gomez to catch up, because of the increase in mail-in ballots and early voting. The poll shows 26 percent of the respondents already sent in their ballots. Kousser said, however, that Jacobs still has not reached the 50 percent support threshold, leaving the door open for Gomez, who will have to convince most of the undecideds to support her. "She hasn't been making substantial progress at the same time that she's being hugely outspent on the airwaves by Sara Jacobs," he said.
